Katie Tobin deputy assistant to the president shows how Kamal Harris cut migration from Guatemala with her action to stabilize Guatemala after the destabilizing of the region by Reagan and Bush through wars started in the region. The achievements to get Guatemalans and Central Americans to stay home compares favorably with the wars and weapons sent to the region under Reagan-Bush that led to gangs taking over San Salvador and young people leaving. Consider $300 million in humanitarian assistance during COVID years, $5 billion in foreign investment lined up to create 250,000 jobs, pulling US AID and IDFC agencies for loans, and arranging for anti-corruption candidate to take over government in Guatemala following elections. It is an exceptional record achieved in a few months trying to undo decades of destabilizing Central America by Republicans Reagan and Bush. Reagan-Bush also destabilized the US with wars in the Persian Gulf, Iraq and Afghanistan, because infrastructure in US was neglected, and manufacturing jobs were shipped overseas under failures of Reagan-Friedman economic theories destroying communities across the US over three decades.

The paltry benefits of surveillance compared to the great risks of something going wrong, as pointed out by the Cambridge Group. Why was it ignored in 2018. Who makes decisions for public health in the world. Can the US make decisions for India, the people in Africa, Latin America and Asia. Does even the US public know about it, much less the public in the world at large. What power is given by the US Constitution to US government agencies on matters of public health. How are a few individuals at HHS and NIH accountable to the public in the US and the world at large.

The 2010 general election in Britain cost half that of the 1880 general election in 2002 prices, say researchers. In the U.S. spending has increased to the point where candidates may be spending more time fund raising than talking about the issues. The 2016 presidential election in the U.S. is estimated to lead to $10 billion in spending. India, Brazil, and other developing countries face a similar situation.

Orlik and the editors of the WSJ point to the broken link between GDP growth and credit expansion. The IMF warns of increasing credit expansion. Stalling productivity growth and waste means every dollar of investment is bringing in less GDP growth. Stiglitz and Sen point out the need for improving other indicators such as healthcare, education and the environment as an overall guage of progress not just GDP growth. The new Chinese leadership is aware of the need for rebalance the economy towards consumer spending. Moves to reduce healthcare costs form the first efforts in this direction. The IMF's view is that it could take 5 years before the breakeven point on the effects of austerity measures is reached and it turns positive. The "German hypothesis" based on German experience as an exporting nation is that the benefits come sooner in the short term. For Britain, which is not an exporting nation like Germany, the benefits from exports are likely to be limited when the rest of Europe is'seeing declining or stagnant growth. The IMF view means Britain may be faced with the costs of the Cameron-Osborne austerity measures till 2016.

What this tells one is that GDP requires a new indicator which is Quality GDP which will mean that if you pollute rivers and air then real GDP as an economic concept is totally inadequate even useless, unless one subtracts from that economic GDP number the amount of investment it would take to clean up the rivers or the air. If regulatory agencies cannot control industries from polluting rivers, the case in China, then an additional number has to be subtracted from economic GDP called regulatory deficiency adjustment. The GDP numbers were gained through indiscriminately burning fossil fuels and this means climate change damage so that to be correctly stated China's GDP number would have to be offset by deducting the adjustment for trillions of dollars in climate change correction action. This would shrink the gap between India and China's GDP to where India may be in a position using advanced technology, renewable energy, regulation, and large foreign investment to close the gap with China in the next 10-15 years. China could also benefit because of the new approaches taken by India could be something to learn from as the two countries each have the population of the EU and the US+ Canada combined.

The Biden administration is seen as continuing the efforts of president Trump to pursue American interests in trade, technology, American workers and business to restore America's leadership role in the free world to what it was in the 1950's. Biden from Delaware is in the same tradition as president Harry Truman from Missouri in that period. Because of Biden's age this could be a one term presidency, and strange as it may sound it could be a presidency of Trump in foreign affairs and trade, technological leadership, without the rhetoric, and a socially cohesive presidency of Democrats in the tradition of Harry Truman. What then to make of all the fights of the Trump presidency? Much of this can be seen as an effort to break the status quo which did not benefit American workers.
