Among the things that make the U.S. different from Britain, that Roberts does not mention, is the character of the U.S. as a nation of immigrants. As true today as it was for millions who came to these shores from Ellis Island at the turn of the century. This makes for a much more adaptable society with different strains of thinking. Another point that makes the U.S. different is that it has striven to be an anticolonial power in its policies- working to ease the transition to independence of countries in the former French and British empires. The U.S. business and economic system has worked to bring development and economic progress in all parts of the world, as a partner in contrast to a colonial power. In this sense the U.S. has a very different character and a different capability for renewal than the empires of an earlier period- and new basis for belief in itself renewable from period to period.

With the building of America as the dominant power will go the scaffolding of liberal democracy and free trade, says Kagan. The decline or collapse of America as the dominant power being repaced by a multipolar world of different powers, with no one to champion liberal democracy and free trade, will likely lead to the situation of conflicts seen in the 19th and 20th century leading to World War I. Today's other democracies - India, Brazil, Turkey, S. Africa and Australia - won't have the capacity to exercize such leadership, and India could end up in rivalry with China. A serious problem for the view that liberal democracy and free trade will just happen is that the educational systems and instiutions of China, India, do not have the depth and experience that is needed to provide the leadership required to champion democracy and free trade.

Why America has a role to play as a leader for liberal democracy and free trade

Much of the progress that the world has enjoyed in the last six decades is a result of America's leadership and championing of liberal democracy and its institutions, and free trade. A lot will be at risk if this role is jeopardized by a policy of indifference to American economic strength and astrong its manufacturing base, indifference to Europe as an invaluable partner of the U.S. with the same goals and ideals, and a new generation unaware of the role the U.S. played and continues to play in bringing the peoples of the world together around common goals and aspirations.
