The White House’s claim that 800,000 manufacturing jobs were added during Obama’s presidency
Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. This aggravated the situation in Michigan, Ohio, Wisconsin, Indiana, and Pennsylvania, and was met with a feeble response from Democrats. Even a economist like Krugman favoring the Obama administration's efforts came to the conclusion that TPP did not add much to gains from trade as most of the gains had already been realized. More of the gains went to tech and IT in California, at the expense of the auto industry based in the midwest. A report in WP show a president too close to IT in California and failing to grasp the situation in the midwest. Voters punish whoever is in power, regardless of being Conservative or Liberal, in Canada the hollowing out of manufacturing under Harper in Ontario and Quebec led to the win by Trudeau's Liberals.

The need for a strong and growing manufacturing base in the U.S. is one key realization for business leaders from the heads of Boeing, Intel and GE, and other business leaders to leaders in government. Failure to do this simply breeds a sense of pessimism about the future and creates an economy that leaves many productive people jobless, creates unsustainable trade deficits and foreign borrowing. Jeffrey Immelt says this in an op-ed piece in the Washington Post on the day he is appointed to head the President's Council on Jobs.

Auto parts imports into the U.S. from Mexico have increased by 86% since 2008, more than doubled for China. As wages rise in China, India is the next source country for low cost automobile parts from auto industry hubs in Gujarat and Tamilnadu, placing continuous downward pressure on manufacturing wages for the next decade, and the next. Parts imports were $32 billion in 1990, $138 billion in 2014. Workers in manufacturing make as low as $10 an hour today, similar to workers at Wal-Mart. An entire generation of manufacturing workers are now shifted from middle class to lower class from their parents generation to their own, reducing educational mobility in the American system and fewer opportunities for improvement. As more jobs are created in manufacturing than in IT related industries this is a significant hurdle for improving wages and employment in the U.S.

As more jobs are created in manufacturing than in IT related industries, this is a significant factor in improving U.S. employment and wages. There is an 86% increase in imports of parts from Mexico since 2008, over double for China.

Housing was a tougher call with bankers cautious and influencing policy, yet even Republicans Martin Feldstein and Sheila Bair were calling repeatedly for strong action. Tackling housing first and healthcare later after economic recovery, is likely to have produced better results, credibility for the administration, and a broad consensus in the U.S.

He doesn't see how an America with high paying jobs and mass of unemployed could work. He says American companies have failed to scale up, the way Intel did in the seventies. For every Apple employee there are 10 employees in China working on Mac's, Iphones, and Ipads. The idea of manufacturing as not important is misguided and he would like to see America rebuild its industrial base.

A study by Prof. Petri of Brandeis University, shows economic output going up by 0.4% by 2025 or $77 billion for the U.S. as a result of the TPP agreement. Biologic drugs, with long term patent protection, software engineering services, high tech industry are the winners, losers are the Detroit auto industry facing higher imports, light manufacturing in textiles and paper, and some heavy manufacturing sectors. Douglas Irwin of Datmouth and other experts say it is not clear how much of the benefit will affect consumers and businesses in the U.S. Most of the tariff cut gains are already made and import duties as a percentage of total imports are down to 1.4% today. Experts say 4/5th of the benefits for the U.S. are not from tariff cuts but from new rules for trade in services, and new rules for investment and commerce. The agreement brings together Pacific area countries, including Canada, Australia, New Zealand, Chile, and Japan, Malaysia, Singapore and Vietnam. Agriculture is protected in Canada especially in Quebec, and in Japan, which means tough negotiations to open up this sector. Politically the TPP is a response by the U.S. and Japan to the Infrastructure Investment Bank set up by China with support from Europe and India.

Reviving the use of the term "working class" in America as opposed to middle class- why this is important

Cherlin, a professor at John Hopkins University, who has written about the decline of the working class family, once portrayed in television shows such as "All in the Family," says the term was seen as derogatory and avoided in recent times. Archie Bunker in that show was seen as bigoted and behind the times. He points out that Obama in his speeches has used middle class frequently but rarely used the term "working class." Yet he points out the Americans with a diploma at most but no bachelors degree, comprise 54 percent of the American people, and are quite different in lifestyle and educational opportunities than the middle class better educated Americans. They also face a different set of problems and obstacles to upward mobility and social mobility. It is right to revive the use of the term "working class" says Cherlin, so that one can wrap ones hands around the problem facing so many Americans. A combination of forces have trampled the future prospects of these Americans, many arising out of forces beyond the control of policy such as automation and global manufacturing, and some such as the problems created by the 2008 financial crisis which were the result of bad decisions by business have only worsened the situation.

Globalization has produced very different outcomes for different industries and regions, benefitting some and hurting others. Leaders of existing political parties have failed to grasp and respond to these changes leaving room for others to take up the cause of the white working class. TPP trade agreement for instance benefits the information technology industry and hurts the automobile industry in the U.S., producing unequal outcomes that come after years of job losses and hollowing out in some industries- making it unpopular, and raising questions about the wisdom of such policies when most of the gains in free trade are already behind us according to Krugman and other experts.

The issues raised cover worker protections, and also include some that are not frequently mentioned. Including the right granted to large corporations in TPP to sue the U.S. and other governments on issues where the governments have acted in the public interest as it relates to the environment, health, safeguards related to poor industry practices. A letter to WSJ says president Obama is doing this to look like a centrist president for his legacy, and not for free trade. Separately Krugman points to the issue of intellectual property rights enforcement that has the potential of making it harder to provide access to modern medicine to people in developing countries, a serious pitfall. Response to criticism by the Obama administration has generally talked about the merits of free trade which are generally accepted, and not the specific provisions, or the context in which most of the gains in free trade have already been made in the seven decades to 2015 and the remaining gains are much smaller coming with some losses. The global economy now benefits more from investments in infrastructure both in developing and advanced economies, which is why China's Infrastructure Investment Bank has received such wide support, including EU countries and India. The Obama administration has failed to make the case for investment in infrastructure to the American public, at a time when large productivity gains can be made here following about 2 decades of neglect. A similiar situation exists in Germany, and is especially true of Latin American countries which have serious infrastructure problems that reduce economic growth.
