China's standard is for 35 micrograms per cubic meter compared to the WHO standard of 25 micrograms per cubic meter for airborne particulate matter smaller than 2.5 micrograms in diameter in 24 hours. Only 4 cities out of 72 cities across China met the WHO standard in China for the first half of 2013, according to China's Environment Ministry. Pollution in cities like Harbin made the national and international news in the winter of 2013-2014. Prime minister Li Keqiang made tackling pollution a national top priority in 2014, as China moved away from a single minded focus on GDP growth.

Sanders, Trump, in the U.S., Marie Le Pen in France, and Brexiters in England appeal to white working class which has not benefitted from trade agreements and globalization. Globalization has produced very different outcomes for different industries and regions, benefitting some and hurting others. Leaders of existing political parties have failed to grasp and respond to these changes leaving room for others to take up the cause of the white working class. TPP trade agreement for instance benefits the information technology industry and hurts the automobile industry in the U.S., producing unequal outcomes that come after years of job losses and hollowing out in some industries- making it unpopular, and raising questions about the wisdom of such policies when most of the gains in free trade are already behind us according to Krugman and other experts.

With the building of America as the dominant power will go the scaffolding of liberal democracy and free trade, says Kagan. The decline or collapse of America as the dominant power being repaced by a multipolar world of different powers, with no one to champion liberal democracy and free trade, will likely lead to the situation of conflicts seen in the 19th and 20th century leading to World War I. Today's other democracies - India, Brazil, Turkey, S. Africa and Australia - won't have the capacity to exercize such leadership, and India could end up in rivalry with China. A serious problem for the view that liberal democracy and free trade will just happen is that the educational systems and instiutions of China, India, do not have the depth and experience that is needed to provide the leadership required to champion democracy and free trade.
