Indian government policy is shifting to state led development as coalition governments in New Delhi are unable to create the consensus for needed decisions. An example is the failure to provide clear direction for foreign investment in India's retail sector in 2011-2012 because of disagreements with minority region based parties in the ruling coalition government of Manmohan Singh. Decisons were finally taken with a change in coalition partners after a decline in foreign investment and large deficits forced the government to act.

TTK Enterprises is an Indian company that sell the Prestige brand of pressure cookers and kitchen appliances through its 1500 retail outlets. The venture will try to reach consumers directy in India. Only about 15% of Indians have health insurance. The Indian government limits foreign ownership in such companies to 26% with plans to increase to this to 49%.

Mamata Banerjee won elections in W. Bengal, removing the Communist party from control in the state after 25 years. The ruling coaltiion government in India depended on her support in 2012. This also limited its flexibility because of Banerjee's opposition to opening up the retail sector to foreign investment. After the withdrawal of support of Banerjee's West Bengal party, and withdrawal of support from the DMK party in Tamilnadu over the Sri Lankan issue, the Congress party government in India depends on support from the Samajwadi party in Uttar Pradesh for its majority in parliament.
