High debt to GDP ratios in China, Brazil and Turkey lead to slowing growth. India is the exception in emerging markets as foreign investment increases and GDP growth is above 7%, with a boost from halving of oil prices. Europe sees the need for more quantitative easing, and the U.S. makes a slow recovery. Russia may see an improvement after a large devaluation of the ruble. Argentina's prospects are seen as improving with a change in government. Canada sees a change from the drift in the last years of the Harper government and the hollowing out of the industrial sector, with the election of Justin Trudeau. Overall the situation in 2015-2016 is a marked improvement compared to ten years earlier in 2005, as debt issues are tackled seriously in Europe and the U.S. and governance in the private sector improves.

Hillary Clinton points to the lack of adequate coordination between EU nations and with Turkey on security as a serious problem in an address at Stanford University following the Brussels attacks at the airport and busy subway station. Turkey has knowledge about one of the suicide bombers before the attack but information is not shared with EU authorites because of lack of coordination and no mechanism for this. Clinton points out that there is more coordination between the U.S. and an EU nation than between EU nations, and it is easier for the U.S. to get flight manifests than for other EU nations to share this with each other.

With Iran expected to add its production to supplies following lifting of sanctions in 2016, the Saudis would lose market share if they cut production. The Saudis are also on opposite sides with Iran and the Shiite government in Iraq, in the Middle East conflict. Russia is also on the opposite side of this conflict. As a result the Saudis are likely to stick to policy of full production with no cutbacks for the long term. When the Saudis made the policy decision at OPEC meetings in 2014 to not cut back on production as prices declined, it may have been done with the idea of revising policy later on. In 2016 with added Iranian production, this flexibility is diminished. Russia's bombing campaign in Syria, and its ability to withstand sanctions and low oil prices because of a declining ruble, and the cutoff in diplomatic relations between Iran and Saudi Arabia, have put all sides in an economic war of attrition. The Saudis with $630 billion in reserves also see the ability to withstand low oil prices for the long term. Low oil prices help boost economies in the U.S, European Union, Japan, India, China, Turkey, and other countries as the global economy slows down in 2016.
