A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women.

Germany's Ministry for Family Affairs recently completed a study showing minijobs for women in retail, healthcare and other fields puts women in deadend jobs and a situation of "lifelong economic powerlessness and dependence for women." The numbers for minijobs paying low wages in parttime work show large increases in 1999-2010, the same period when unemployment declined in Germany to 6.9% by 2013.

Japan and working women in business and government- Miyuki Hatoyama and Japan's "male-centred society"

Miyuki Hatoyama says Japan is still a male centred society and says there is a need to change that. As old social structures break down women have less help with child care in the home, there are less child care facilities available, and women are still seen as responsible for taking care of elderly parents. Her husband was elected as DPJ party prime minister in 2010. Mr Hatoyama studied engineering for a PhD. from Stanford and met Miyuki in San Francisco. Both go together for dinner at restaurants, hold hands, and Mr Hatoyama does the dishes. Miyuki Hatoyama has written about cooking and supernatural events.

Women earn 59% of higher education degrees in America, by one estimate. Their contribution to science and technological progress would be higher with paid leave for maternity and other reasons. Participation of women in the workforce is being addressed in Japan and Germany, with calls for better child cares facilities and family friendly workplace policies. Strangely one hears less of this in the U.S. even at a time when participation in the workforce for women is declining along with an overall drop in the labor force participation rate.

A quick look at the graphs for the increase in low wage jobs and the reduction in the number of people classified as jobless in Germany for 1999- 2010 shows a disturbing trend beneath the good numbers- a significant part of the increase in jobs is made up of low wage jobs. In the beginning the minijobs and tax free income for upto 450 euros a month earned on a minijob was designed to be a ladder to full time jobs, but this is now clearly not the case as most offer no future prospects for full time work. Many of these workers are women in retail, restaurant and other parttime work and leads to further dependency and dead end status for them.

The U.S. is the only country of western developed nations that has no national paid maternity leave. California has introduced paid maternity leave. As a result only 59% of American women enjoy paid maternity leave, according to one estimate. The result is lower labor force participation in the U.S. for women, hurting economic growth, hurting the contribution women can make to business and other sectors of the economy, and to science and technological progress. The U.S. has slipped from 7th to 20th place of 24 countries surveyed according to Jason Furman, chairman of president Obama's Council of Economic Advisors. Collins attributes this to poor child care resources available to working women and points out that this matters as it crimps family incomes. Japan is investing in pre kindergarden spaces and other ways to help women enter the work force as its population ages and it needs ways to boost the economy.
