James Stewart in the NYT cites 2 papers, one by Prof. Arturo Porzecanski at American University and the other from Daniel Gros at the Center for European Policy Studies in Brussels, which show the serious problems of Greece following the Argentina example. Argentina defaulted on its debt in 2001 with the the ensuing years resulting in economic chaos. It recovered because of demand from Brazil and China for its exports of soyabeans, corn and soya oil. It also has large oil and shale reserves. Greece's main exports are cotton and fish, which are not in high demand, and cannot provide an economic boost. Tourism has gone up with price reductions, yet total revenues have not changed. The Greek banks are dependent on the ECB for financing, and the Greek business sector operates with borrowings in euros. Conversion to drachmas would be much more difficult than Argentina's shift to the peso and removing the peso's peg to the dollar. Stewart says he talked to Greece's finance minister Varoufakis about this, and Varoufakis is of the view that Argentina is not the right example for Greece. Greeks voted in Syriza to negotiate a better deal, and rejecting austerity- yet a majority of Greeks in 2015 favor staying in the eurozone and the European Union.

The Economist points out that shale oil production technology is at the early stages with production costs likely to come down from an average of $57 a barrel. With the relatively small costs to start drilling in shale deposits and extensive new shale deposits in the U.S. and other parts of the world, shale is likely to remain a factor in oil production and prices for a long time. Any impact of Saudi oil price cuts on shale oil production is likely to be temporary, as new advances in the technology and efficiency will make shale oil a serious source of oil supplies. Already some efficient shale oil producers have costs below $35 a barrel in the U.S., according to the CEO of CSX Railroad. CSX has dropped the fuel surcharge to improve the competitiveness of shale transported by rail from the Bakken shale region in N. Dakota.

Dollar debts for Brazil went up from $100 billion in 2010 to $250 billion in 2015, according to BIS data. Even more in local currency terms which went up from 210 billion reais to 650 billion reais. BNDES and Caixa Economic Federal, 2 state owned banks made up 35% of bank loans in Brazil in 2009, by 2015 this went up to 55%, making Brazil's banking system a fiscal operation overly dependent on the state. With rates as high as 16%, the state banks provide subsidized loans to firms at 5.5%. Monetary policy is difficult for the central bank as increasing rates to shore up the declining real would hurt the economy, which is expected to contract by 1.5% by official estimates, but higher according to other private estimates. The declining real, drought affecting hydroelectric generated power prices, and lower export revenues, in addition to high debt interest payments exceeding 6% of GDP, are leading to low or no economic growth for 2015-2016. This comes at a time of corruption issues and ratings one notch above junk for state oil company Petrobras, which itself needs government support.

As the debt is run up it takes more units of borrowing to create one unit of investment. Over 4 units of borrowing in 2015 compared to less than 2 units of borowing before 2007, is what it now takes to create one unit of investment, according to JP Morgan. Where this adds to the glut in building or if its just a pet project or dream of city mayors the productivity of the investment is much lower, with additional risks in borrowing. And the collateral to support it of land sales is now increasingly unreliable with developers making cuts as property markets are slowing. The central government fearing slowing growth is pushing problems down the road, say experts. The IMF estimates that local government debt will reach 56% of GDP by 2019. The danger is that this will depress China's growth to below 5-6% in coming years witht a lot of the new borrowing simply going to rollover old loans, a situation Japan faced in the 1990's when the expression zombie loans was coined. This has implications for major manufacturing exporters Germany, Japan, the U.S., and for commodity exporters Australia, Canada, Brazil, S. Africa, Chile, which may look to India, Indonesia and other developing countries for exports.
