VW Audi decided to use Mexico instead of the U.S. state of Tennessee for a $1.3 billion manufacturing plant investment in 2015, not just because of low manufacturing cost, but also because it can export more easily from Mexico. The U.S. has fewer free trade agreements than Mexico.

With the sharp decline in immigrants from Mexico crossing the border following the 2009 recession and increased enforcement at the border, the recovery in construction has benefitted mostly native born Hispanic Americans. Of about 500,000 jobs created in the construction industry in 2014 about 315,000 went to Hispanics. The unemployment rate dropped by 5% for Hispanics in 2014, compared to less than 2.8% for blacks and 1.4% for whites, according to the Labor Department. Hispanics also took the biggest hit as the construction industry declined in 2009, the rebound is now reversing this. Hispanic employment has returned to pre-2009 recession levels in 2015.
