Japan uses China and Thailand as part of its supply chain. Mexico has made gains under NAFTA it does not want to lose with large imports of cheap Chinese auto parts. The U.S. auto industry is somewhere in the middle and the UAW trade union wants to preserve American jobs. The different interests of Canada, Mexico, Japan and the U.S. make it harger to negotiate aspects of the ATT related to the auto industry. The auto industry in the U.S. is not a significant beneficiary from passing of the TPP.

Mexico's recovery from the global financial crisis of 2008 and the growing middle class. The last 5 years have seen a surge in growth in three large Latin American economies Brazil, Argentina and Mexico, especially the growth of a middle class. Trade between Mexico and the U.S. now approaches the $502 billion in trade between the U.S. and China, as it increased by 17% to $461 billion in 2011. Foreign investment in Mexico's auto, retail, and aerospace sectors are success stories.

Workers who were once in the middle class are now lower class as conditions have changed in the automobile and other U.S. manufacturing plants. As more jobs are created in manufacturing than in IT related industries, this is a significant factor in improving U.S. employment and wages.
