Muller points out that the family really matters and belonging to particular social, immigrant, ethnic and religious groups also makes a difference. Muller says having a clear eyed view shows protections are necessary for capitalism to work, yet also points out that in advanced capitalist societies muc of the framework for the protections such as unemployment insurance, Medicare, Medicaid, Social Security, Earned Income Credit, Affordable Care Act, are already in place. Individual societies and countries have to come up with their own solutions for economic protections. At the same time economic dynamism is critical part of vibrant democracy and capitalism. This requires human capital to be deployed in the best way possible. For individual countries this means increasing and preserving competitiveness in the global marketplace.

Former finance minister in a Merkel led coalition, Peer Steinbruck, will challenge Angela Merkel in 2013. His goal is not to make a good showing which leads to a coalition with the Christian Democrats, but to win the election outright. He is well known in Germany for his handling of the 2008-2009 financial crisis. Germans remember the image of Steinbruck and Merkel together the day Lehman Brothers collapsed, when Steinbruck assured depositors that their savings would be safe. He is trusted by Germans and may even win some of Merkel's right wing supporters who have lost faith in Merkel. Steinbruck is direct and speaks his mind, saying sometimes he thinks he too is "too-big-to-fail," in an allusion to banks, and would need a capital infusion. Merkel's personal popularity is high in Germany but the popularity of the Christian Democrats is declining and it has lost elections in key states recently. The SPD partner, the Greens are also more popular than the CDU partner, the Free Democrats.

Angela Merkel drives a VW Golf for supermarket shopping from her apartment in central Berlin. Voters sense this as fairly normal behaviour of the chancellor. Voters dislike the fact that her SDP rival Steinbruck took 1.3 million euros in speaker fees in 2012. By contrast there is a sense of authenticity for the chancellor. Merkel supports setting minimum wages by industry, and is taking away many social and economic fairness issues away from the SDP. Her personal popularity is above 60% in polls taken in 2013. Even at a time when the Christian Democrats and partners Free Democrats have lost state elections, the personal popularity of the chancellor remains high. The hard work in defending the euro currency and German position favoring financial discipline coupled with flexibility in setting deficit targets, shows a chancellor with proven results as the European economies gradually recover from recession.
