Automakers taking a charge for bets on EV's encouraged by Biden- Stellantis $26 billion follows Ford $19.5 billion, GM $6 billion.  Stellantis Chief Executive Antonio Filosa says about the write-downs- It “largely reflects the cost of overestimating the pace of the energy transition that distanced us from many car buyers’ real-world needs, means and desires.” The Biden administration took climate change seriously but failed to get Congressional support for the EV charging stations needed and infrastructure needed across the US to keep pace with automakers shift to EV's. Stellantis took the change as an opportunity to develop many new EV models under CEO Carlos Tavares. Also overlooked by the Biden administration is the cost of cars which increased by about 20-30% during the 2022-2024 period. The lack of charging infrastructure, lack of battery technology advances for powerful batteries, and the costs involved pushing up prices of all automobiles, acted as severe bottlenecks when the Republicans fought the election on cost of living action. Biden era incentives were removed and gas prices were brought down by DJT extending the life of gas powered vehicles and making them the average man's choice. Of the $26 billion 65% is for canceled vehicle platforms for EV's for Dodge Ram and Jeep Wrangler. Another $8 billion is for cash payments to suppliers for canceled orders.   ...

BYD is China's largest EV automaker. It boosted employment by 50% to 630,000 in 2023, with growth of 73%. This WSJ report shows how the Chinese government is now favoring EV automakers and the EV industry over Chinese internet companies such as Alibaba and Tencent that once played a large part in the economy.  $72 billion in tax breaks are provided by the government to EV automakers. Jobs have shrunk in internet companies during the pandemic with the Xi Jinping government moving away from housing and internet industries creating higher unemployment. Youth unemployment had reached 21%. The growth of BYD by 73% in the 8 months of 2023 shows how the EV industry will play a larger role in the economy, along with other new industries and technologies. It will also become an export leader with domestic innovation in technologies.

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

For US automakers each component of the savings above may cover all or more of the $2.5 billion in tariffs some of which may be returned in rebate form to the automakers over 4 years. For example GM CFO is cited as as saying the shift in EV's alone could reduce losses by $2 billion in 2025. That more than makes up for GM's  $1.1 billion losses from tariffs shown in this WSJ report. It is more accurate to say foreign automakers in the US pay $9 billion in tariffs if they don't raise prices, Toyota alone will take on $3 billion in tariffs. And American makers Ford, GM, Chrysler Stellantis pay $2.5 billion of which some of it will be returned to the automakers inthe form of favorable policies to increase market share of US automakers with the 15% on imported cars and savings from not having to make electric vehicles in volumes that don't sell without the charging infrastructure, and savings from not having to invest on rapid conversion away from gas powered vehicles.    ...

BYD's expansion in the EV market is a threat to established automakers in the US, Japan and Germany, says this report in WSJ. BYD making its own batteries means it can keep costs low. It made 1.8 new energy vehicles in 2023 through August and 83% increase over 2022. It is now the largest car brand in China overtaking VW and its product mix enables it to overcome a cut in EV prices. 1 in 3 cars in China are EV's giving China and BYD the experience and scale for world wide competition.

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

Such realism is needed today to listen to all so that climate change action on auto carbon emission can be de-politicized and realistic plan can be adopted. Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Biden administration officials clearly understand resistance of carbuyers when the charging stations needed do not exist and costs are high in 2024, and EV technologies are at learning stage.

Axel Friedrich, a top German Environmental Agency regulator who advocates using modifications of existing vehicles as a more effective solution to the auto emissions problem. He recently reconfigured the VW Golf to show that by making changes- such as lighter seating and weight saving hood other steps to reduce the car's weight, low resistance tires, and engines that turn off when stopped and start when accelerator is pressed, more efficient gear ratios, removing the mirrors and substituting tiny cameras, and improving the aerodynamics- emissions can be cut 25% even with horsepower intact. Working with the Institute of Automotive Engineering at RWTH University in Aachen, Germany, Axel redesigned the Golf in this way to achieve a CO2 emissions reduction from 172 grams per kilometer to 131 grams and is working to bring it to 120 grams. 120 grams per kilometer is the EU's tentative target for emissions for cars sold in the region by 2012. Automakers have for years complained that this would be difficult to do in this manner because customers were concerned about safety and comfort. Its not clear that this would affect safety. However with global warming a big issue in Europe, most automakers are making changes now to prepare for a shift to 120 grams per kilometer in emissions. VW has announced a diesel version of the gasoline version that incorporates some of the redesign changes that Axel Friedrich made on his Golf, such as low resistance tires, and more efficient gear ratios, lower chassis for improved aerodynamics etc. This diesel version costs a base price of euros 20,615, and is only euros 315 mor than a standard diesel Golf. BMW has a new diesel version of its 1-Series with low resistance tiresand a gearshift indicator, which emits 16% less CO2 and costs nearly same as its predecessor. At Frankfurt Auto Show Mercedes Mercedes is expected to announce more cars with stop start systems. All this will help automakers in Germany achieve the EU 2008 target of 140 grams of CO2 emissions by 2008 on the way to the 2012 EU target of 120 grams. ...

A major change is taking place. Automakers around the world are shifting to smaller engines. Hyundai's Sonata for 2011 and the Tucson crossover for 2010 are going to have only 4 cylinder engines. Many V-6's offered by Detroit carmakers are being replaced with 4 cylinder engines and V-8 with V-6 engines. Ford is using the EcoBoost a turbocharged V-6 to offer new options for its Taurus, Lincoln MKT and other cars.

The struggle between the Detroit automakers and the states over auto emissions of carbon dioxide and other heat trapping gas emissions. California adopted the first state law requiring auto manufacturers to reduce emissions of carbon dioxide in 2002 and in 2004 set standards for the emission reductions. Vermont, as well as Connecticut, New Jersey, New York and Pennsylvania adopted the same standards. Automakers sued toblock these standars in Vermont and California. While the California case is pending, Judge Sessions issued a ruling on the Vermont case this week against the auto manufacturers. This follows a decision by the US Supreme Court in April 2007 that the Environmental Protection Authority has the right to regulate heat trapping gases like carbon dioxide as air pollutants. This endorses the idea that states can set their own limits. What is needed for a state to do this is to get a waiver from the EPA, as the federal Clean Air Act has a provision that allows California to set ists own standards with a waiver from the EPA, and for other states to follow California's lead. A detailed opinion includes analysis by the Judge in this case stating why the Transportation Department's authority is limited to automobile fuel economy standards and does not carry over into auto emissions as pollutants of the atmosphere, the area of pollutants being reserved for the EPA and the individual states to work out together. Under California law as it is now emissions reductions for cars could be 30% or more below the current levels in the 2016 model year. By 2012 emissions are required to be below 2005 levels by 25% for cars and light trucks, SUV's and larger trucks 18%. Note that what is technologically feasible to accomplish in the area of auto emissions is an unknown. At the same time its a function of determination, R&D investment, collaboration between companies to pool technological and capital resources, development of engineering and manufacturing investment and knowhow to learn mass manufacture at low cost, introduction of the already feasible features quickly such as stop start engines which the Germans have already in the works for mass manufacture across product lines, and so forth. The first comer in these technologies enjoys an advantage as Honda constantly advertises itself, and the the only way to say what is technologically feasible or not is by pointing to these pioneers. In this case because of the stronger environmental movement in Europe especially in Germany, some of this pointing will be done in the direction of the German auto manufacturers progress in this direction to meet the new EU standards of 120 micrograms of CO2 per kilometre. ...

How a new energy and environment panel created at the urging of democratic leaders and Speaker Nancy Pelosi is taking a stand on climate change and fuel economy standards for automakers. Democratic Rep Ed Markey of Massachusetts heads this panel. He is having to overcome opposition from Michigan Rep Jon Dingell who heads the Energy and Commerce Committee and who represents the interests of automakers in Congress. Right now the Senate has already passed legislation for a increase of fuel ecomomy to 35 mpg for all cars and light trucks with bipartisan support. Mr. Dingell is holding out in the House, by calling for economy wide legislation for climate change and for looking at the consequences of the Senate legislation more closely, moves that would put off any change for 1-3 years. Will Ed Markey be able to insert fuel economy standards into the energy bill that is now before the House?

Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...

Expensive new fuel saving technology investments at BMW to meet new pollution control standards in Europe (130 grams per kilometer) and boost fuel efficiency in the US. This year only 40% of its cars will meet 140 grams per kilometer. With a production total of 1.4 million cars BMW faces sizable investments with smaller car volume than the likes of Toyota and Honda. Cars that will be seen at the Frankfurt auto show show the direction the industry is taking. Fuel saving technologies, hybrid engines for cars by BMW and Porsche better know for gas guzzling high performance engines. With environmental consciousness high in Europe the pressures to reduce auto emissions are building up in Germany and the rest of the EU. BMW will show concept car that has the higher ride of a sport utility and the hybrid engine running on gasoline and electricity. BMW is trying to change its image to become more in line with the environmental friendly that the German public requires. Mercedes Benz will show its new fuel saving technology and Prorsche will show a hybrid version of its Cayenne SUV. The other focus in Europe on coming up with smaller cars for sale in Asia and elsewhere, and for light driving in Europe. VW is coming up with a city car concept that cand be sold in Asia and also in Europe, it has a rear engine similiar to the VW Beetle and would come in different body styles that can be built for regional preferences but built off a single platform which is cost efficent to turn out....

Fuel efficiency standards were left way below the rest of the world, just look at the graph showing Japan and Europe way above the US in fuel efficiency standards, and the US lagging behind badly. Europe and Japan with standards close to 40mpg vs the US below 30 mpg. Any sharp business person can tell one that if there was too big a gap, it would be a cause for serious concern, because the Japanese for instance would also have developed the technologies and manufacturing facilities to support the fuel efficiency standards. There were some serious dangers in falling behind. That is what has happened as the Japanese carmakers have take market share from the US in the American car market.

Problems facing GM and Ford in his view- Note the following: 1) The engineering system with chief engineer in charge of product, concurrent and simultaneous engineering. Better development system for new products at Toyota. 2) How to work with suppliers by leaving room for suppliers to make a profit while attacking every kind of waste jointly. 3) Hardest hitting point on the culture. GM and Ford have cultures that turn competent people into Dilberts. And noting that if ordinary people -Dilberts even- are put in a great business process they become great team players. 4) Customer Service at Lexus. Customers cheerfully pay more because they love the treatment. 5) Labor relations- Union and management know what does not make sense yet no accomodation has been reached, because their conversation has broken down. Womack's comments leave a lot to think about and reflects a feeling that seems to run outside of the midwest- that if GM and Ford can't get a grip on their problems and fix them other companies like Toyota can replace them. White drives a Chrysler 300 sedan diesel powered and made for European use, fast enough to go past speed limit but still gives an average of 28 miles in city and highway driving. The EPA rating for this car is 22 miles per gallon in its US V-6 model, so the Chrysler CRD 300 made for Europe has a 27% fuel efficiency advantage over its American counterpart. White borrowed it from a friend who was showing European diesel technology in the U.S. Cleaner diesel technology is spotlighted in this test drive. Also attention is drawn to fuel availability. This fall oil companies will be required to supply Americans at the gas pump with low sulfur diesel fuels on which the diesel cars with the clean diesel technology run, for cars like the Chrysler CRD 300. Automakers from Japan, Europe and the US are looking to transfer this technology developed for Europe to the US, with some improvements to meet American environmental standards, especially in lare sedans, SUV's and pickups. The statistics for US diesel use on the road are as follows: 1. About 3-4% of light vehicles in the US run on diesel. White quotes industry executives as comfortable with a JD Power estimate of diesel use by 2010-2012, or about 6-8 year horizon of 10% of all passenger vehicles. 2. John Moulton, president of the powertrain division of Robert Bosch Gmbh, forecast diesel use by 15% of the passenger vehicles in the U.S. by 2015. Use in Europe is about 50% by comparison. 3. Usage of diesel will be highest in the bigger cars and vehicles . This is where the 20-30% savings in fuel cost would be substantial enough to cover the $2000-$6000 additional cost for the diesel powered vehicles using the latest clean diesel technology. DaimlerChrysler is already moving forward with coming up with versions of the diesel models used in Europe for the American market. VW currently is the leader in the American market. About 20% of VW's sold in April 2006 use diesel. This is going up every year 12% in 2004, 14% in 2005. In 2008 VW will have all its mainstream models available in all 50 states in diesel versions. ...

U.S. auto sales increase to levels seen before the recession in 2006- with 16.5 million units sold in 2014. Sales increased by 5.9% over 2013, according to Autodata. Fiat Chrysler NV sales reached 2 million units in 2014, for an astounding recovery under Marchionne, close to the 2.4 milllion units sold by Toyota and the 2.5 million units sold by Ford Motor.

The critical exchange between oil companies and auto companies about who is at fault for the energy crisis. In one ad that ran last year, Chevron argued that "if automakers improved fuel economy across the board by just 5 mpg, we'd save over 22 billion gallons of gasoline a year." The criticism is also sparked by the high price of oil which is hurting sales of pickups and large SUV's that the automakers depend on for profits. One ad by Exxon Mobil shows a cartoon of a large SUV filling up at a gas station and hints that the problem rests with the automakers who have failed to build the kind of highly fuel efficient vehicles that are needed. The ad says that the average fuel economy of new U.S. autos has not gone up much in two decades, the small gains have been offset by the increases in the size and weight of vehicles.

The Obama administration is pushing for new U.S. fuel efficiency standards of 56.2 mpg by 2025. In May 2009 President Obama announced domestic car and light truck fuel efficiency standards of 35 mpg by 2016. Europe is expected to reach fuel efficiency of 60 mpg by 2020. This would still leave Europe considerably ahead of the U.S. in fuel efficiency for automobiles, but the gap would be much smaller. For the last several decades the U.S. has fallen sadly behind Europe and Japan in fuel efficiency. The perception of poor fuel efficiency hurt the automakers badly during periods of high fuel prices and when buyers were facing difficult economic choices. The automakers are beginning to grasp this fact. Mark Reuss, president of General Motors, commented that- "it's very challenging, but its upto us engineers to provide high value to the customer and support the environment." This is an issue that has serious national and global implications as it affects the future prices and demand for oil, emissions, and future economic growth. It would also bring the U.S. in line with Europe and Japan when it comes to fuel efficiency of automobiles. ...
