Tsipras of the Syriza party holds a rally in central Athens calling for a "No" vote not on the euro but on the bailout documents outlining EU proposals for a cut in pensions and increase in value added taxes. EU leaders say a "No" would not lead to further negotiations or that negotiations would offer different conditions, but simply mean an exit from the eurozone. The New Democracy Party of former premier Antonis Samaras representing the centre right and the centre left parties are planning a separate rally in central Athens under the banner "We're Staying in Europe."

Nothing to be proud of, says the Journal in its editorial on Feb. 29, 2012. For Greece the terms leave no hope for a return to growth, and that the two political parties in Greece were required to pledge their support for austerity measures against overwhelming public opposition in Athens says little for democracy. It would have been better for Greece to go into a planned default 2 years ago with steeper haircuts for European banks and reducing Greece's debt to a manageable level lower than the over 120% of GDP in 2020 of the March 2012 bailout plan, says the Journal.

New Democracy's Samaras, the new prime minister of Greece in June 2012, has insisted that the terms should include ways in which Greece can return to growth, and the Democratic Left party, the third coalition partner, has insisted that the timetable for the deficit targets needs to be extended and the harshest austerity measures such as cutting the minimum wage be cancelled.

Francois Hollande says the EU mishandled the Greece crisis. Greece should have been handled as an extraordinary situation with earlier debt restructuring from public and private creditors to bring Greece's debt down to 60% of GDP. The current coordinated plan of the EU, ECB and the IMF only brings debt down to 120% of GDP in 2020. Hollande said he understands the need to reduce the budget deficit with cuts but without growth it can't work.

Axel Weber says the European Central Bank should stick to its mandate of setting monetary policy and not get too involved in the crisis in Greece. He says Greece's problems are structural and may take a long time to resolve, as much as 30 years. The European leaders have to decide on solving the underlying problems so that they cut the losses and restart, by offering debt guarantees and using partial creditor haircuts. Simply giving additional loans -which can never be repaid considering the debt of 350 billion euros ($496 billion)- or addding short term liquidity for a 3-5 year solution as European leaders have done so far, won't work.

During the last minute negotiations Tsipras veered from one side to the other. Initially he moved closer to Syriza party leaders who favored an accomodation with the IMF and EU, yet with each rejection of Greece's proposals he moved closer to the confrontational postiion of finance minister Varoufakis. The IMF and EU negotiators considered higher taxes on business in the Greek proposals hurting long term growth, and insisted on pension cuts. Greece's negotiating team was still negotiating over details when Tsipras called off talks and surprised European leaders with his call for a referendum. His announcement that Syriza would call for a no was badly received by EU leaders and Merkel, leading to a breakdown in trust. The inexperience of 40 year old Tsipras and the faculty professor Varoufakis's lack of experience with negotiations, may now have damaged relations between Greece and Germany. The reaction in Germany to this is that now a majority of Germans see Greece's exit from the eurozone as the best option, and the goodwill of leaders in France, Italy and Spain may have been lost.

Peter Coy of Bloomberg Business Week calls for debt forgiveness in the August 2011 issue of Business Week. Stretching out the debt issues without writedowns says Coy, only leads to austerity programs, stagnant growth and drags the issues out over many years. Better solutions can be found by starting anew with writedowns now and arrangements to make this possible, and returning to growth sooner. What about moral hazard? There is moral hazard in letting the banks bear no cost for reckless lending decisions, they are as likely to repeat this behaviour says Coy, as Greece or the underwater mortgage borrower in the U.S., if they did not have to bear the consequences of their decisions.
