Sarkozy, Hollande and the unions are in agreement on adopting some aspects of what Germany did to reduce high unemployment in the last decade- adjusting wages and benefits in recessionary periods to avert layoffs. The German "kurzarbeit" program is more elaborate and France has to make more progress to adopt that type of arrangement, but the direction is clear and has popular support in France in 2012-2013.

Hardouvelis, a professor at the University of Piraeus in Greece, and finance minister during the last 18 months of the Samaras administration to Jan. 2015, describes how the crisis developed in 2014-2015- with the IMF seeking leverage for change in Greece, the mismanagement of the economy and negotiations by Tsipras and Syriza, and Syriza's focus on debt. He says debt is not an issue as it is easily serviceable at very low rates, a point made by Krugman in a column in April 2015, and that the economy was gradually recovering in 2014 with lower unemployment and prospects for growth. The European Commission shows in its May estimate for Greece a growth rate of 2.9% in Greece for 2016.

As Greece goes to the polls his popularity is not what it had been in January when Syriza Party won 36% of the vote. It is not even the popularity he had in July after accepting the terms of the third EU bailout. Polls show him running even with the leader of the New Democracy Party, Mr. Merimarakis. Merimarakis came out strongly in the presidential debate, even swearing at times, and saying Greece was paying too high a price in the education of Tsipras. Tsipras says he underestimated the creditor's resolve and has learned from his mistakes. The difference in this election from the election in January 2015 is that the political leaders see that there are no simple solutions and Greece will have to work its way out of the debt crisis in several stages. Tsipras says he has made a difference for the unemployed by providing emergency benefits.
