Lower oil prices and higher corporate profits, with restrained spending, are some of the factors behind a surge in tax revenues and reducing the budget deficit in fiscal year 2015 after 3 years of the Abe administration. The budget plan is to cut the deficit in half for the primary budget which excludes bond issuance and interest payments, by fiscal year 2015. By 2002 the plan is to produce a primary budget surplus.

Kozo Yamamoto is Cornell University graduate who joined Japan's Finance Ministry in 1971 and is serving his 6th term in Japan's parliament. He became close to Abe after 2011 and convinced Abe that Japan needed reflationist policies to return to growth. He passed on his study group's advice to delay the second consuption tax increase from 8 to 10% from 2015 to 2017, by which time said Yamamoto Japan will have reached the 2% inflation target.

Lower oil prices are expected to reduce the oil import bill by 10.6 trillion yen for 2015, and add to Japanese consumers purchasing power. Analysts say tightening labor markets are expected in 2015 as the Japanese economy recovers. Japanese companies have about $2.65 trillion in cash reserves but were cautious in raising wages in 2013-2014. Toyota says it is natural for the company to contribute to higher wages as its profits improve and will take a sincere interest in 2015 wage negotiations. Real wages were up for only 4 months of prime minister Abe's first term in 2013-2014, as wages cannot keep up with price increases.
