Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

Oxford Biomedica is the company that is part of the consortium making the coronavirus vaccine being developed by Oxford University's Jenner Institute.  Her Mr. Dawson describes the challenges he faced and cash crunches 4 times in 12 years, the last 4 years ago. The turning point he says was in 2012 when the cell and gene therapy was validated with a new drug developed for a form of cancer using this method. Oxford Biomedica is setting up a facility for manufacturing the vaccine in England at a 84,000 square foot former Royal Mail sorting facility in the city's business park called Oxpark. Dawson says cell and gene therapy is going to be big in health care. He did not see it coming till 2012. In 2014 he says during a cash crunch they had realized that what they had to do at Biomedica was to get to the time when it was going to be big. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. And added that "where we stepped away other stepped in." In referring to the colonial legacy he said "we have not unpacked our past. Stephen Bannon the controversial adviser to president Trump is removed from the National Security Council cabinet level principals committee at the insistence of the National Security Adviser to president Trump, Lt. Gen. H.R. McMaster. In addition the chairman of the Joint CHiefs of Staff and the director of national intelligence, were added back to the principals committee of NSC, and the earlier decision to have them as occasional participants was seen as a serious mistake, with Mr. Trump having wanting to change this much earlier. Karl Rove was a senior adviser to president Bush, but like other advisers was not put on the National Security Council. The reversal of the Bannon appointment brings the NSC to its normal membership.This report in the NYT refers to the large role played by Mr. Bannon in the early days with Bannon pushing for the first travel ban that was struck down in the courts, and for the ultimatum in negotiations with the Freedom Caucus that worsened relations with Republicans in Congress. As a result Mike Spence stepped into a leading role in health care negotiations.  ...

The Republican tax law of 2018 is unpopular, according to a new NBC/WSJ poll in April 2018. Only 27% of people in the poll view the tax law favorably, 36% view the tax law unfavorably. About one third or 32% say they have no opinion, possibly because they have no clear idea of how it will impact them or the country. On trade and other economic issues the Republican Party is viewed more favorably, including for its tougher stance to give the U.S. a level playing field. Even though the Republicans are not viewed so favorably on taxes, the poll findings show the Democrats are not seen as better on taxes and economic issues. The poll also shows the Democratic Party better able by large margins to handle issues such as gun violence, sexual harrassment and health care. This shows that under an aging Democratic leadership of Pelosi, Hoyer and Schumer, and the failure of Hillary Clinton, the younger Democrats with a more Progressive tendency are having to make their own case with people not clear how the Democrats can offer a better alternative. ...

The 2018 U.S. Budget deal that passed the U.S. Senate on February 8 meets nearly all of the priorities set by Democrats in Congress for increases in spending, says Representative John Yarmuth of Kentucky, the senior Democrat in the House Budget Committee. Part of the deal are increases in funding for domestic programs favored by Democrats. As a result Democrats are having difficulty taking a stand on the budget and forcing a shutdown of government on the basis of a single issue, that of children who were brought unlawfully into the country by their parents but offered protection under president Obama's Dreamers legislation called DACA.  Reflecting this ambivalent position Representative Pelosi of San Francisco, made a spirited defense of the Dreamer legislation with a 8 hour nonstop speech, plans to vote against the budget deal, yet says the compromise was fair and helped achieve Democrats priorities on other issues that affect the whole country. Democrats from the most liberal section of the party plan to vote their conscience on the issue, and Pelosi called merely for a commitment from Speaker Ryan to have a vote on legislation that would address the issue of the Dreamers, children of unlawful immigrants. Speaker Ryan offered no commitment on Dreamers except to say any immigration legislation would have to be something president a Trump supports. In the previous vote that led to a government shutdown a settlement was reached between the two parties in a matter of days when Majority Leader McConnell of the Republicans committed to a debate on immigration. On the Republican side the Freedom Caucus members oppose lifting spending caps to address priorities in spending supported by Democrats and to some extent by president Trump, because it worsens the deficit. The budget deal lifts spending caps for this fiscal year for domestic and military spending by about $300 billion. Senator Rand Paul of Kentucky emphasized this issue with his opposition to the budget deal and delayed the deal till the final vote in the Senate 71 in favor and 28 against.  ...

The Bureau of Labor Statiistics puts out a statistic each month, called the JOLTS for Job Openings and Labor Turnover Survey, which shows how many job openings there are in the US. This statistic stood at 2.2% for February 2009, down from 3% in Feb 2008, and this is 2.2% of all the jobs in the USA, which comes to about 3 million. The Conference Board's report shows 3.2 million online advertised vacancies as of March 2009. The odd thing is that there are so many advertised vacancies when the unemployment rate has shot up in the same year from 4.8% to 8.1%. The implications are serious. First there is a mismatch in qualifications. As jobs are lost in construction and the financial industry and in retail, new jobs are appearing in health care, education, government and accounting. This structural shift is happening quicker than the market can respond, or faster than labor retraining has time to respond. And compounding this the severe housing market leaves people unable to sell their homes and move. This makes for a less mobile labor market than the US has had in the past. With the government stepping in to ease the burden of unemployment there may be even less incentive to move. And those that move will have to accept the lower pay in new careers , and employers will have to settle for imperfect fits in filling vacancies. To reduce the mismatch in qualifications governments will have to ramp up their job retraining programs. ...

A Swedish supplier Autoliv's scientists say GM in the late 1990's asked the supplier to match Takata's airbag that saved several dollars per airbag. The problem say the scientists at Autoliv was that the Takata airbag that was made at lower cost used a dangerous volatile compound. Autoliv cited here by Tabuchi of the NYT, says it refused to do this. Years later 100 million of the Takata airbags are installed on cars in the U.S. made by GM and other automakers.  The chemical ammonium nitrate used by Takata is still being used to make airbags with modifications to reduce its explosiveness. In this indepth account Tabuchi looks at the evidence against using ammonium nitrate, the warnings that were not heeded from Autoliv, and the work of Italian and other scientists that confirm the explosiveness of the substance when exposed to temperature and moisture changes. Here Tabuchi cites reports from suppliers of the nitrate who were hesitant to supply the substance to Takata because of liability issues. And he points out that there was manipulation of testing quality control for the defective airbags that passed the test, so that in addition to the use of the faulty chemical, the company failed to maintain strict quality control as required by the automakers. The pressure from automakers for cost reduction is given as one of the reasons for the problem, just as the pressure from BP to cut costs led to some of the faulty work done by suppliers at oil wells leading to explosions on a oil rig in the Gulf of Mexico. Before the approval of the faulty chemical for airbags Takata airbag business was in dire straits leading to management looking for ways to develop a viable business, as other propellants had failed to deliver results. It is at that point that Takata approved ammonium nitrate despite evidence of its explosiveness that led to TRW, another airbag maker, to reject it.  ...

This is a very important piece of writing as its the first time someone has taken a Chinese small car in for a difficult 3 day test drive through mountainous and desert regions for 3 day in a remote region nearly 1700 miles. The Cherry A1 is advertised by China as a worldclass vehicle for about $7000. Is it really is the question. And Gordon says it passes his test admirably. Note that its built with help from Italian auto design firm Bertone, powered by a 1.3 litre enginedeveloped with help from Austrian engineering firm AVL, and made with parts from Honeywell International and Visteon. And finally assembled in Anhui province, a poor province of China, with workers who earn $1 an hour. The Cherry is a government owned company started in 1997. This Cherry will be marketed under the Dodge brand in Latin America and other developing markets by end of 2008. It will be modified for safety and environmental rules and marketed in USA and Western Europe in 2009. SAys Gordon Fairclough that for a small car the car ride was realyy smooth and quiet and even at 100 miles an hour there was only a slight vibration on the steering column. The airconditioning worked well in the desert. The car had a CD player and a USB port for MP3 players. Economists are callg it the adverse feedback loop, it is basically a situation where things start somewhere as with morgage securitization in the USA, and then spread in ahost of different ways through the economy in the USA and in ahost of other economies in interrelated fashion, compounding and worsening the original problem at every turn and every few months. This makes it harder to control and makes whatever steps that look aggressive at the time they are taken, become modest at the next turn in a few months. In February 2009, job losses of about 500,000 a month, and falling corporate profits create loan defaults, which hurt banks beyonfd the original mortgage problems. The banks falling stock prices along with loan defaults make it harder for them to raise capital and more reluctant to lend. All this cuts into spending on cars, factory equipment and other investment, feeding the cycle of job cuts and falling profits.

Deep labor problems that have plagued Detroit automakers throughout the years since the 1930 labor-management strife. The labor advantages enjoyed by the Japanese and the Germans after postwar compact between labor and management in Japan and Germany, that was continued in plants in the US in locations with no labor history. The higher executive compensation and privileges of management in the American management model that did not exist in the Japanese and German models that created another level of distrust of management. The recovery staged by Chrysler in the 1980's withthe minivan and by Ford with new models. The recovery again in the 1990's by Ford and GM with the sports utility vehicle and pickup trucks. And the collapse Chrysler, GM and Ford face today, facing bankruptcy or government bailout on a large scale as rising oil prices and the need for conservation lead to a collapse of the sports utility and pickup market and shift to fuel efficient passenger cars.

The Europeans led by France and Germany demand stricter regulation and a financial regulatory system that oversees the entire financial system, and oversees all the larger countries. The US in contrast wants to see a lighter regulatory system, and lighter regulation of parts of the financial system like hedge funds. For the USA where the crisis originated, the emphasis is on larger stimulus spending. For the Europeans which have a larger safety net that they would like to see considered as part of their stimulus- and their social arrangement such as reduced hours in Germany to avoid layoffs, and the presence of a large public sector in France that is about 52% of GDP- the situation as they see it does not require breaking the EU's committment to control large deficits. The cultural and historical roots are also different. Germany was hit by hyperinflation in the period between the two wars, and there is thought there that this helped the rise of demagogic leaders and the collapse of democracy there. At that time the issue was war reparations that Germany found difficult to absorb in an economy devastated by the first war, which strained German finances. France and Germany also have no foreclosure crisis, and car sales and consumer spending are not in the deep decline that is seen in the USA. In fact car sales have increased in the two countries with the refunds for scrapping old vehicles, with no such plan in place in the USA. Making there is a credible position on the European side. Germany does see itself hit by the collapse in international trade. Germany and France face the prospect of helping their banking systems deal with the large bad loan situation facing them in Eastern Europe. At the same time Germany and France want to save some firepower for coming to the aid of key parts of the European community like Spain, Greece, and Ireland, which are facing a worsening crisis. In short both sides have credible positions, and some form of accomodation as events unfold may be a better desired outcome than some unified outcome. And little has been said of the position of the other countries in the G20, the emerging countries like Brazil, India, China, Russia, Indonesia, Argentina and others, and the position of the World Bank speaking for the poorest countries. These countries may favor stronger stimulus, and would favor the stricter regulation and supervision of global financial systems favored by the Europeans. This is because they may rightly feel that the messups in the global financial system have stolen their chance, at just the point where they were turning the corner in their efforts at bringing better standards of living to their peoples....

The NYT editorial says sharks circle in Congress to kill the Obama plan for a new consumer protection agency with the necessary powers to protect consumers. Campaign contributions to members of Congress by the banking industry is having anegative effect. But says the NYT the federal regulators who put the interests of banks first are also having the negative effect. It cites the example of a Fed governor, Elizabeth Duke, who says the Fed has all the powers to protect consumers, in a Congressional hearing. Says NYT the Fed was given sweeping powers to prevent predatory lending in 1994, but did not issue new rules till July 2008, till the damage had alredy been done. And not just to consumers, but to the American and global economy. It goes on to say that consumer protection is the unwanted stepchild in the regulatory community as protecting consumer s is spread across 20 statutes and seven different agencies. Considering the damage to the economy that has already been done its amazing that the same tired old arguments can be repeated without severely straining credibility. The close relations between Geithner, Rahm Emmanuel Obama's chief of staff, and others in the administration with the banking industry do not bode well for coming up with the strong legislation to protect consumers. There is a common perception of vegetarianism as purely vegetable type foods. However vegetarianism in India is practiced with the inclusion of all dairy products- milk, yogurt, and buttermilk. Not only are they included, they play a significant role in the diet. Also included and playing a large role in the diet are lentils and beans which provide a significant source of protein. When the idea of vegetarianism is broadened to a more normal vegetarianism as practiced in countries like India and includes dairy, lentils and beans, the diet is able to provide most of the nutrients needed. By including this kind of vegetarian food as an integral part of the diet and reducing meat is another way the health needs of Americans facing a high rate of obesity and other medical problems can be met. If insurance companies were to give incentives for increased consumption of these vegetarian foods and lowered consumption of meat, and the public was made aware of its benefits through advertising, the cost of health care in the U.S. could be brought down....

The Labor Dept. consumer price index was up 0.1% in Jan 2014 over the prior month. Compared to prior year it was up 1.6%. Part of this is the cold weather with natural gas prices up 3.6% and electricity prices up 1.8% in Jan. 2014. The Commerce Dept. Personal Consumption Expenditures Index (PCE) which better reflects rising health care costs was up 1.1% in Dec. 2013 over the prior year.

Glenn Hubbard, Professor at Columbia University and Bush adviser who helped design the Bush tax cuts, has an uneasy sense about the tax cuts today. He says the tax cuts have been undermined by years of deficit spending. The Bush tax cuts expire Dec 31st 2010 in the USA if Congress does not act. Macroeconomic Advisors estimates that letting the tax cuts expire will take 0.9% off the growth rate. Nobel Prize winning economist Paul Krugman prefers to let the tax cuts expire and provide more help to state and local governments to preserve jobs that are being lost due to budget shortfalls. But becuase of the political climate he prefers to let the tax cuts go on for a limited period. The Obama administration may decide to continue with the tax cuts rather than fight the serious battles for deficit reduction, after spending much of its political capital on health care reform. Hubbard also thinks in the current situation its best to keep the tax cuts even with the concern for the deficits. He says the spending during the Bush administration, especially the Medicare prescription drug benefit, which is estimated to cost $400 billion from 2004-2013, was a major problem. The incentives to business and investors for productive effort in the Bush tax cuts is uncertain, if it becomes clear that the price for these cuts is higher taxes later on to cover growing deficit spending. Hubbard does not see any serious action on the deficit till the next Presidential term and sees it better to keep the tax cuts till then, when some serious discussion can take place....
