Mortimer Zuckerman: Those Jobless Numbers Are Even Worse Than They Look

Mortimer Zuckerman, publisher of U.S. News and World Report, looks behind the unemployment numbers and points to U-6 the real measure of under utilized labor and of workers working part time because of a lack of full time work, and says this is at about 15%. Add the eight million who quit looking and it is 19%, says Zuckerman The unemployment rate of 8.1% does not reflect the eight million workers who have quit looking. The long term unemployed, workers unemployed for more than 27 weeks is at 40.7%, or 5.2 million workers. Fewer Americans work today than in 2000, even though the population has increased by 31 million. Only 96,000 jobs were generated in August 2012. Something is seriously wrong and the right steps have not been taken.

High unemployment and the housing crisis with many home owners under water has only worsened the situation. The difficult situation for seniors earning little interest on their savings. The problem of outliving ones savings for seniors with their money invested in bonds in a low interest rate environment. The median savings of Americans of close to $10,000 with only 10% of Americans having saved about $1 million by age 65. Longevity today means Americans are likely to live to age 85.

Why were significant resources not invested to aid homeowners under water just as resources were provided to the auto industry? And why was there a lack of focus on unemployment in this period? The challenges were difficult but did the Obama administration do what could have been done. The auto industry bailout was an easy call considering Obama's commitment to increasing fuel efficiency during his days in Congress. Housing was a tougher call with bankers cautious and influencing policy, yet even Republicans Martin Feldstein and Sheila Bair were calling repeatedly for strong action. Tackling housing first and healthcare later after economic recovery, is likely to have produced better results, credibility for the administration, and a broad consensus in the U.S.

The participation rate in the job market for men between 16-64 is dropping over time. It was 85% in the 1950's and has dropped continually after each recession. It is now at 65%. More and more men simply drop out of the labor market after failing to find jobs, creating a disturbing trend for the country. This does not show up in improving unemployment statistics.
