The effort in Congress led by Senator Cruz to protect an open internet by requiring Congressional approval of any move to turn the open internet over to other countries which prefer a larger government role in the internet. China and Russia prefer a larger government role. The Obama administration following the Dotcom Act could transfer the role now played by ICANN to other governments in 30 days after sending it to Congress, and lower the bar for its operation to a consensus among governments.
