In Race to French Presidency, Hollande Sets His Own Pace

Francois Hollande, Socialist candidate for president in France, has led the Socialist party for many years. He started his career as a junior politician in the Mitterand government, and regards Mitterand his mentor. Another mentor is Jacques Delours, who was president of the European Commission. He has many years of training, and has persevered thorughout with a certain sense of humility in the midst of colleagues and politicians in France with larger egos. That inner strength and courage has emerged in the recent campaign appearances and the final debate with Sarkozy in April 2012. He has shown this in the recent campaign by not overstating expectations as he looks at the long term, and at the same time not understating when courage demanded a stronger statement. He has taken timely and effective positions in the current debate of austerity vs growth, or growth coupled with restraint in fiscal spending vs austerity, that is raging in Europe. He was quick to call the situation in Greece, a failure of governance in Europe, as well as a failure of governance in Greece. With the new voices of Premier Monti in Italy and ECB president Draghi from Italy, pushing for growth coupled with fiscal responsibility, a president Hollande in France, would add another voice to European aspirations for growth in the debate with Angela Merkel's Christian Democrats in Germany.

Hollande expresses his disappointment with the actions of chancellor Merkel of Germany in not supporting direct aid to Spain's banks by the European Stability Mechanism fund as agreed in June and helping lower the borrowing rates of Spain and Italy. He calls it unfair that France and Germany can borrow at 1% and Spain and Italy have to borrow at 7%. He also says Greece should not be subject to perpetual punishment after coming this far. It is Hollande's boldest effort to articulate France's frustration with Merkel's following domestic opinion in framing policy for the eurozone and delves into the many issues.

Finance Minister Pierre Muscovici, was European Affairs minister in 1997-2002, Foreign Minister is Laurent Fabius, a former prime minister in the 1980's, and Michel Sapin is Minister for Employment, Labor and Social Dialogue. This gives Hollande an experienced team to implement his program and achieve a reorientation of EU policies towards growth.

Sarkozy, Hollande and the unions are in agreement on adopting some aspects of what Germany did to reduce high unemployment in the last decade- adjusting wages and benefits in recessionary periods to avert layoffs. The German "kurzarbeit" program is more elaborate and France has to make more progress to adopt that type of arrangement, but the direction is clear and has popular support in France in 2012-2013.

Francois Hollande says the EU mishandled the Greece crisis. Greece should have been handled as an extraordinary situation with earlier debt restructuring from public and private creditors to bring Greece's debt down to 60% of GDP. The current coordinated plan of the EU, ECB and the IMF only brings debt down to 120% of GDP in 2020. Hollande said he understands the need to reduce the budget deficit with cuts but without growth it can't work.
