Three lost weeks in February starting February 9 when the FDA realized its third component of the test to test mutated virus had failed in use by labs but continued to persist in doing this on its own. Private labs of well known medical companies and university teaching hospitals were ready to develop and use their own tests with lightning speed and yet the FDA required its approval stalling that effort. FDA and HHS failure in the crisis led to the quick spread of the virus in Feb- March making any use of test and contact trace for containment ineffective. a crucial window of time was lost!

There is hardly any mention of the issue by the leaders of the U.S. and Canada in September 2015, even as the global media has covered this daily. In Hungary the Orban government faile to remember the Hungarian uprising of 1956 and the violent crackdown by the Soviets, leading to a wave of refugees reaching other parts of Europe and the U.S.

Greece made the payment to Dart Management at a time of 20% unemployment and daily protests on Athens streets, a month before elections in June 2012. Greece only did this as a last resort for release of EU funds that were being held up to make pament of interest on debt. This exacerabated discontent inside Greece as pensions were being cut and layoffs taking place, including increase in electricity bills. The Syriza party made gains in that election and the two main parties lost ground to other parties, including a violent anti-immigrant party. Argentina's Christina Kirchner faces a difficult time with the unions and centrist parties in Buenos Aires province, with a shortage of cash and sovereign wealth fund down to $29 billion in May 2014. Stevenson points out the payment to Elliott Management could lead to a situation where Argentina owed $15-$27 billion to all holdout and exchange investors in its bonds.

Only 25% of capital inflows to Turkey are direct foreign investment. The current account deficit of 10% is partly financed by foreign capital inflows. Any swings in consumer sentiment- especially as the eurozone crisis continues in 2012-2013- could mean rapid capital outflows leading to a crisis. The IMF's Warning Light Indicator in 2011 for countries with excessive credit growth to GDP ratios covers Turkey.

This is one of the amazing links in Lyrarc because it shows WSJ article from 2007 noted by Lyrarc that year, showing UN maps on deforestation in Borneo island in Indonesia for 2000, 2005, 2020. By 2020 most of the rainforest is shown as gone. Deforestation and climate ecologist Clare Rewcastle Brown, sister in law of former British prime minister Gordon Brown, from Britain, recalls colonial days in Sarawak, north Borneo Island, where her father was a police officer. And how much of the canopy of forest from that part of Malaysia was disappearing. She continued her protests from outside Malaysia in 2013 as reported by NYT and noted in Lyrarc that year. This is an amazing story of how deforestation of some of the last rain forests in the world took place at a time when awareness of climate change was sorely lacking in 2007-2013, and how by 2020 the rain forests in Borneo may have already disappeared from planet earth to combat climate change. One woman's fight and a fight that is still on after world leaders took a pledge to end deforestation on the planet by 2030 including Russia, Brazil, Indonesia, China, and the US, and a UN report that had the foresight to show a rainforest disappearing in 2007 in Tom Wright's WSJ report from Surabaya, Indonesia the same year.

Najib Razak follows his father Tun Abdul Razak, Mahathir before him, all the way back to Tunku Abdul Rahman, all of the UMNO party, in an uninterrupted control of the United Malay Naional Organization Party which has ruled Malaysia for almost 6 decades. Malaysia has followed the example of Lee Kuan Yew in Singapore by keeping the opposition parties weak to maintain control. Both the UMNO and the party of Lee in Singapore face questions about the merits of suppressing the development of two party systems, at a time when government is changing hands to opposition parties in most of the region and improving economic prospects in each country with a change of government- Abe in Japan, Widodo in Indonesia, Modi and Sharif in India and Pakistan, Aquino in the Philippines, Wickremesinghe in Sri Lanka. A economic drift with no clear direction under Singh and Bhutto in India and Pakistan was reversed with the election of Modi and Sharif, the economic drift and deflation under the Kan and Noda governments was reversed in Japan with the election of Abe, and the economic drift in Indonesia is being reversed by the Widodo government. This shows how critical two party systems are to functioning democracies as middle classes develop and voters look for competing views of the future to choose from.

Bolivia's socialist government of Evo Morales has taken a different approach by reducing subsidies and increasing gasoline prices to about $2.00 a gallon in 2013. Salaries of governent workers was also increased by 20% in 2013, and additional 10% added to price of locally produced grain and corn, in policy actions. Morales cited as a reason the $150 million in smuggling to neighboring countries of the $660 million in gasoline imports, wasting a significant part of the $380 million annual state gasoline subsidy which could be used for infrastructure. In Venezuela both opposing candidates for president Maduro and Capriles supported the state subsidy for gasoline that is exceptional among developing countries, and at a time when Venezuela is short of foreign currency for other imports.

EU leaders meet in Brussels to address the problems of tax avoidance by digital companies which aggravate the budget deficits of EU countries, especially at a time of cutbacks in infrastructure spending and education that supports the digital companies access to to human resources. De Anza College in Cupertino is where on of the Apple cofounders went to school. The head of the college describes the effects of cutbacks in funding on the college. On the other side of the Atlantic Fredrik Reinfeldt, Sweden's prime minister makes a similiar case saying the digital companies need access to infrastructure and educational centres which makes the payment of taxes used to fund this necessary for the whole system not to fall into dysfunction.

Surprisingly the Syriza government in 6 months in office did not come up with a plan to implement for tax evasion. This was a major issue for the IMF and in Greece's interest, even though it was going contrary to long standing practice in Greece as it was in Italy. Estimates of lost revenue are about $11 billion each year for tax evasion. By comparison the IMF payment due was less than $2 billion on June 30, 2015. Sustainable long term finances make this a major issue in Greece's own interest. Greece has an aging population and the number of retirees are growing in relation to young working people making this an important issue for stable finances under any administration, and regardless of the euro.
