Russia's support for the Assad regime comes from a sense of keeping its superpower status and opposition to unilateral interventions by the U.S., Britain and France. Russian arms sales are an insignifcant factor. Russians see the secular regime of Assad preferable to an expansion for Islamist related democratic parties in the Middle East, especially considering the problems in the Chechnya region of Russia. The Russian government has failed to grasp the needs of the younger generation in the Middle East to have a voice in their government especially after years of neglect and military regimes.

The Obama administration plans to take a new approach to Russia to contain Russian interventionist policies in the remaining two years of the second term and limit the relationship to working together on nuclear disarmament and vital issues. A loss of faith in the Obama administration and of president Obama in president Putin after a plan to reset relations on a sounder basis in 2008. This may be one of the costs of Russian president Putin's foreign policy- the cost to the Russian economy in reduced trade, foreign investment, and capital outflows from Russia.

The planned sanctions at the early stages of the crisis are for Russian officials and groups taking part in the takeover of the Crimea and threat to eastern Ukraine, and not on the Russian economy. Russian intervention in the Russian speaking eastern Ukraine would lead to the U.S. pushing its case with the EU and Germany for broader sanctions. If a standoff occurs as happened by an earlier Russian intervention in Georgia to support a Russian speaking region, these limited personal sanctions would remain in place.
