Who is Peter Altmaier and why does he matter?

Peter Altmaier is director of the chancellery in Berlin, and is the person closest to Angela Merkel. This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction.

In dealing with bankers on bondholder losses for loans to Greece, with Greece's prime minister Papandreou over a proposed referendum on debt reduction, and with French president Sarkozy on bondholder losses to reduce Greek debt, at every turn Angela Merkel showed a clear decisiveness during the eurozone crisis in 2011-2012. After a no confidence vote for premier Berlusconi in Italy's parliament Merkel persuaded president Napolitano to win consensus for the formation of a new government headed by Mario Monti, EU commissioner. After earlier fumbling with the crisis in actions by Merkel in 2010, the German chancellor learned from errors and improved her handling of the eurozone crisis in 2011-2013.

Angela Merkel drives a VW Golf for supermarket shopping from her apartment in central Berlin. Voters sense this as fairly normal behaviour of the chancellor. Voters dislike the fact that her SDP rival Steinbruck took 1.3 million euros in speaker fees in 2012. By contrast there is a sense of authenticity for the chancellor. Merkel supports setting minimum wages by industry, and is taking away many social and economic fairness issues away from the SDP. Her personal popularity is above 60% in polls taken in 2013. Even at a time when the Christian Democrats and partners Free Democrats have lost state elections, the personal popularity of the chancellor remains high. The hard work in defending the euro currency and German position favoring financial discipline coupled with flexibility in setting deficit targets, shows a chancellor with proven results as the European economies gradually recover from recession.

The June 2015 proposals provide EU concessions on public sector worker reduction, and the surplus targets for 2015-2017, in an effort to reach a settlement. French president Hollande and German chancellor Merkel worked together to come up with a deal for Greece. Greece will have to make some cuts in the middle of a deep downturn, and continue reforms, but the plan takes into account the current situation by setting lower surplus targets and giving Greece more time to correct its finances.
