Poorer developing countries have a large informal economy which does not generate tax revenue. These countries depend on foreign investment, taxes on transactions and the small formal economy to generate tax revenue. Angel Gurria, head of the OECD, says ppor countries lose three times what they get in foreign aid because of tax evasion. Estimates show that about half of foreign investment coming to poor countries comes through tax havens. Typical is a transaction by Vodafone that bought Hutchison Essar in India in an offshore to offshore transaction because both companies are based in tax havens in places like the Netherlands and Mauritius. If this was not the case it would generate $2.2 billion in tax revenues for India, about what it costs to provide subsidized meals to schoolchildren in India, according to Max Bearak of the Washington Post. The Panama Papers Scandal in 2016 revived the issue of tax havens, and tax evasion, that was a major issue in the media coverage following the 2008 financial crisis.

The $40 billion estimate of loss to the U.S. Treasury from tax havens is by Robert Morgenthau, U.S. District Attorney for Manhattan. The 3-10 times foreign aid estimate of loss in tax revenues for poor countries dependent on such taxes because of large informal economies, is from Angel Gurria, head of OECD for three times, and as high as ten times from the Tax Justice Network. This means poor infrastructure development, fewer roads and less spent on education and healthcare in poor countries with desperate needs especially in Africa and parts of northern India, Pakistan. Its not just poor countries, as the U.S. also needs the money to replace older crumbling infrastructure, an issue in the 2016 U.S. presidential campaign

With longer life spans and improving medical care people tend to live longer. This means the traditional ideas about the age when people should retire are becoming obsolete. Medical studies of increasing risk of dementia type illness the greater the number of years one spends in retirement, provide additional incentives to remain active mentally by engaging in work and tasks of complexity. Financial reasons and pension plans funding, also make it better to to work longer close to age 65, and past 65 years.

In 1997 Federal Reserve rate increases worsened the situation in the fragile Mexican economy, with Mexico needing a large bank bailout. Contagion to other countries was also a large problem at the time. Harvard economists Kenneth Rogoff and Larry Summers, cite the situation facing emerging markets with the sharp fall in commodity prices and the decline in the value of the currencies, particularly Brazil, Indonesia and Russia, countries dependent on commodity exports, creating risks in the global economy that the Fed could not ignore. The debt crisis in China and slowing economy, with missteps by the government in handling the stock market decline, happened in August-September 2015, creating added uncertainty- making Sept 15, 2015, too soon for the Fed to risk even a modest 0.25% increase in rates.

The sharply slowing economy in China in September 2015 acts to put the Fed on another of a series of pause situations as it plans to raise rates. The Fed'd interest rate policy has shifted to raise rates vey gradually making the rate increases small and over an extended period of time, so that this does not affect the recovery. Very low inflation with the steep decline in commodity prices, especially oil, is making it easier for the Fed to make this pause.
