For the first time since independence in 1947 India gets a Master Plan for infrastructure development in the whole country.  All federal government ministries are pulled together under one roof. Ministries will coordinate their plans for infrastructure development. Specific investments, specific delivery times, real time monitoring will be done through digital technologies under a single master plan. Railways, highways and roads, waterways transport, energy, telecom broadband and other modal connectivity will now be done in one plan with all federal and state ministries pulled into the master plan. This will produce network effects with today's digital technologies as this has never been tried before in the world. Logistics costs of 14% of product cost will be cut by 6% to 8% under the new logistics frameworks set through this plan and the investments to be made of 100,000 crore rupees. This will boost exports and manufacturing as the new supply chains restructured after the pandemic attract foreign investment to India. European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

The pandemic and the lockdowns resulted in a sudden surge in demand in 2020 and 2021 for home delivery of goods by Amazon. Amazon expanded rapidly during this period. Now in 2022 Andy Jassy the new Amazon CEO is cutting back warehouse capacity and finding ways to reduce Amazon's size as buyers are cutting back now that the economy is getting back to some normalcy. Inventories are piling up for retailers Target and Walmart. During the pandemic Bezos set up hundreds of new warehouses and sorting centers, and employees doubled to 1.6 million from March 2020 to March of 2022. As instore buying came back and Amazon projections of long term demand turned to be too high Andy Jassy the new CEO is working on cutting back. Amazon says this extra capacity will mean $10 billion in extra costs in the first 6 months of 2022. Its stock lost about one third of its value under Andy Jassy's first year as CEO. Jassy and his team are working to sublease about 10 million square feet of excess warehouse space and renegotiate warehouse contracts. Dana Mattiolo looks at how Mr. Jassy tackled the new job of online retail with his obsession for detail, learning the new business from scratch. He was previously head of the cloud business at Amazon which generated three fourths of the profit of Amazon. Jassy says Amazon always chose the higher end of the numbers generated by its forecasting tool SCOT that showed how much warehouse and handling capacity was needed. SCOT tool generated high medium and low figures of what the demand would be and what resources were needed to tackle it. The policy of Bezos who ran the operations and delved into details during the pandemic was to not constrain sellers and buyers during the pandemic. Though not mentioned here this was a decision of Bezos that helped America tackle the pandemic in an effective way. And could be seen as a courageous move by Bezos of ignoring the risks and doing the right thing for America and the American people. It is now left to Jassy to figure out how to take corrective action but the basic policy of Bezos was done with the right intentions towards America during a period of serious danger of the pandemic when over a million lives have already been lost. ...

Much of the information Friedman says comes from Ruchir Sharma could be seen through simple observation. By the time it is written about so much has already happened. For example Tech firms crowding out innovative new firms starting from scratch is happening since 2000, from the Clinton, Bush and Obama administrations. By the time the concept makes it into the economics textbooks many years later it is obsolete. In economics textbooks of the eighties crowding out referred to governments crowding out private firms in the competition for capital. Concepts of comparitive advantage in economics textbooks were similarly obsolete when Japanese and Chinese competition in the last three decades brought into play a very different model of competition of subsidized private and state run companies focussed on dominating key industries that never made it into textbook economics and theories of experts. Comparitive advantage theory in textbooks were too simplistic not able to account for real life situations in which a determined national competitor could move up the ladder every few years in sophistication and technology to compete in products at many levels. The old textbooks simply said Portugal would make wine because it had some advantages and America with its advantages in steel production would make steel. This kind of theory put many people to sleep as other nations took over American markets- first steel, then electronics, then telecom, and then renewable energy. To protect American workers Robert Lighthizer and other American negotiators of trade with China, Japan, South Korea, used their own head and observation of what was happening. This was a better guide to the best response to protect American workers. Doing what makes sense, doing what works for final delivery point to the intended beneficiary, the American worker, or European worker, or Indian worker, provides a better way to get things done.   ...

Desmond Tutu who died yesterday, was one of the three leaders with Nelson Mandela, and De Klerk who shaped a new South Africa with an attitude of rebuilding through reconciliation that stands out in the recent history of Africa and the world. South Africa's potential and the lives of the South African people are better under a framework that brings all communities together for unity and cooperation. After years of fighting Apartheid policies Tutu headed the Reconciliation Commission when De Klerk and Mandela crafted a way out for South Africa from segregation and international isolation. After failures of the ANC under Jacob Zuma, Desmond Tutu called for changes. He also was the first to point out the failings of African countries that descended into misrule and oppression. Tutu was as important to South Africa as Mandela and Klerk in the way he made democracy work by calling it out when it failed to live up to the ideals. Born in 1931 he witnessed the transition of African countries into free nations, with some failing to achieve the aspirations that drove the freedom struggle. The son of a teacher he followed in his father's footsteps after graduating from the University of South Africa at a time when black schools suffered from crippling lack of resources.  He went to King's College, University of London on a scholarship, and earned a bachelor's and master's degree there. Living in England helped free him from the self-contempt that results from racism, he says in his 2006 biography. Like Gandhi the years spent in England gave him a sense of what could be learned from this experience in shaping the future. He returned in 1975 and fought Apartheid using Gandhi's methods of non-violent non-cooperation. In 2025 South Africa will have completed 50 years since that time and can look back at how far it has come even with the shortcomings. And the steps that can now be taken for modernization as India and other nations move forward to show democracy can effectively deliver on good governance and economic progress to fulfill the aspirations of the people for a better life. ...

900 million eligible voters in India means this is the largest election ever. The election will take place in 7 phases in April and May from April 11 to May 19. Votes will be counted on May 23. The election is for 543 seats in parliament, the Lok Sabha. Turnouts are high with 66% turning out in the last election that brought Mr. Modi and the BJP to power.  Unlike elections in Britain a lot is spent in each election, about $5 billion in the last election and double that this time. The U.S. elections in 2016 had spending of $6.5 billion as a comparison. Women vote at about the same rate as men and more women than men are expected to vote this time. Prime minister Modi won the last election with promises of development and infrastructure. He is delivering on infrastructure but building manufacturing and generating jobs in the formal sector remains a tougher task for any administration in 4 years. During the first term Mr. Modi made needed changes including introducing the GST tax to integrate India's fragmented market and get rid of a patchwork of regional state taxes. He introduced a whole range of projects and yojanas which are setting the stage for widening the middle class, and improving living conditions. Some of the problems such as the bad loans in the banking system date back to previous administrations and the government has taken steps to clean up this problem by refinancing banks and introducing a bankruptcy law. This has slowed GDP growth to about 7%. However this would have happened under any administration.  The brief war with Pakistan in February 2019 has added another dimension to this election with questions about whether this may help Mr. Modi because of his strong stand against terrorism camps in Pakistan.  In the end it all comes down to whether the public still believes the BJP party under Modi is best qualified to develop the infrastructure to modernize the country and improve services, and whether it can create enough of the manufacturing capabilities to generate jobs needed. It may not be that the BJP under Modi has  not made mistakes in the process of learning how best to tackle development, but whether a patchwork of regional parties led by the opposition Congress party is in a position to provide the strong decisive direction to make quick decisions on development. Getting the agreement of a number of regional parties such as the party in West Bengal state or the Uttar Pradesh state when it was under a previous administration of Mrs Mayawati means an even slower rate of decision making as it leads to lack of speedy decision making. Whether voters have short memories and forget the slow rate of infrastructure development under previous administrations or have a willingness to give the BJP a chance to show what it can do under Modi for development can eventually decide this election. An example of what this means is in how the Mumbai Metro is being pushed through to timely delivery- Metro Rail's head Mrs. Ashwini Bhide simply says she feels for the people of Mumbai who have suffered from delays in development of needed infrastructure for so long, with millions doing appalling rides in a creaky old rail system. In her view it should have been done yesterday. It is this attitude that can make or break the current administration, and whether it can get this message through to voters one more time. Most who have this attitude are aware that China is now laying enough concrete every two years than America did in the whole 20th century, as reported in the Guardian newspaper, and are equally passionate about delivery of services and rapid development of badly needed infrastructure.         ...

The president signed executive orders to declare a national emergency at the US Border, to designate gangs and drug traffickers as terrorist organizations, end birthright citizenship, as actions to deliver for the 87% of people in the Pew Research poll and similar numbers in NYT poll who want the US Border and immigration under control. Other actions were about the fentanyl flows from China, Mexico and Canada, not enough is being done by these countries causing 105,000 deaths in 2023 and 107,000 deaths in 2022 alone. When the Vietnam War led to 60,000 deaths there was a huge outcry, nowadays heads of responding agencies have no serious answers, the nation is not in a uproar as it should be. This is what the tariffs are about and this is why the American people do not see tariffs in the way they were used in beggar thy neighbor policy during the Hoover administration of the 1930's. Cities such as Baltimore are hardest hit. The Indian Supreme Court on July 27 upholds the core amendments to the Prevention of Money Laundering Act (PMLA)  which gives the enforcement authority, the Enforcement Directorate ED, the powers to make summons, arrest, and other powers to enforce the law. The Supreme Court called the PMLA a law against "the scourge of money laundering." After independence in 1947 some of the problems that Mohandas Gandhi witnessed in the early Congress party ministries allowed by the British in the 1930's became a part of the political fabric as accepted ways of operating. It is only in the last decade that these practices have come to be seen as inconsistent with the development of the country and ones that would have been rejected outright by Mohandas Gandhi as inconsistent and repelling to his India of Hind Swaraj. In a 545 page judgement the Special Bench of Justices AM Khanwilkarm Dinesh Maheshwari, and CT Ravikumar, stated that- "This is a sui generis (unique) legislation... The Parliament enacted the Act as a result of the international commitment to sternly deal with the menace of money laundering of proceeds of crime having transnational consequences." Mohandas Gandhi would be appalled by how elected ministries operated in the India that followed in the first decades after 1947. Not only were some of the basic principles of honest government being violated, it was being done with such impunity that over time it crept into the culture of how things operated in India, destroying any confidence the people had in the responsibilities of government and its ability to deliver on those responsibilities. The Supreme Court has now taken up the task of restoring some of the integrity of Gandhi's Hind Swaraj with its statement that- "Money laundering is an offence against the sovereignty and integrity of the country." Money laundering the SC says is "every process and activity", direct or indirect dealing with the proceeds of crime. Justice Khanwilkar wrote: "Today, if one dives deep into the financial systems, anywhere in the world, it is seen that once a financial mastermind can integrate the illegitimate money into the bloodstream of an economy, it is almost indistinguishable. In fact the money can simply be wired abroad at one click of the mouse. It is well known that once this money leaves the country, it is almost impossible to get it back. Hence a simplistic argument  that Section 3 (offence of money laundering) should only find force once the money has been laundered, does not commend to us."   ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. As the coronavirus surges in India with over 300,000 cases a day on April 26, a clear picture on the vaccination drive in the country is critical. The following is the picture of the vaccination progress from Union Health Ministry in India as shown in The Hindustan Times. India has vaccinated 140 million people with at least one dose says this report in The Hindustan Times.  On Saturday 24th April 2.4 million doses were given for that day at 8 pm. This was done over 99 days. This means about 12% of the population of 1.2 billion has been vaccinated.  This compares with the vaccination in Germany for about 21% of people vaccinated with over 18 million getting the first dose in Germany by around April 25. Both Germany and India have suffered from vaccine shortages, some skepticism about vaccinations. Gradually sentiment is shifting in both countries so that once skeptical Germany now has about 75% of people willing to take vaccine on April 25, 2021. In India about 6 million healthcare workers have 2 doses of vaccine, and about 9 million have 1 dose. About 6 million frontline workers have 2 doses and 12 million frontline workers have 1 dose of vaccine.  There is a shortage of vaccine supplies and a bold decision was made by the Indian government on April 25th 2021, after the surge of cases to a world wide maximum of over 300,000 cases a day. The decision was to give immediate regulatory approval for the three major vaccines in the US to be brought and used in India. And delivery will be speeded up - no customs duties and fast processing of supplies access to speedy logistical supply routes. This is a huge step forward for the vaccination drive as this means Pfizer, Moderna and J&J vaccines can now be used in India. The government is also urging the companies to make in India or export to India with prices that provide flexibility in pricing for the private market. The locally produced Covishield Astra Zeneca based vaccine produced by Serum Institute will be allowed to be sold to the private market at 600 rupees or close to about $10. Pfizer and Moderna, J&J can price in a way that would be somewhere around this price range. The access to more vaccines and the ability of the companies to make a reasonable profit in the Indian private market means that vaccine supplies should open up in May and June.  This could give a huge boost to vaccination numbers so that India's vaccination percentage of population vaccinated should keep up with that in countries like Germany and France that were slower to get started in Europe but are now catching up quickly. This is a massive achievement because the population numbers are huge compared to Europe. ...

Daniel Howes of the Detroit News thinks there are cultural clashes inherent in a threeway Fiat-Opel-Chrysler combination. His view is that Fiat may be biting into more than it can handle, considering the failure of the GM-Fiat alliance, and the Daimler- Chrysler combination. And the Germans at Opel are not happy with the way they see GM has treated them, so how would it help for Fiat to come into the picture? The Germans love the Italians, says one German Howe talked to, but don't respect them. And the Italians he says, respect the Germans but don't love them. Howe refers to the Renault-Nissan combination as successful, but one that took years to build to deliver commonly engineered cars. But the car industry has been poorly run, without vision and with complacent management, unwilling to try new things and recreate and renew. In other industries efforts are made to build transnational combinations with differing degrees of success. Take the work of the French, Germans and the Spanish in Airbus, in overcoming different cultural factors and pulling together to learn from each other, when given good leaders, on the Airbus 380 project. On Fiat's Marchionne's behalf it could be said that this is a new Fiat, run by a younger generation of Italians, who have a lot of youthful energies and freedom to innovate and improvise. Marchionne himself is more Canadian and European, places where he has spent most of his life, than Italian. And he has take a decidedly different view of things from what the old view holds as being Italian, in building the new Fiat he has done things very differently. In fact there may be less of a country view here, than a management culture view. All nationalities aspire to a good management culture of innovation, and freedom to improvise and respect for one's ideas and thinking, good places to work in. People of all nationalities, Italian, German and American, for the first time, especially the younger people, may see that the one thing they value most and share is the desire to start fresh and take initiative, improvise and work together to do the impossible. The common enemy of Germans, Italians, Americans,French, and other nationalities, may be simply the artheroschelorisis of complacent management, that freezes initiative, does not delegate more responsibility to the young and give the freedom to try new things, bureacratizes the corporation into rigid hierarchies that lack speed, and take no risks to achieve the impossible. He points to the steady efforts of the Obama administration to improve lives of ordinary families as working based on the Census report though results have taken time, and could have been better. Janet Yellen at the inequality conference of the Boston Fed in 2014 pointed out the problems of 62 million households having net worth of about $10,000, and why this was running against the American idea of a better life for all Americans. Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. A shift in priorities away from focussing on high growth to lower sustainable growth was announced by China's premier Wen Jiabao at the National People's Congress, China's parliament, in March 2012. This shift will reduce investment in infrastructure, power generation and exports, which will affect the level of imports of commodities from commodity producing nations in the Middle East, Australia, Canada and Brazil. It should increase imports of software, computers, entertainment, tourism and high tech goods from the U.S. and Europe. Chinese leaders have said they would make this kind of shift for some years now but growth has consistently increased more than the target rate, and domestic consumption as a percentage of the economy has actually decreased in the last decade. Now 9-10% growth rates may be a thing of the past and the target of 7.5% set this year may be actually closer to the real figure. The Chinese leaders have belatedly realized the need to make these changes now because slowing markets in Europe -which is seeing declining growth and high unemployment- and in the U.S., make the issue impossible to avoid. Wen told the Congress: "Accelerating the transformation of the pattern of economc development... is both a long term task and our most pressing task at present... Domestically it has become more urgent but also more difficult... to alleviate the problem of unbalanced, uncoordinated and unsustainable development." This is his way of saying that its unavoidable and better to start in earnest now, and at the same time recognizing the resistance to change from the stateowned companies and the other interests who have benefitted from surging growth, and now occupy a central role in the power structure. An opinion article in the People's Daily, China's official newspaper, said: "imperfect reforms are to be preferred to a crisis caused by no reforms." The World Bank's president Zoellick is respected by the Chinese leaders. He also urged them to make changes now. The recent report of the DRC, China's planning research arm, and the World Bank, also laid out the new direction away from a focus on infrastructure to domestic consumption. The fear is sudden deceleration in the absence of policy action. The impact of this will be negative for commodities over time, leading to slower growth in Australia, Brazil, and Canada. It should boost imports from Europe and the U.S. of high tech, consumer, pharmaceutical goods over time....
