Russia stated at a meeting of OPEC oil producers that it would not accept cuts in oil production to stabilize the oil market. The coronavirus effects on the world economy have resulted in a sharp decline in demand for oil. This lack of an agreement among oil producers is leading to a steep drop of 30% in oil prices on March 9, 2020. The Russian position in talks was that it was too early for deep cuts considering that the  true impact of the coronavirus on the world economy was unknown, and that the loss of 1 million bbd from Libya had already reduced production. Experts say the Russians wanted to stabilize oil prices around $50 a barrel and the Saudis a bit higher. Under the OPEC agreement Russia would have to reduce its production by 1.5 million barrels per day (bbd), in addition to 2.1 million bbd from previous cuts that would be extended to March, which it found unacceptable. The impact of the double whammy of continued increase in coronavirus cases around the world and the drop in oil prices as a reflection of business confidence was also felt in world stock markets.  Russia's budget is less sensitive to oil prices than the Saudis. The Saudis need somewhere near $80 per barrel to breakeven. Analysts say Russia does not want to lose market share to American shale oil companies which do not have output cuts and benefit from lower oil prices. Shale oil companies in the U.S. are struggling in the present situation of low prices as many of them need $65 a barrel in price to breakeven. About 208 shale oil companies in the U.S. made bankruptcy filings since 2015.  The oil importing countries with increasing oil imports such as India will benefit from the drop in oil prices. Japan and other oil importing countries in Europe, Africa and Asia will also benefit as Russia and the Saudis go all out to increase production. ...

David Kostin, Goldman Sach's U.S. equity strategist and his prediction of the S&P 500 at 1250 at the end of 2012. The S&P was at 1421 on April 1, 2012, the highest it has been since May 20, 2008. In his research note Kostin says that over the longer term the stock market will offer opportunities after a more normal growth environment is reestablished. Saudis unilaterally cut prices of crude oil without consultation with other members of OPEC at the beginning of Oct. 2014. Saudi oil minister Ali al-Naimi says there is not much point in talking to other members of OPEC as everyone does as they please. The old cooperation between Gulf states Qatar, U.A.E., Kuwait and Saudi Arabia is breaking down with each country backing different rebel factions against the Assad regime in Syria-Iraq. Ali al-Naimi who normally comes in ahead of the OPEC meetings in Vienna, which meet twice a year, arrived this time at the last minute. He said meetings should be conducted only once a year and consulting can be done remotely. The old style when he guided discussion at OPEC meetings is gone. OPEC now produces about a third of the world's oil, has large spare capacity of 3.8 million barrels a day in 2014 or 4% of global oil supply in a crisis, according to IEA. Yet it faces pressures from the increasing shale production in North America and the decline in demand from Asia. Brent crude is at about $92 in October 2014. In August 2015 the ruble declined to 70 to the dollar as oil prices dropped below $40 per barrel. GDP growth showed a decline of 4.6% for the economy in the 2nd quarter of 2015. Lower oil prices, higher corporate profits, and restrained spending, lead to improvements in Japan's budget deficit. There is a 24% increase in corporate taxes in Japan's budget estimates for 2015 compared to Dec. 2012 when prime minister Abe assumed office. This will help reduce the budget deficit. The budget assumes an oil price of $69, making the budget plan achievable with prices below $50 in Jan. 2015. For the next fiscal year tax revenue is expected to increase by 5.4% over the prior year, with half of the increase from the sales tax increase and the other half from the higher economic growth. Budget projections assume 3.6% global economic growth, exports up by 5.2% in real terms, and imports up 3.9%. Spending is kept under control increasing by just 0.5% from the current fiscal year budget, and borrowing reduced by 11%. The government plan is to produce a primary budget surplus by 2020, and cut the deficit by half in the primary budget which excludes bond issuance and interest payments, by fiscal 2015....

Decline in capital investment in 2016-2017 expected at Lukoil and Rosneft as the Russian government postponed a reduction in taxes on oil exports for 2016. Russia is dependent on oil exports for a third of its national output, and about half of its budget depends on oil revenues, a major weakness, but this is being managed carefully till oil prices recover. Russian officials say the $50 a barrel assumption for oil revenues in 2016 in the budget is optimistic. Yet Russian output decline is expected to be limited to about 3% a year from 5% for Lukoil in future years from decline in investment, because of drilling new wells and use of horizontal drilling technology on older fields. In 2015 oil output increased modestly to 10.73 barrels a day from 10.58 barrels a day in 2014. Russia's oil industry benefits from a tax system that favors the industry. The export duty on oil and the mineral extraction tax are based on price. A declining ruble which has gone from 35 to the dollar before its invasion of Ukraine in 2014 to 86 to the dollar in Jan 2016, has a favorable impact. This actually helps the industry because workers and oil equipment suppliers in Russia are paid in rubles, and oil revenues are earned in dollars. As a result new technologies such as horizontal drilling now make up one third of oil supplies from 11% in 2010. Chinese suppliers also provide new technology drilling equipment, as China is not part of the sanctions. Gazprom Neft's CEO Dyukov says it can make a profit at oil price of $15 a barrel. Because of the tax system after tax revenues are stable at the oil companies in Russia, even as government tax revenue declines. All this points to resilience in the short run for the Russian oil industry. The decline in the value of the ruble is seen as an opportunity to shift away from an overdependence on imports during the period of high oil prices. Alexei Kudrin, former Russsian finance minister, sees growth returning for the Russian economy in 2017. This may actually be good news for the struggling economies of U.S., Europe, India, China, and other countries which would be boosted by low oil prices sustained over a longer period- something made possible by competition between big oil producing countries Russia, Saudi Arabia, Iraq and Iran, and the profitability of oil production at prices below $30 to $20 a barrel....

The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

BP took a writedown of $5 billion for the second quarter of 2012, for some U.S. refineries, a suspended Alaska oil project and shale gas resources. Of this $2.68 billion was for the U.S. refining business. And $1.50 billion was for the suspension of the Liberty oil project in Alaska because of higher costs. BP's clean replacement cost profit was $3.69 billion, a decline of 35% from the $5.71 billion the prior year. BP's writedown of shale gas assets was because of very low natural gas prices, a situation faced also by Shell and Exxon. Total oil and gas production declined by 7.4% to 2.275 million barrels of oil equivalent a day. The extended maintenance program and major repair and improvement work after the 2011 oil spill led to increased costs and lower production in the North Sea, Angola, and the Gulf of Mexico.

Demand is expected to be higher than supply by June 2016, and drawing down inventory from that time. Brazil raised interest rates half a percentage point in May 2015 to 13.25%. Inflation was at 8.13% in Brazil in March 2015. Policies to attract foreign investment, controlling military expenditures, and continuing growth were reversed as Russia took positions on Ukraine that led to western sanctions, capital outflows, and a sharp decline in the ruble. By May 2015 the ruble and oil prices had recovered from lows, but the ruble was still 35% below the level in June 2014, and the oil prices were still only two thirds of the peak in 2014. Russia sees the decline in the ruble as a way to reduce imports and increase import substitution for many products. The economy is weakened by high inflation- inflation was 6.9% in March 2014, going up to 16.9% in March 2015. In May 2015 Russia lowered the target repo rate by 1.5 percentage points to 12%. Use of oil for transportation has increased from 30% ten years ago to nearly 50% in 2013, according to Sanford Bernstein, as more cars are added to China's roads. This makes it less likely that a slowdown in China's growth will affect demand for oil. Sales of passenger cars increased by 11% in January and February 2014. A study at France's central bank by Gauvin and Rebillard shows only a much smaller effect on oil prices from a hard landing of the Chinese economy, compared to the effect on metal prices. Passenger cars now make up two out of three vehicles on Chinese roads, according to LMC Automotive. The growth in cars is likely to continue, not just in China, but in other emerging markets such as India, Brazil, Mexico and Russia. Metal consumption is different, as it comes mostly from housing, infrastructure and factories which are the most affected parts of the economy in China.

Analysts say the large growth in orders for Boeing and Airbus is likely to slow with lower oil prices. Access to cheap financing and high oil prices at $100-$120 a barrel led to a surge in orders. With oil below $50 in Jan. 2015 this is likely to change. A study by Ascend, an aviation consultancy, shows about 50% of the orders in the last 5 years were for replacement aircraft compared to the longer term trend of 43%. Airlines are likely to hold on to older aircraft for longer with lower oil prices. Boeing's head of market analysis, says the airlines will still benefit from fuel efficient aircraft such as the Boeing 737 max and the Airbus neo with 20% less fuel cost, even at current fuel prices. Airlines will still need to plan for growth. And Airbus executives say the fuel price levels could go up in the future as inventories fall. In the Asian market overcapacity is a problem with falling airline prices and reduced profitability of Asian carriers.

Japanese firms have $2.65 trillion in excess reserves as of June 30, 2014, according to the Ministry of Finance. Yet slow growth and falling prices in the last decade have made Japanese companies overly cautious in increasing wages. A declining yen makes imports more costly. Real wages were up for only 4 months during the Abe administration in 2013-2014. The first increase in the national sales tax in April 2014 to reduce the large deficit has also hit consumers, leading to a recession in the third quarter of 2014. Prime minister Abe made an effort in 2013 to get companies to increase wages, but results were modest in Spring 2014 as smaller companies held back. At the time prime minister Abe promised to do his part by reducing corporate taxes and implement pro-growth strategies, expecting companies to adjust wages upward. Analysts now say tightening labor markets are likely to create a situation where businesses will have to raise wages. A Bank of Japan survey of business sentiment in Dec. 2014 shows the number of firms seeing a shortage of workers is at the highest proportion since 1992. Declining oil prices will reduce Japan's fuel import bill by 9.6 trillion yen in 2015, and give more money to consumers offsetting the effects of the increase in the consumption tax to 8%....

Several factors make it likely that oil prices will remain low for an extended period of time into 2016 and beyond. As Ailworth points out nobody is blinking. The Saudis plan no change to their high production. U.S. oil producers in the Gulf of Mexico have already made investments for deep sea drilling wells following the end of the moratorium on drilling in the Gulf. Many of these wells are producing at very low marginal cost as most of the investments have already been made. It makes economic sense to produce even in a low price environment, according to Andarko. Shell continues to invest in the deep waters of the Gulf. Its production is up 10% to 250,000 barrels a day. American shale oil drillers have not cut back as much as expected, partly because many companies with large debts need the cash flow to pay interest on debt. And some of the 1200 wells that were drilled but left untapped may also be brought on stream to slow production declines. As a result the overall production of American crude, according to monthly federal information, has declined by about 3% to 9.3 million barrels from the peak reached in April 2015. This helps the U.S., Europe, China and India, at a time when their economies are experiencing different problems. It hurts Russia, Venezuela, Nigeria, and Iran. Russia is coping as its exporters convert dollars into rubles after the sharp depreciation in the ruble, and helps local industry including steel producers, as well as wheat exports. Venezuela's economy is the worst hit. And Iran now has to produce at high levels in 2016 to improve its economy following the lifting of sanctions....

Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

India's airline market has grown from 51 million passengers in 2010 to 138 million in 2018. 600 planes are in operation with 859 on order. The airline industry in India is experiencing intense competition and putting some airlines such as Jet Airways in trouble as they compete with low cost carriers such as Indigo.

Jet Airways has temporarily stopped operating its 115 planes on about 1000 routes as it has failed to win new funding. This could lead to higher prices. Fuel prices and depreciation of the rupee hurt Jet Airways.  A problem for Indian airlines is the thin margins and the uncertain oil price environment. Etihad Airways took a 24% stake in Jet Airways but that partnership has not prevented Jet from having problems with lenders.

Analysts say the price Russia agreed to for natural gas under the May 2014 agreement with China is about $350 close to the $380 price per 1000 cubic metres at which Russia sold natural gas to Europe for 2013. The deal involves building the pipelines on the Russian and Chinese sides and developing natural gas fields in Russian Siberia. The cost of the pipelines alone could be $70 billion, according to think tank RusEnergy, and the total deal worth about $400 billion. China National Petroleum website says Russia will begin supplying natural gas in 2018 with 38 billion cubic metres. By keeping the price "a commercial secret" in the words of Gazprom CEO Miller, Russia and China benefit from not having to renegotiate their contracts with other suppliers and buyers. Putin pointed out that the price has also been pegged to the future price of petroleum products and oil, which are expected to remain high.

The appreciation of the U.S. dollar and depreciating currencies in Africa in 2015 makes it costlier to import manufactured goods to African countries. Quality Supermarkets in Kampala, Uganda, struggles to fill its shelves with imported packaged foods and manufactured goods. The lack of financing for $30 million in crude supplies leads to the closure of a refinery in Lusaka, Zambia, and long lines at gas stations. The Zambian currency kwacha has depreciated by 17% against the U.S. dollar in 2015. Uganda's currency the shilling, Angola's currency the kwanza, and Nigeria's currency the Naira, all depreciated in 2015. This means larger trade deficits to finance consumer imports or upgrade infrastructure. In Uganda this means delays in upgrades to power lines and transformers. In oil producing countries such as Angola and Nigeria, and oil producers at the early stage such as Uganda and Ghana, there is a double whammy with lower oil prices leading to lower revenues to finance costlier imports. This is likely to slow growth in Africa from about 5% in recent years to 3.7%, according to Capital Economics forecast. Countries in Africa that import oil will see lower import bill for oil, but that benefit eroded by a depreciating currency. South Africa sees benefit of lower oil prices offset by lower revenues from commodity exports of iron ore, and the higher cost of imports with a depreciating currency. ...

Oil importing countries in East Africa will benefit from lower oil import bills. Measured as a percentage of GDP the oil imports will go down from 6.3% to 3.7% of GDP for Tanzania, from 6.2% to 3.7% for Mozambique, from 6.0% to 3.6% for Kenya and from 4.8% to 2.8% for South Africa. For the oil exporting countries for revenue decline as a percentage of GDP, Ghana goes from 2.7% to 1.6%, Nigeria from 15.7% to 9.3%, and Angola from 56% to 33%. About 80% of Nigeria's budget comes from oil revenues which will result in spending cuts. About 14% of GDP in Nigeria is dependent on the oil sector, because of the growth in retail and telecommunications. Nigeria's finance minister estimates the decline in GDP growth by 1% to 5.3% for 2015. Benefits from lower oil prices are offset by decline in the price of iron ore and other commodity exports for South Africa, and from the decline in the South African currency, the Rand. Drop in the value of iron ore exports affects other parts of West Africa such as Liberia, Sierra Leone and Guinea. Has the world missed opportunities for progress in renewables? The 2022 Global Renewable Report by REN21 international policy network answers this question. The renewables accounted for 20% of world's energy use in 2011. In 2021 it advanced only 8 percentage points to 28% over 10 years. This is important because use of coal, oil and gas increased by 4% and carbon emissions by 6% in 2021 with the end of lockdowns from the pandemic and increased energy consumption, according to International Energy Agency.

Something is wrong also in the capital going into subsidies to reduce prices of oil and gas which are $18 trillion for 2018 to 2020, $5.9 trillion in 2020 alone. Compare this with the $366 billion invested in renewables in 2021 and one can see the huge dimensions of the problem facing the world, this planet Earth that we live in.
