The calls of chancellor Merkel to Putin and Yakunovych and the efforts of foreign ministers Steinmeier and Fabius of France, Sikorski of Poland, were crucial in getting both sides together for an agreement in Ukraine. This was the last opportunity to pull the country together as the use of Interior Ministry forces would have split the country and damaged the West's relations with Russia, which would have put all parties and countries in the region in a lose-lose situation.

About 30% of Ukrainians have Russian background and the people in Crimea see themselves as closer to Russia. Under the Hapsburgs eastern Ukraine developed strong nationalism. Many of the protesters were from the east. Many educated Ukrainians including those with Russian background see their goal as becoming an open tolerant democracy.
