The EU deal with Turkey is important for Merkel as she faces new provincial elections in 2017 with growing populist pressures and opposition from the CDU to refugee policy. Pressure also comes from the Social Democrats for expanding domestic welfare. Merkel still has a high approval rating of 54% in March 2016 as she works to forge a EU wide policy for refugees.
