With the sharp decline in immigrants from Mexico crossing the border following the 2009 recession and increased enforcement at the border, the recovery in construction has benefitted mostly native born Hispanic Americans. Of about 500,000 jobs created in the construction industry in 2014 about 315,000 went to Hispanics. The unemployment rate dropped by 5% for Hispanics in 2014, compared to less than 2.8% for blacks and 1.4% for whites, according to the Labor Department. Hispanics also took the biggest hit as the construction industry declined in 2009, the rebound is now reversing this. Hispanic employment has returned to pre-2009 recession levels in 2015.

Polls show only 38% approve of tackling the whole immigration issue by executive decree. For Republicans the risk is of overreaction- shutting down the government or not supporting some aspects of changes in immigration laws. Senators Portman and Paul Rand, Republican presidential candidates favor a careful response, and Hispanic Republican leaders support such action. President Reagan declared an amnesty for illegal immigrants in 1986, with support in both parties. There are about 11 million illegal immigrants in the U.S. in 2014.

By 2015 a new wave of immigration from Asia, replaces an earlier immigration wave from Mexico. The new steady source of immigrants- China, India, S. Korea, the Philippines, Japan. In 2013 research based on Census Bureau data shows China at 147,000, India at 129,000 and Mexico at 125,000 as a source of immigrants. In 2000 400,000 immigrants were from Mexico, with a decline every year after 2005. In 2000 India and China were at about 75,000 and did not reach 100,000 till 2007.

The Federalists who opposed immigrants from France and Ireland in the eighteenth century, the anit-immigrant wing of the Whig Party, and the Nativists or Know-Nothing party during Lincoln's time, all failed to win long term political support. The French and the Irish in north eastern cities and the Germans in Lincoln's time shifted their support. Benjamin Franklin discusses the issue in his letters and said the thrifty and industrious Germans added much value to the new nation. Lincoln supported the integration of German immigrants and opposed the Know- Nothing supporters.

By about a 8-10 percentage margin the public and voters oppose legal status for illegal immigrants. By contrast 60% favor some sort of pathway for illegal immigrants, and 74% favor this if backtaxes are paid. Experts say this may suggest the public sees legal status and especially citizenship citizenship as something that should be earned.
