The Kelkar committe says India faces "a perfect storm," a situation worse that the balance of payments crisis of 1990. Finance minister Chidambaram and the government of prime minister Manmohan Singh, who was finance minister during the 1990 crisis, welcomes the report for pointing to the need for urgency in action by the government. Chidambaram outlines the government's plan to tackle the deficit and bring it down to 5.3% in 2013. Only 63 millon metric tons of storage supplies for foodgrains exist in India, with stocks estimated to reach 75 million metric tons in 2012. Even with additional storage supplies arrrangements an estimated 8 million metric tons could be left in makeshift conditions and wasted. This is a major problem for India where about 200 million people suffer from some form of food deprivation, and an estimated 42% of children suffering from malnutrition.

In a televised address Singh says the market opening measures for the retail and other sectors are needed to maintain growth and foreign investment. Finance minister Chidambaram tells the WSJ in an Oct 2012 interview- the risks were too great with India facing a lowering of its credit rating, and the government having reflected on the serious consequences of not acting spelled out in the worst case scenario of the Kelkar committee report. The Indian government actions include lowering diesel subsidies and action to control the deficit, with a plan to bring it down to 3% by 2017.
