A new loan disbursement to Greece of $8.5 billion euros goes ahead in June 2017. Greece has to repay 7 billion euros in July 2017. The German parliament set as a condition for approval that the IMF also participate in the Greece bailout. Germany's finance minister Schauble stated that it was particularly important to increase Greece's competitiveness, to help Greece "stand on its own two feet" by the middle of 2018. The IMF under Christine Lagarde, and the eurozone group say that Greece has implemented the reforms requested. Greece's ruling party Syriza split over accepting the reform package, with its leader Tsipras finally accepting the need for the Third Bailout program following a referendum and parliamentary elections in 2015. The IMF under Lagarde has stepped in to support Greece in its effort to seek conditions that make the debt program workable for Greece.

The IMF calls for more pension cuts than tax hikes. Greece's new government of centre left Alexis Tsipras wants to minimize the burden on retirees and the poor. Germany sees no problem as long as Greece can maintain sufficient surplus to pay down debt under its bailout program of 2015 with the Tsipras government. Germany maintains that its fairness is reflected in the lower interest rate and repayment terms that extend over many years. After elections in Jan 2015, again in Sept. 2015, and a referendum in July 2015, and a refugee crisis in Europe, much of Europe is weary of facing another debt crisis, so experts see some form of negotiated settlement of differences.

As Greece goes to the polls his popularity is not what it had been in January when Syriza Party won 36% of the vote. It is not even the popularity he had in July after accepting the terms of the third EU bailout. Polls show him running even with the leader of the New Democracy Party, Mr. Merimarakis. Merimarakis came out strongly in the presidential debate, even swearing at times, and saying Greece was paying too high a price in the education of Tsipras. Tsipras says he underestimated the creditor's resolve and has learned from his mistakes. The difference in this election from the election in January 2015 is that the political leaders see that there are no simple solutions and Greece will have to work its way out of the debt crisis in several stages. Tsipras says he has made a difference for the unemployed by providing emergency benefits.
