China is participating with the U.S. in the Pacific Rim naval exercizes in Hawaii. At the same time the naval exercizes in the Philippines are intended to counter China's influence and territorial claims in the region. Japan's shift in interpretation of Article 9 of the Constitution to allow "collective self-defense" is also intended to counter China and ally N. Korea's missiles. The shift is approved by Japan's cabinet at about the same time as the naval exercizes. U.S. experts on China such as World Bank head Zoellick see peaceful development and cooperation but there is wariness following territorial claims and counter claims in the Pacific. South Korea remains wary of Japan but is also wary of China's ally N. Korea, and generally supports the U.S. efforts in the Pacific. The key is to manage tensions in a constructive way with cooperation and dialogue.

After the Russian takeover of the Crimea, the U.S. takes step to prevent a miscalculation by Beiijing about U.S. ties to Japan and its allies in the Asia-Pacific region. China declared a no-fly zone over parts of the seas bordering China without discussions with regional neighbors. The dispute over the Senkaku islands is also in the background, as the U.S. president reassures Japan about its support and treaty obligations. The Philippines called the U.S. back to naval facilities decades after the U.S. naval bases were vacated. This shows that the Obama administration's moves to remain inactive through the crises in Syria and other parts of the world may have emboldened Russia to take unilateral actions, and could lead to an accidental escalation as a result of this policy.

The current president Ma from the Koumintang party has seen his support drop in opinion polls to 20%. He pursued close economic ties with China, and met recently with Chinese president Xi Jinping in Singapore. Andrew Browne of the WSJ says the Taiwanese are opposed to reunification with China, and do not see integration in the manner of Hong Kong Kong's integration with China as an option. The events in Hong Kong with carefully controlled democratic governance may have led to increasing support for Taiwan to continue its current free elections and system of government.
