Under the first bailout of Greece of May 2010 the eurozone funding was 53 billion euros and the IMF's funding 20 billion euros, according to the European Commission. Under the second bailout of Greece in March 2012 the eurozone funding was 142 billion euros, and the IMF funding 12 billion euros. The eurozone withdrew $11 billion of the funding in the second bailout with failure of negotiations.

New Democracy's Samaras, the new prime minister of Greece in June 2012, has insisted that the terms should include ways in which Greece can return to growth, and the Democratic Left party, the third coalition partner, has insisted that the timetable for the deficit targets needs to be extended and the harshest austerity measures such as cutting the minimum wage be cancelled.

Germany's Constitutional Court and EU bailouts of Greece, Portugal, Ireland and other countries in the EU. The Court ruled that the bailouts were legal under German law. It also required that future bailouts would have to be approved by a parliamentary committee. This does not preclude bailout loans as the Merkel government has support for its moderate position in the parliamentary committees.
