It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

For the last decade China was seen as a currency manipulator as it kept the value of its currency lower to increase imports. With the large changes in China's economic situation in 2015-2016 China may face a situation similiar to Japan with deflationary trends. China faces political pressures in 2016 with the U.S. presidential election in 2016 to not intervene with the currency. The goal of making the yuan a global currency adds to these pressures. Other factors are the need to service debt in dollars of Chinese property companies.

As U.S. money market funds have reduced lending to French banks, and lending maturities have shortened to seven days, French banks are facing a shortage of dollars. According to the Federal Reserve, foreign banks and their branches provide 25% of the commercial and industrial loans in the U.S. In its response to this BNP expects to reduce dollar denominated loans by $42 billion by the end of 2011 and another $40 billion in 2012, according to BNP officials. Societe Generale CEO, Frederic Oudea, says his bank will pull back on making loans to shipping, aircraft, real-estate and leveraged finance in the U.S. This will reduce credit growth in the U.S. economy.

The $125 billion rescue package adds 10% to Spain's debt, increasing it to 90% of GDP, say analysts. Fitch Ratings says, Spain's debt would reach 95% of GDP in 2015 even if it uses only 60 billion euros of the rescue package to recapitalize banks. An earlier forecast by finance minister Luis de Guindos put the debt to GDP ratio at 78% for 2012. The lack of the architectural underpinnings for a common euro currency such as deposit insurance and guarantees for deposits at eurozone banks, and the fiscal supervision of banks by a European financial authority that goes with it, has resulted in the continued lack of confidence in financial markets after the rescue package.

Jon Hilsenrath of WSJ provides an illuminating account of how Daniel Tarullo as head of the Large Institution Supervision Coordination Committee has changed the way bank supervision and rules are set for U.S. banks since the days of the 2008 financial crisis. Tarullo started the effort under Ben Bernanke and continues this in 2014-2015 under Fed chairwoman Janet Yellen. The New York Fed is seen as ineffective in bank supervision and the supervisory role is now entirely performed under the leadership of Tarullo, assisted by Kenneth Gibson and Timothy Clark. The trio are some of the great unsung heroes of the effort to put the U.S. financial system and the economy on a safer footing.

The Cape Ray equiped with the technology to neutralize chemical weapons at sea waits for a trip to the Syrian port of Latakia to pick up 700 tons of chemical weapons. The equipment has been tested but doing this at sea is a new effort. The entire process would take 90 days and is expected to start in 2 weeks. There are 35 crew members and 63 additional workers on the ship. At the Syrian port Danish and Norwegian ships will bring the materials to the Cape Ray, and security will be provided by China and Russia. The effort is organized under the Organization for the Prohibition of Chemical Weapons and the UN.

Priceline.com, the online airline and hotel reservation site, shows growth taking business away from Expedia and Orbitz. Priceline.com's revenues come mainly from hotel bookings. Second quarter 2013 earnings were up 24% to $437 million and revenue was up 27% to $1.68 billion. Its share price has flucuated wildly from $1000 in the dotcom bubble days down to single digits and now back up to $1000 in August 2013. The stock hit $990 in 1999, then fell to $10 after the burst of the dot com bubble. After heavy spending to expand its U.S. presence Priceline.com's share price increased by 50% in the first 8 months of 2013. It recently acquired travel site Kayak to expand its access to customers.

This was after the near demise of Merrill from taking excessive risks. Sources also say Thain asked for a $30 million to $40 million bonus which was not approved. A few days before the Merrill deal was finally concluded on January 1, under stressful circumstances because of Merrill's huge impending losses, Thain issued bonuses of millions of dollars to Merrill executives. The Economist makes an important point about the violence, poverty and terrorism in failing states. The failure of civil institutions and civil wars in Africa, have led to complete breakdown. Similiar situations playing out in Afghistan and Pakistan. At the very least says the Economist, "there is evidence that economic growthin countries next to failing states can be badly damaged." Even in South Asia where India has forged ahead with high growth rates, one can say that economic development has not made a significant dent in the poverty, malnutrition and lack of infrastructure across the country. It adds that a weak goverment may lack the wherewithal to identify and contain a pandemic that could spread globally.

Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

One was the two tier system in healthcare where some are able to pay for more privileges in the nation's health care system with private insurance and others are in the public health system. The other issue is the ability under current German law for companies to issue 2 year temporary contracts. The SPD party did badly in the last elections because working class voters do not see it fighting hard enough for worker rights and ensuring an equitable system.On the health issue a commission will look into how the system can equalize medical fees between people privately and publicly insured. On the employment issue companies can only terminate without cause in 1.5 years instead of the 2 years. Small compromises, yet in long negotiations with a 24 hour session for a breakthrough and everyone exhausted, the snail's progress over 13 days and one night worked to set up a new coalition after all. Still one hurdle remains- getting the SPD membership to vote yes even though its youth wing is opposed. ...

Bhutan is a small mountain kingdom in north eastern India, bordering Tibet. Historically close ties with Tibet continued after China's takeover of Tibet following the coming to power of China's Communist Party in 1949. This led to a friendship treaty with India in 1949. A narrow piece of terrritory with 34 square kilometres is part of the dispute between China and India. India opposed the move to build Chinese roads in the area leading to a standoff that is now over 50 days. This territory is significant because it connects India's central plains to the northeastern states. Bhutan opposes the Chinese road work but tries to maintain friendly relations with China. The close relationship between India and Bhutan is part of the situation that emerged after China's takeover of Tibet. The Royal Bhutan Army's salaries are paid by India, road construction is done by India, and subsidies for food and kerosene were provided by India. A parliamentary democracy with a monarch was established in Bhutan under king Jigme Wangchuk, and elections were held in 2008, 2013. This has led to more openness towards China, leading to concern in India.  Bhutan is a popular destination for Chinese tourists who pay $250 for a visa. Indians do not need a visa. ...

Sweden places in the top three countries in the Women in Work Index for 2019 of the 33 member OECD. The other two are New Zealand and Iceland. As a country emphasizing gender equality Sweden has taken this approach through policies and legislation.  Feminist government, feminist international policy, are terms frequently used. Focus is on policy that provides equal rights, participation in decision making, and equitable allocation of resources. Swedes get 480 days of parental leave to share, of which 390 are at 80%, till a child turns 8. In government funded schools when it comes to gender roles preschool teachers and principals are allowed to act as social engineers so girls are not restricted to traditional roles only. Swedish colleges and universities are free and women earn two thirds of the degrees. A gender neutral word "hen" was adopted in Swedish popular culture. Legislation makes violence against women by partners punishable for each offense, and explicit consent is required in sexual relations.  Women and men share equally in leadership of government agencies but women still fall behind in private industry positions. Salaries are 88% to 92% of men's salaries. Women have 161 of 349 seats in parliament after 2018 election.   ...

This report in DW.com looks at the response of Germany to the coronavirus epidemic and says Germany may have let a window of opportunity to act quickly slip from its grasp. It says Germany's leader Merkel has not shown the leadership required by the health crisis. Germany DW.com points out recorded its first case on January 27, yet Merkel's first press conference on the subject of coronavirus came on March 11, when Italy was on lockdown quarantine for 2 days.  Germany lacks a quarantine and effective government action to mandate and require social distancing across the country to limit the spread. The steps this report points out pale in comparison with the actions taken in other neighboring countries. Spain earlier and Belgium on March 17th joined a lockdown in Italy. Merkel called on Germans to stay home, yet enforcement is lacking.  In this situation the calm and reacting with reason may be obsolete, a proactive approach being the right one. And a braver one because it would anticipate what happens a week two weeks from now based on experience of China and Italy, and act quickly with a lockdown and quarantine to prevent spread. The Times showed a 21% increase in digital ad revenue in second quarter 2010, with digital accounting for 26% of total ad revenue. But total digital ad revenues for newspapers is only $2.7 billion, and is still too small to make up for the $24 billon loss in print ad revenue from 2000 to 2009. The last West Indies captain to lead a formidable West Indies team was Richie RIchardson. Sandip G of the Indian Express writes from Antigua about Richardson's early batting experiences at school and how he evolved facing fast bowlers. RIchardson started out idolizing legendary batsmen like Rohan Kanhai who were steady batsmen and batted in Test matches for days.    It was an early experience with his coach who put on fast bowlers at school to Richardson at bat, that got Richardson started on his trademark cut shot. Fearing for his life Richardson closed his eyes and hit one out of the field that was lost forever. Soon he became known as "the fastest blade in the Caribbean," for the way he could strike at fast bowling. Richardson says its not like he became good at the cut stroke overnight. He would practice the shot 1000 times a day.  It was Rohan Kanhai from Guyana who once said that you have to put every poor delivery away to the boundary and some good ones too, making the bowlers think. Flashing blade and canny, were words used for Kanhai. This was true for Richardson too with his cut shot. Today as he is perfecting his golf game or when his motivation dips he has only to look back over his shoulder to the high walls of his house, to his backyard where he practiced the cut shot, and all that drive and energy from that time would come back to him. ...
