Vanguard CEO Bill McNabb makes some of the same points that are made in the piece by Ron Lieber of the NYT on August 21, 2015. McNabb says it is best not to look too often at the portfolio, to stay invested for the long term. McNabb says on Vanguard's website, that Vanguard research taking a 10 year period showed a portfolio where investor was chasing returns in the equity markets had a return 2.8% lower than a portfolio where the investor stayed invested for the long term. Short term volatility is to be expected says McNabb. In 2014 4th quarter a similar period of volatility affected global markets followed by a rebound in markets. Staying diversified and investing in a mix of mutual funds and bonds is the best way to manage risk, says McNabb.

Under the Dred Scott decision even children of free blacks were not U.S. citizens. In 1868 this was changed to give citizenship rights to children born in the U.S. It was reaffirmed at different times as children of Chinese working on the railroads, and other immigrant children, were given birthright citizenship.
