Defense Secretary Ashton Carter says the U.S. must be better prepared in coordination with its allies for the mix of propaganda, subversion and cyber programs used by Russian president Putin. A joint task force of forces from Germany, Netherlands, Belgium, Czech Republic, Lithuania, and the U.S. is setup in Poland in June 2015. The 5000 troops VJTF goal is to be capable of responding in less than a week. A plan to station a brigade with heavy armor near the Baltic states is being considered by NATO. The German and U.S. defense ministers visit a German-Dutch brigade during a visit to Germany by U.S. Defense Secretary Ashton Carter. This is NATO's response to Russian advances in Ukraine using hybrid warfare and other methods.

The NATO Rapid Response Force with a spearhead of 5000 troops for deployment in 48 hours is intended for rapid deployment in both Eastern Europe or the Middle East. Command centers will be established in the Baltic States and Poland. This is a response to Russia's rapid deployment of troops along its borders with Eastern Europe and the anxiety this has created in the Baltic states and Poland.

Steinmeier has continued to maintain Russia relations under a policy of Ostpolitik even after strains over Ukraine. He was foreign minister in 2005-2009 and assumed the position in the new coalition government with Merkel's Christian Democrats. He has no illusions about transition to a multipolar world and believes the lessons from World War I of ignoring the impact of conflicts at the periphery should not be forgotten. At the same time he says miltary restraint should not mean "political constraints."
