The Romney story says this editorial is one of a turnaround- of a kind patiently nurtured from his days turning around businesses as a management consultant. This one was different and probably required a lot of soul searching and courage to take up new positions. As a technocrat, says the Journal, Romney would have been more comfortable with a room full of IQ's going over spreadsheets of numbers. He tried to do this by not taking up specific positions till the need to convince voters, first in the GOP base and then centrists and independents after the convention, forced Romney to make the reassessment and turnaround he needed to make. In November 2011 he accepted the Ryan position that Medicare needed changes, and in Feb 2012 he took up the case for lower tax rates and cutting deductions. In October 2012 came the first debate, with it Romney abandoned his reluctance to put forward a plan for the economic recovery and put forward his five point plan. That was the turning point in the campaign but all the other steps including the selection of Ryan, a Congressman from a working class district in Wisconsin, agianst the advice of advisors, were leading up to this turnaround. This was likely the most difficult of turnarounds, even searing in its soul searching as Romney scribbled "Dad" on paper at the lectern before the first debate- turning back to beginnings he had doubted for so long....

Hyundai says it can meet the 35 miles per gallon target for its automobile fleet by 2015 instead of 2020, 5 years ahead of schedule. It can do this without relying too much on hybrids, concentrating efforts in the direction of lighter materials, new engine and powertrain technologies such as direct injection, dual continuously variable valve timing, and eight speed automatic transmissions. And Hyundai can do this, says its head of R&D division, Lee Hyun-Soon, by increasing the price of the automobile by only a small amount. Lee says by increasing the cost of an automobile by a mere $100 or $200 a gain of 10% in fuel efficiency can be achieved. Meanwhile US automakers are arguing that the current requirements in a law signed by President Bush in December 2007 for 35mpg by 2020 is too stringent. The standard this year is 27.5 mpg for cars and 22.5 mpg for light trucks. See the group " Was America asleep at the spigot?"

It predicts a "disorderly exit from the euro" without further help. The April 2012 elections may result in a dilution to committments to austerity policies in Greece, as these policies are highly unpopular in Greece. Greece is still "accident-prone." And competitiveness issues may take over a decade to resolve.

Julia Preston of the NYT looks at Mr. Trump's speech on August 31, 2016 in Pheonix, Arizona, and compares what one can discern about the Trump policies on immigration with that of president Obama. She points out that it is similar to the deportation that was conducted under president Obama in some ways, but is more extensive in its dimensions. It includes sanctioning sanctuary cities, expanding the deportation law enforcement personnel, and deporting about 2 million people with criminal backgrounds. The estimate under the Obama administration is for about 176,000 people with such backgrounds. The Trump estimate appears to include people with minor offenses says Preston, because it is so much higher. As a result this could also include people who have no criminal background and disrupt families on a large scale, with hundreds of thousands of longtime residents and families deported. Under the sanctuary example of Trump, Denver, New York and counties in California would be places where Trump would cut off federal funding. On the wall itself, Mexico's president Nieto says he told Trump Mexico would not pay for the wall, and Trump says exactly the opposite that Mexico would pay for the wall in his speech to supporters.  A Gallup poll shows that 76% of Republicans, 91% of Democrats favor a path to citizenship for those here in the U.S. illegally. For the whole population only 15% oppose giving illegal immigrants a pathway to citizenship and 84% support doing this. Which suggests that Trump is only appealing to his base of support, not adding to it, as Cillizza points out in the WP fact check.   ...

The state of India's fight against Tuberculosis is shown here by AID's Atul Gawande in NYT. He visits a homeless shelter in New Delhi and asks what can be done to prevent the number one infectious disease in India and globally. The disease affects 1 in 38000 in the US and 1 in 500 in India a huge contrast as poverty and poor health conditions increase spread of TB. It grows with depleted immune systems and poor food intake. This alone shows how important it was and continues to be that prime minister Modi put forward no cost (free) allocation of foodgrains, lentils and vegetables during the pandemic to hundreds of millions of needy households. This and Clean India campaign Swacch Bharat + Har Ghar Jal Clean Water Every Household  play a critical role in providing the basic environment for health in India at the ground level for nutrition+ clean water, and sanitation. India has allocated $1.7 billion for TB prevention and treatment. 4-5 TB vaccines are in test stages.  Nearly 90 percent of estimated TB cases are now being diagnosed with treatment success rates high, says Gawande. Either China or India was going to at some point develop the Brahmaputra river known as Tsangpo in Tibet where it starts for hydroenergy. It turns out that the modernization of China preceding India's by 20 years and the occupation of Tibet in 1950 has put China in the position of developing this river with a huge dam. The Brahmaputra in Arunachal Pradesh and Assam states of India is the same river that is called Tsangpo in Tibet when since 1000 China had little physical contact with the region greatly remote from Chinese cities such as Beijing and Shanghai. The Brahmaputra in its Tsangpo stretch of the river in Tibetan region originates at lake Mansarovar and Mount Kailas and on a map can be seen as very close to Guwahati, Assam and distant thousands of miles from Beijing. The dam will include 5 hydropower stations, produce 300 billion kilowatt hours and cost $170 billion. Two decades of rapid growth in China supported by the US with technology and capital have given China the capital needed for this type of scale of investment in renewable hydro energy. It will produce as much energy as the UK used in 2024. ...

Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

The OPEC meeting in Qatar in April 2016 to stabilize oil prices with a freeze in production is not likely to affect supply and demand. Saudis and Russia are producing all out, and Iran plans to increase its production, making it difficult to reach an agreement. The International Energy Agency, IEA, predicts demand will rise by the end of 2016 from 94.8 million barrels a day to 95.9 million barrels a day. Production is at 96.4 million barrels a day, and this is expected to lead to narrowing the gap between supply and demand. Experts say cars are becoming more fuel effficient, and electric car technology is becoming commercially viable, leading to a lack of growth in demand in developed and middle income countries. This may have to be factored in for the intermediate and long run for demand growth.

Voters overwhelmingly oppose the tax increase in 2015 taking the consumption tax from 8% to 10%. The Abe government plans to postpone the tax increase and call snap elections in December 2014. Two thirds of people surveyed said they did not see why new elections are needed. For prime minister Abe this is an effort to win a vote now rather than later when the opposition is weak. In 2012 elections Abe won 295 of 480 seats in the lower house of parliament. LDP party officials say even if this dropped by 20-30 seats it would be a win for Abe reaffirming that his economic policies are taking Japan in the right direction towards growth, and extending the length of his mandate. They point to growth in tourism, and the addition of 1 million new jobs. Further action to stimulate the economy would reduce unemployment further and end Japan's deflationary tendencies.

As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.

The transformation of Fiat Auto. Marchionne relying on "my kids", getting good people throughout the Fiat global operations and outside of a younger generation, who were open to doing things in a new way. He had the courage to unassumingly go about the business of remaking Fiat, by removing middle and upper managers who produced a kind of paralysis or sclerosis in Fiat, making change impossible after years of a failed culture embedding itself. And in their place he brought in an energetic courageous bunch of younger managers and designers. It would be fair to say that he tore up the old plans, tore up the old organization charts, tore up the car plans and designs in the pipeline, tore up the failed models and put in place new ones- the Bravo for the Stilo, and tore up the old management, put in new people and tasks and wedded them in an informal way, with their own culture developing along the way. The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas. Vahland is one of the most experienced executives at VW, heading the China operations, and since 2010 in charge of the Skoda operations based in the Czech Republic. People who worked with Romney in the Mormon church describe the experience of Romney who started as an "iron rodder" walking the straight path, and gradually learning of other people's experiences that led to learning and growth and showing a new openness. In contrast to his "47%" remark about people dependent on the government, here he is seen telling another church member Barlow, that what bothers him most and what he has thought a lot about is how to genuinely help the poor in his church. Over the years he learned to compromise with Mormon feminists who sought larger roles in the church and was able to make the progress from being less flexible to being open to other ideas and perceptions. In other situations he allowed unorthodox progressives in the Mormon church to play a part in the organization and teach. The outreach efforts Romney participated in actively included efforts in the inner city and working with immigrants from Haiti, some of whom were illegal immigrants. This is a detailed well researched account from talking to many people active in the church organization and in the church community by Jason Horowitz of the Washington Post. It is one of the rare glimpses of the life of Mitt Romney inside the church. Because of the public perception of Mormonism there is a distance kept with accounts of life in the church, and Romney has shown the same reticence to talk about the church. Seen as a church it is is like other churches, Catholic or Protestant, with the same challenges that face all churches- keeping up the size of the congregation, the poor, immigrants, church organization, raising contributions, getting people to donate hours of work to the church activity. It is one of the ironies of the 2012 presidential campaign that Romney as a member of a Mormon church in a predominantly Catholic and Protestant world has remained reticent about his experiences and how it shaped him. And also remained reticent -till the last months of the campaign with the demands for authenticity growing strident- about how the experiences as governor of the liberal state of Massachusetts had shaped him, this time as the number of Republican politicians in sharply liberal states were a distinct minority in the Republican party. To voters this meant not knowing who he was beyond Bain Capital, the perceptions of which doggedly pursued Romney till the reticence became unbearable in the final weeks of the campaign....

By July 2013 only about 40% of the Dodd-Frank financial reform legislation rules were completed, 60% of deadlines were missed, according to law firm Davis Polk & Wardwell LLP. A singular aspect of the Dodd-Frank legislation was that rule making was left to regulators in different agencies and open to lobbying by the financial industry. This has the effect of delaying the rule making until a consensus is reached, diluting some of the original intent as financial firms jockey for advantage, and making it voluminous in many cases because of the wording designed to achieve consensus and account for objections by various interests. Reform legislators such as Barney Frank openly said they had no interest in learning enough about the financial industry to do the rule making, and may have left an excessive amount of the rule making to regulators in the future. A consumer protection agency was established under the new law and derivatives are required to be traded on exchanges. The Volcker Rule to separate investment banking from deposit taking and a requirement that banks hold onto a portion of mortgage securities marketed are not completed. The S.E.C. has to write the rule on how much money brokerages must set aside for losses on swap trades. Another bubble in financial markets would leave the U.S. and European economies vulnerable to problems similiar to the global financial crisis of 2008, which is why the U.S. Federal Reserve, the Bank of England and the European regulatory authorites are requiring large banks to set aside more capital reserves. The S.E.C. under its new chief is also taking a more active role in overseeing the banks for violations of securities laws, including a series of actions taken against JP Morgan Chase bank in 2013. This has a deterrent effect as the huge monetary easing by the U.S. Federal Reserve to reduce unemployment also creates bubble conditions in financial markets, according to Fed governor, Jeremy Stein. Former FDIC chief, Sheila Bair, says the lack of leadership in this area is simply astonishing....

Tyler Cowan says slower growth in India is a troubling sign in 2012, and as significant if not more than the eurozone crisis. A less mentioned and major problem is the low productivity in agriculture, and he points to Japan, Taiwan, and S. Korea where major increases in agricultural productivity preceded successful industrialization. With growing population and continued growth India will be one of the largest economies in the world. The other major problem is shortages of energy supplies and the inability of state owned company, Coal India, to upgrade technology and increase output.

A Wall Street Journal Survey of how the credit ratings firms have performed in prediciting looming defaults. The Journal's Matt Wirz looked at 35 years of data. He found the ratings firms did not do an effective job with predicting defaults in the 12 month period before an actual default. Of the 15 government defaults since 1975 tracked by S&P, S&P's sovereign ratings division rated 12 of the countries single B or higher in the 12 months preceding the default. S&P says a single-B rating on sovereign debt signifies that the government has only a 2% average default rate in the next 12 months. For Moody's Investors Service the figures show that of the 13 governments rated by Moody's, 11 were rated B or higher one year before an actual default. By contrast the investment grade ratings of the credit ratings firms have worked better- as no government defaulted within 15 years of having a tripe-A, double-A, or a single-A rating. Ratings firms say that the ratings indicate a relative default risk for countries and not an actual default probability, a rank ordering for different countries and their relative risk. Research chiefs at investment management firms point out that once a crisis develops the ratings firms are not much help. They also say the ratings firms use static indicators like current account balances and other critical indicators for countries in emerging markets such as political sentiment and bank deposit flows get less attention. Historically bond yields have priced in higher risk premiums into government bonds before a default and investors look at the bond yields in assessing risk conditions, and not at the ratings which change only slowly. Brazil and Argentina both had a double B-minus rating in Jan. 2001. A year later Argentina had defaulted....

Bill Clinton, says about his foundation, in talking to voters in Detroit- " all we have done is save lives. If creating jobs and saving lives is bad, I guess you can zing me with it." He told another crowd in Durham, N.C, that he was tickled by Trump's comment that the Clinton Foundation was a "criminal enterprise." The criticism of the foundation hurts Mr. Clinton because of the lifesaving work it has done for AIDS, malaria and saving lives. The Clinton Foundation made the error of taking donations from overseas in the zeal for donations, which gave some critics an opportunity to smear the foundation. Another error was not to strictly separate the work of Bill Clinton from Hillary's work at the State Department. Even though in its activities it has been exceptional in its work. In poor countries like Haiti it has helped people overcome poverty. On one achievement alone the Foundation's work is exceptional- bringing HIV/AIDS medication at affordable prices to 11.5 million people in 70 countries. It has also worked to reduce obesity among American school children, and improved lives through its health initiative, including lives of farmers in African countries. George W. Bush did exceptional work in Africa for AIDS/HIV. Clinton's activities continue an American tradition of helping people in Africa's poorest regions.  In this case the funds raised aggressively by Bill Clinton during speeches, were used to save lives or improve lives. This has been lost in the criticism of the Clinton foundation, as if the good work done by George W. Bush for AIDS in Africa can ever be fairly diminished in the slightest way by criticism of the Bush family. ...

Philippe Varin faces some tough decisions when he takes over Peugeot-Citroen. Unlike the turnaroungd he achieved at Corus steel group where the booming demand from China for steel helped, this time the auto market in Europe is declining by about 30%. He has to navigate betwen the interests of the Peugeot family which has 45% of the voting rights, employees who are affected by the cost cutting, the French government which has required no closing of factories for as long as the company receives governement aid. Peugeot-Citroen received a low interest loan of 3 billion euros from the French government. Questions he will have to address, as do all auto manufacturers in the USA and Europe relate to overcapacity as demand declines. And for Peugeot this has to be tackled without factory closures. And the other major issue facing auto manufacturers worldwide is how much to focus on the fuel efficient small car segment. Peugeot has key strengths in this segment and Varin may decide on refocussing on this segment....
