What the New GOP Means for Wall Street
There are similarities in the Republican and Democratic party platforms in 2016. One area of agreement is in the reinstatement of Glass Steagall Act. That legislation made in the Depression period to separate commercial banking from investment banking was changed when president Clinton made changes in a deal with Senators Phil Gramm and Jim Leach in 1999. The too big to fail problems of banks and the problems of investment banks during the 2008 financial crisis are attributed to the lack of Glass Steagall protections for financial stability and safety. The result is that in the post 2016 environment banks can expect a tougher regulatory environment. Another are is in trade where both parties are expected to take tougher positions to protect U.S. interests. The Republican platform calls for "better negotiated trade agreemets that put America first."

The Republican platform for 2016 is very different than the 2012 platform. The word deficit when it occurs is for trade deficit not fiscal deficit. Under both parties tougher regulation for banks with memories of the 2008 crisis and how it hurt ordinary Americans, The same for trade and the way it has hurt Americans in manufacturing- new trade negotiations will be tougher, companies in the domestic market will have better terms and exporters will face tougher environment overseas.

A study by Prof. Petri of Brandeis University, shows economic output going up by 0.4% by 2025 or $77 billion for the U.S. as a result of the TPP agreement. Biologic drugs, with long term patent protection, software engineering services, high tech industry are the winners, losers are the Detroit auto industry facing higher imports, light manufacturing in textiles and paper, and some heavy manufacturing sectors. Douglas Irwin of Datmouth and other experts say it is not clear how much of the benefit will affect consumers and businesses in the U.S. Most of the tariff cut gains are already made and import duties as a percentage of total imports are down to 1.4% today. Experts say 4/5th of the benefits for the U.S. are not from tariff cuts but from new rules for trade in services, and new rules for investment and commerce. The agreement brings together Pacific area countries, including Canada, Australia, New Zealand, Chile, and Japan, Malaysia, Singapore and Vietnam. Agriculture is protected in Canada especially in Quebec, and in Japan, which means tough negotiations to open up this sector. Politically the TPP is a response by the U.S. and Japan to the Infrastructure Investment Bank set up by China with support from Europe and India.

Sharp differences between Democratic and Republican parties in the the U.S. presidential election debates of 2015

Sharp differences emerge between the two parties on the minimum wage, taxes, spending and foreign policy. For domestic policy there are now stark differences between the 2 parties not seen for many years when both parties stayed closer to the centre. One has to go back to the Reagan election to see such differences. This also reflects the issue of a shrinking middle class, and a white working class that is falling behind in the 2016 U.S. presidential election. The Republican candidates except for John Kasich oppose increasing the minimum wage from $7.25 an hour set in 2009. The Democratic candidates O'Malley and Sanders support setting it at $15, and Hillary Clinton supports it at $12, as advised by economist Alan Krueger. Krueger sees no significant job losses at $12 an hour. Also to be factored in is the time period this goes into effect which may span some years. On taxes Democratic candidates support taxing the wealthy, especially the top 1%, Clinton favoring taxing wealthy above $250,000 in incomes. This would pay for free tution under the Sanders plan, or an alternative plan by Clinton with similiar outcomes. The Democratic candidates are focussed on a middle class and white working class that they see as falling behind. The Republicans focus on cutting taxes to create jobs. On foreign policy Sanders is against foreign intervention, Clinton supports limited engagement differing from Obama's very cautious policy. Republican candidates such as Jeb Bush call for intervention in Syria-Iraq, Trump not favoring intervention. Other issues setting the two parties apart is the approach to immigration and Obama health care program. Donald Trump has the most strident views on immigration calling for large deportations, and Hillary Clinton calling for giving a pathway to legal status for illegal immigrants. In the debates Democratic candidates repeatedly emphasize that immigration from Mexico is now practically nill following the sharp U.S. recession. Globalization has produced very different outcomes for different industries and regions, benefitting some and hurting others. Leaders of existing political parties have failed to grasp and respond to these changes leaving room for others to take up the cause of the white working class. TPP trade agreement for instance benefits the information technology industry and hurts the automobile industry in the U.S., producing unequal outcomes that come after years of job losses and hollowing out in some industries- making it unpopular, and raising questions about the wisdom of such policies when most of the gains in free trade are already behind us according to Krugman and other experts.

The public sector unions now see how the closing of American factories, the decline in neighborhoods near plants, affects the demand for public services and the ability of cities and municipalities to pay for the public services. The decline in wages for industrial workers creates a negative perception for the higher wages in the public sector, reducing support from struggling industrial workers. The drastic drop in factory wages with globalization and the shrinking revenues of cities as incomes decline, is leading to a realization in labor that workers are affected in many ways by seemingly unrelated developments in trade and globalization. Another development is the expert information that shows the need for investment in infrastructure in the poorer countries of Latin America, and in the U.S., which would provide significant benefits. The benefits from trade tariff reduction are now small, as most of the benefits were achieved through earlier action in trade.

Three American researchers have completed a study on the impact of U.S. trade in the decade 2000-2011 with China, a period of exceptionally high growth of about 12% in China and a surge in imports into the U.S. The study shows counties in the 75th percentile in import levels experienced a surge in unemployment and government payments to support the unemployed. Nobel Prize winner Michael Spence points out this was an exceptional period and no theory in textbooks can account for the changes taking place because the growth rate in China was unprecedented.
