The Obama administration plans to take a new approach to Russia to contain Russian interventionist policies in the remaining two years of the second term and limit the relationship to working together on nuclear disarmament and vital issues. A loss of faith in the Obama administration and of president Obama in president Putin after a plan to reset relations on a sounder basis in 2008. This may be one of the costs of Russian president Putin's foreign policy- the cost to the Russian economy in reduced trade, foreign investment, and capital outflows from Russia.

On May 3, Mario Draghi warned about the problems at Bankia in Barcelona. On May 4, the heads of Spain's largest banks BBVA, Banco Santander and Caixa, told the government it had to takeover Bankia, setting in process the events leading upto the acceptance of $125 billion in EU aid to recapitalize Spain's banking system. Bankia was put together from seven failing cajas savings banks. The problems related to the housing bubble are seen throughout the cajas savings banks.

To get out of these swap contracts entered into with UBS and Bank of America in 2005- to protect against rising interest rates on a $1.4 billion variable interest loan for city's pension funds- Detroit already in bankruptcy has to come up with $230 million. Of a $350 million loan the city is negotiating with Barclays Capital in 2014, $230 million goes to UBS and Bank of America, leaving only $120 million for streetlights, police and basic services! Congress did not consider a public interest situation when giving banks a safe harbor on stay for collecting debts in bankruptcy, and there is not enough public education on this subject to get Congress to act, say experts.

A review of blogs following the appointment by Harshaw of the New York Times showed skepticism considering the role GE is playing in transfer of jobs and technology to China, negligible corporate taxes paid by GE, GE's need for bailout funds of $16 billion for its finance unit, and the lack a position for removal of distortions in trade practiced by other trading partners including China.

If a standoff occurs as happened by an earlier Russian intervention in Georgia to support a Russian speaking region, these limited personal sanctions would remain in place.

The U.S. leaned on S. Korea to make radical changes in its banking system in 1997, with takeover of banks by the government, closing of loss ridden banks, and creation of a new banking sector. The moves were compressed into a short time because of U.S. pressure. The large influence of bank lobbying in the US, in Republican and Democratic administrations, has led to a situation in which the U.S. banking sector is similiar to what it was before the 2008 crisis, with the same too-big-to fail banks- only larger now- and with unresolved bad housing loans.
