It means Saudi Arabia is now seeing a new generation of Saudis taking over, and making economic and social shifts as the Saudi young population surges and change becomes inevitable. Younger women are entering the workforce and foreign workers are leaving the country. Changes include having retail locations close by 9 pm instead of later so that people can spend time with their families. New jobs are being created in unlikely places such as renovating architectural monuments in Riyadh.

Compared to 1971 Bangladesh has come a long, long way, on its 50th anniversary. From 80% of the population struggling with extreme poverty in 1971, Bangladesh now produces enough food for its 167 million population. The economy is only 13% agriculture with most of GDP coming from industrial production and services. Girls education is remarkable. 98% of children have attended primary school and there are more girls in secondary schools than boys. Norwegians and other European observers who visited Bangladesh in 1970's compare the situation with today and are astonished says this report in DW.com. By 2030 the GDP of $409 billion is expected to double, bringing the country close to 1 trillion dollar economy. The garment industry is the second largest after China, with $35 billion a year in exports. It has changed life of women in Bangladesh, employing 4 million people. Remittances from overseas bring in $24.7 billion for 2021. Overall target for exports is $51 billion for 2022. Problems include the rural urban divide with development concentrated in Dhaka and Chittagong, and increased urban poverty. And despite rise in number of children and girls in school the quality of education for a skilled workforce remains poor, says this report in DW.com ...

What is the right retirement age for health is an important question. Dana Smith points out that the number 65 that started with the system of social security started in US  by Bismarck in Germany in 1889 and Social Security in the US in 1935 by president Franklin Roosevelt has no basis on the grounds of health of the population and longevity. Since that time people live much longer to about 74 years and for 45% of the people in the US who are in the knowledge based work the ability to work continues past 65 or 67 years.  For the remaining people who are in professions involving physical work such as construction or in the restaurant industry the situation is quite different, requiring a category based retirement age that takes this into account. For these people health outcomes would deteriorate if they continued to work in stressful work for longer. Another factor to be considered is to ask what this means as a national goal. Would a nation aspire to give its citizens an opportunity to travel, broaden their minds and engage in other activities they would like to do which they could not do while working full time. In this situation these years after retirement could give people a chance to live happier lives. It is not to be taken lightly as the current protests in France show. Age discrimination in France also plays a part as there may be fewer years of work opportunity if employers stay away from people over 50 years or discriminate against women. With childcare and care for elderly, part time jobs, women work longer for smaller pensions than men, leading to a sense of unfairness. French protests show that the outcomes need to be weighed carefully from a health and national goal standpoint and the retirement age set accordingly with flexibility for harder work.  Following the pandemic years and the cost of living crisis the protests in France show the need to develop a national consensus on the issue of retirement age, and rules plus culture change in industry that ban age discrimination for workers. Special provisions for women and people in construction so that the system is seen as fair to all parts of the workforce. ...

Claire Cain Miller provides this exceptional account of the ways lack of family friendly and maternity leave policies is hurting not just women in America, but America's economic and technological progress. Strangely one hears little about how the lack of paid leave for women for maternity and other reasons, even as it hurts economic growth with the lower participation of women in the labor force. This is being vigorously discussed in Germany and Japan with calls for more family friendly workplace policies and more child care facilities to encourage women to join the workplace or continue working and pursuing careers. This happens when the overall labor force participation rate for women and men in the U.S. is declining, making this an important issue. Equally significant is that this reduces the contribution women can make to technological and scientific progress, and productivity improvements, because 59% of higher education degress are now going to women. The case of a Toshiba research engineer who was able to tackle a problem critical to development of the next generation of television technologies after Toshiba let her continue in her research role with friendly maternity leave policy, is an example of the kind of technical progress lost to the economy without such policy in Japan or in the U.S. See the link for Toshiba. Miller provides the example of Google, where attrition for women employees dropped by 50% with family friendly maternity leave policies. For Google, Toshiba, and other companies with women having advanced degrees the cost of hiring a new employee or making up for the loss of losing valuable women employees is significant. The U.S. is the only developed country without paid maternity leave. Only 59% of workers say their employers offer them paid maternity leave. California is the first state in the U.S. to offer paid parental leave. ...

Who will take up the difficult work in American childcare centers at $10-$15 per hour when retailers such as Amazon and Target are paying $20-$25 an hour during labor shortages in the US in 2021. As a result thousands of childcare centers in the US are closing and others are operating at a fourth or fifth part of their capacity. The result- less childcare and fewer women able to return to the workforce. Fewer men who can go back to work if caring for a child. This leads to further labor shortages. For a long time retailers like Amazon and Target were faulted for paying wages that made it difficult for workers to support their families. With the increase in inflation of about 5% in 2020-2021 it is even more difficult to pay for essential food and clothing. Another problem that America and Europe have lived through under different administrations in the last 2 decades is now getting even worse. Left to markets alone the whole system breaks down when one by one essential services such as healthcare, sanitation, childcare, transportation, cannot be provided. The US is facing an existential crisis not just in climate change but also in childcare, healthcare services. Both are caused by same source, a lack of emphasis on the right and essential national priorities. The causes go back to faulty capital allocation in America and Europe. $390 billion is allocated for childcare in Biden's plan in October, yet the Biden Families and Workers plan faces resistance. Gradually many of president Biden's programs for women including paid leave, child care and others are being shriveled into smaller and smaller amounts and the $3.9 trillion in spending for the workers and families plan is down now to $2 trillion.  The US and Europe face splits in society with one more urban and from the professional classes and the other more rural and in smaller urban communities and from the less educated classes each having different priorities. Only a clear resolution in the proper direction can bring relief for women, children and all segments of society, needed for a good society. ...

US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. Even with the growth strategies of the Abe administration in 2014, projections of the IMF show growth rate for Japan are at 1.0% for 2015, compared to 3% for the U.S., 2.5% for UK, and 1.6% for Germany. The Third Arrow in prime minister Abe's Three Arrows program now follows the implementation of the other two Arrows- monetary easing and public works spending. Abe is faced with the task of convincing foreign and domestic investors that he can implement a winning growth strategy for Japan. The plan announced in June 2014 is an effort to overcome barriers to growth with a strategy that will work. The core of the plan is to cut the corporate tax rate from 35.64% to below 30% in the next couple of years. The corporations are expected to do their part to improve corporate governance and return on equity, so that shareholders, domestic and foreign investors, have more incentives to invest in the Japanese stock market. Analysts and economists say this plan has attractive features. It asks Japanese companies to increase ROE and ROI to global levels through a Tokyo Stock Exchange corporate governance code. Companies listed on TSE and not following the code will have to come up with reasons why they are failing to do so. Some analysts say this would increase the value of companies. Companies are more likely to make investments with cash that is not being invested. The plan includes measures for bringing more women into the workforce, which is seen as a serious committment to women. In addition to increasing the number of child care centers, this plan includes tax revisions that benefit women joining the workforce. Increased representation for women at the executive level is also part of this plan. Hiroshige Seko, a top adviser to Abe, says importance was given to execution for results, so that a score of 80 with definite results was preferred to an uncertain attempt to get a 100. To do this some compromises were made. The plan for special economic zones is still in the drafting stage as discussion is just beginning. A shakeup of the Central Union of Agricultural Cooperatives and more flexible medical care will be taken up gradually. The efforts to increase ROI, ROE, and improve corporate governance were initiated from the time of the Koizumi administration, and the latest plan may bring results after over a decade of effort in this direction....

Changes to Japan's corporate governance code being pushed forward by the Abe administration will give more importance to shareholders interests. This includes improving transparency and management structure, including more independent outside directors on boards, to breakup cozy relationships of executives running corporations in Japan. Improving return on equity is part of the plan proposed by Abe. The government has offered to cut the corporate tax rate down to below 30% in a few years as part of the new deal. Abe told the nation in a televised address that "there are neither taboos or sacred cows, only a singular strong devotion to see this through to the very end." Abe called for more women in the workforce, and the hiring of more foreign workers.

Members of the U.S. Congress lead a lousy life with life split between the capital and their home state location, most are weekend dads or moms. This makes them less likely to grasp the issues of work-life balance and the issues of parenting faced by average working families or couples with both parents working, says this essay in Politico magazine. This is true also of understanding issues facing women and mothers. Hard to believe but this report points out that Congress in the U.S. does not have a family friendly leave policy and no restroom for women till 2011 on the floor of the House. Similar issues face women in Japan and other countries for women in parliament. Former Speaker Ryan says he is tired of being a "weekend Dad." Senator Biden, former vice president says of his commute from Delaware to Washington D.C., he realized that "a child has a thought he wants to share and 12-18 hours later its gone, gone, gone." ...

Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. The US spends astonishingly only $500 per toddler, about 4% of what advanced countries in Europe spend.The Biden plan is to change that. On the floor of the US Congress Senate minority leader McConnell protests against what he calls extravagant spending by the US in the Biden plan for families and workers.

In our selection of reports in world media we show the effect on women during the pandemic taking on childcare responsibilities with schools closed because of coronavirus. The impact has been a catastrophe for women leading to increase in mental health problems as culture and other reasons lead to women taking on 60-70% of child care and household chores. Women with careers are not able to join the workforce because of childcare shortages, losing income and feeling overburdened.

Anne- Marie Slaughter's new book Unfinished Business is reviewed by Laura Vanderkam. Ms. Slaughter says in her new book that part of the unfinished business for women in the workplace is to give women time for child care duties in a way that does not hurt their careers. Anne Marie makes the case on the grounds that this is a social bias. Yet there are many reasons beyond simple fairness, and the value of parental work. Women can contribute to society in different ways than men. For example reports show women are more interested in using technical skills in ways that will benefit developing countries. Women bring a different perspective than men. Women are also prominent in scientific fields. For this contribution to grow and enrich society it can be enlarged by giving women proper benefit for maternity leave, and preserving the ability to come back and contribute in the same way after the maternity leave period is over. Toshiba did this for a female engineer who had made significant contributions in the technical field. Doing this would also help in other ways. It could make it more attractive for women to have kids knowing it will not hurt their careers or the careers of their partners. This is needed in western societies with falling birthrates and declining number of young people to support larger numbers of older people....
