Harold Meyerson compares the continuing inhumanity of separating parents from children that president Obama has to face with the choice presented to Lt. Colonel Jager at the Berlin Wall in 1989. Jager decided to let both parents visiting West Germany to return to East Germany to their children, even though the father had a stamp on his passport banning a return. He says the Republican control of Congress could last till 2023 by which time current law would have separated millions of parents and children. In 2012 about 13% of schoolchildren in California and Texas had an undocumented immigrant as a parent, according to the Pew Research Center. And for the last 6 years of the Obama administration deportations have reached 400,000 a year, leading to a lot of broken families.

How Democrats plan to sell U.S. president Obama's executive order on immigration

The Democrats are likely to sell it this way- currently illegal immigrants are not accountable for having violated laws, not paid taxes and not undergone background checks for security. The executive order provides for accountability by having the illegal immigrants subject to background checks, paying back taxes, and not being eligible for subsidies such as Obamacare, food stamps and welfare payments. It is also supported by an NBC poll that show 74% of Americans support a pathway to citizenship if backtaxes are paid and security checks are done. Republicans will turn to the poll that shows only 38% of the public approves this being done by executive order, with Democrats responding that this is not possible with Republicans blocking any action on immigration and not coming up with a plan to tackle the issues.

For Republicans the risk is of overreaction- shutting down the government or not supporting some aspects of changes in immigration laws. Senators Portman and Paul Rand, Republican presidential candidates favor a careful response, and Hispanic Republican leaders support such action. President Reagan declared an amnesty for illegal immigrants in 1986, with support in both parties. There are about 11 million illegal immigrants in the U.S. in 2014.

An effort by the Obama administration to energize its Hispanic base ahead of the presidential elections in 2012 includes granting amnesty to about 1 million young illegal immigrants in 2012. The move comes in August 2012, only 3 months ahead of a tight presidential race during a period of high unemployment that hurts the incumbent president. It also comes at a time of widespread disillusionment among Hispanics about the failure of the Obama administration to give priority to immigration reforms.
