Li Keqiang and the era of Openness in China 1977-2023

LI Keqiang was able to pass entrance exams to Peking University in 1977 after entrance exams were reinstated following Mao's death. He led the modernization of China during the 2000-2022 period two decades of fast growth turning China into a middle income industrialized country after centuries of decline. During this period China urbanized at a rapid rate and Li's advanced studies focused on urbanization. It was also a period when China realized the damage done to the environment and quality of air, water, with haphazard growth, and shifted to climate change action through focus on solar energy and limiting use of coal.

Carlos Tavares heads a auto company that has 75,000 employees across the US, Europe, Asia and Latin America and plans 75 new electric car models by 2030. He favors a hybrid work model and works one week a month from his home in Lisbon, Portugal. He works Portuguese time 7am to 4 or 5 pm when he disconnects from the workday by taking a one hour walk. Germans call this practice "feierabend" literally to break away from work to revitalize and get fresh by say taking a bike ride through the woods or in a park. Tavares does not call or email employees on the weekend, and believes to be in game shape on Monday one needs to disconnect on the weekends.

France had learned lessons from SARS epidemic and prepared for the H1N1 epidemic at the time that Bill Gates of Microsoft was pushing for greater awareness of public health priorities. Today Gates says this was not enough, that he did not do enough and feels terrible about it. The irresponsible banking practices that caused the financial crises first in the global financial crisis of 2009 and then in the eurozone financial crisis that followed by 2011 led to the ditching of the pandemic preparedness effort in France and Britain. In all of the western world including the U.S. austerity practices were the response without addressing the root causes of financial crises. Investments in public services and infrastructure were neglected leading to a level of unpreparedness that is shocking. Countries in lesser developed countries with more consciousness of the importance of public services and care of the vast majority of people were better protected in the crisis as a result than the more developed countries.

Developing and developed countries alike have seen the cost of the Olympics as a huge burden. Many countries or cities that committed to hosting the Olympic games during boom years were facing economic hard times by the time of the games. Corruption and mismanagement of public funds, overspending and cost overruns added to the problems. Citizens uproar caused cities such as Boston and Oslo to withdraw bids for the Olympics. The Olympics appears to be a costly way to show off a country, and raises questions about better allocation of funds in other directions, especially when upward mobility is a problem for the middle and working class, countries have other infrastructure needs, and neglected basic needs in education, healthcare, public services.

The German chancellor will be remembered in history for the way she handled the Syrian refugee crisis in 2015, and for the courage to say, "if Europe fails on the question of refugees, its close connection with universal civil rights will be destroyed." Reports in the Guardian newspaper say Germany is likely to accept about 1 million refugees in 2015. Chancellor Merkel says about 800,000 refugees will be admitted in 2015. Contrast this with the UK reports the Guardian which has 166 refugees admitted to the UK, and reports in the WSJ that about 1500 refugees have been admitted to the U.S.. Merkel has taken on the challenge in a spirited way as Europe faces anti-immigrant sentiment and rallied German society in a way that is remarkable. The withdrawal of the Obama administration from the Middle East led to the collapse of the fragile situation in Libya, Iraq and Syria, and the unravelling of these countries, leading to the current refugee crisis with about half of the Syrian population dislocated and large parts of the population of Libya, Iraq, and Kurdish regions dislocated.

These cities are being squeezed by high unemployment and declining incomes from lower paid manufacturing jobs. This makes college education more elusive than ever, and much worse so with the over $1 trillion in college debt in the U.S with spiralling cost of higher education. Vocational training in higher paid fields for families that cannot afford college and children who are not likely to go to college, is the only way not to leave behind a generation of growing children behind in these cities. It is an issue of the utmost importance for renewing America's smaller cities that do not have the advantages of San Francisco, Washington D.C. and Raleigh, S. Carolina, with their advanced university and technology hubs and access to finance.

The bond swap of new bonds with long maturities reflecting a writedown of 53.5% for the old bonds with short maturities was finally achieved on March 9, 2012. By this time Greece's economy was shrinking badly and the new bonds were trading at levels that reflected the need for further writedowns only days after the deal. Prof. Cochrane at the University of Chicago and Prof. John Taylor at Stanford say French and German banks exaggerated the effects of contagion from the beginning to delay writedowns for as long as possible. The effects on the eurozone of the delays in tackling the problem early and decisively are negative or slowing growth and is likely to hurt the banks operating in that environment, raising questions about the wisdom of that strategy.

Gordon looks at the near collapse of American education, scores on NAEP of two thirds of 8th graders failing reading comprehension reflect this sad state of affairs that president Biden is trying to reverse in 2024. Other research shows a drop in potential GDP of 2 percentage points when education is failing as it has been for 2 decades. Other researchers have shown what is openly evident today that technology such as social media do more harm, that other internet use technology has not done much for education only established monopolies as with Google and Apple.

Corbyn says he would reverse the introduction of fees for university education by previous Labor governments and has publicly apologized for the fees. The fees plan would cost about 7.1 billion pounds and be paid for by a 2.5% increase in the corporate tax, slower deficit reduction or increase in the insurance tax, says Corbyn. Germany continues to provide free university education.

The need for stimulus to keep jobs for migrant workers and maintain social stability does not exist in 2012 the way it appeared in 2008, when about 20% of migrant workers lost their jobs and wages for migrant workers fell by 10%, according to estimates by the Chinese Academy of Sciences and Stanford University. In 2012 there is excess demand for labor and reports show the efforts to reduce the 60 hour work week in some factories is running into problems with a shortage of labor. This means less need for stimulus that would aggravate problems in the housing bubble and inflation.
