The Obama administration delays a decision on the Keystone pipeline till after the 2012 election. State Department officials say they will extend their review of the 1700 mile Keystone pipeline so that Nebraka's objections about the pipeline route affecting drinking water from the Ogallala Aquifier - which provides drinking water to Nebraskans- can be addressed. Kerri Ann Jones, of the Bureau of Oceans and International Environmental and Scientific Affairs, says choosing a new route inside Nebraska will mean a new environmental assessment is required, taking an additional 15 months. In addition to environmental concerns, the Obama administration is concerned about how approval would affect enthusiasm for Obama's re-election in 2012 among environmentally conscious voters. TransCanada officials point out that of the 14 routes considered in the review by the State Department, one route entirely bypasses the Sandhills region and the Ogallala Aquifier, and six routes reduce the pipeline mileage crossing Nebraska....

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. Mexico is likely to move ahead with long term deep water oil exploration tenders in 2015, and delay tenders for shale and other oil fields. President Nieto's popularity has dropped to 40%, an all time low, reducing political capital. Other problems are staffing the agency that will put together the bid round, which will take time. The initial bids for 109 exploratory blocks and 60 production fields were earlier planned for 2015. Shallow water fields are likely to go first. Oil companies are expected to be choosier in making investments at the current oil price, yet retain interest in long term deep water oil exploration.

Analysts are forecasting an average oil price of $106 for 2011, according to FactSet Research Systems. Brent crude is $110 a barrel in the third week of August 2011. This implies Brent crude has to be at an average of $95 for the remainder of 2011- suggesting a decline of 14% from todays levels. Share prices of European oil companies Royal Dutch Shell, BP, Eni and Total are priced for long term crude oil prices at $75 per barrel, according to Citi.

Denning says that because of the enormous repercusions on Iran's economy of a war in the Persian Gulf, a more likely scenario is not the cutoff of supplies of Iranian oil altogether but a smaller list of buyers for Iranian oil, making Iran sell the oil at a discount. Saudi Arabia's and Libya's added production would bring more oil to the market. The impact will be larger on Europe because of the decline in the value of the euro, with Brent crude on a 12 month average basis costing 14% more now than in the peak price in 2008. By comparison in dollar terms the comparable figure is 4% higher for the U.S. At a price of Brent crude of $120 in 2012, according to Citigroup, energy costs would take up 9% of world GDP, putting pressure on a economic recovery in Europe and the U.S.

Increasing supplies of natural gas in the U.S. will play out over 3 decades and reshape industry and manufacturing in the U.S. A new study by the University of Texas and funded by the Sloan Foundation of the Barnett shale rock formation shows that large quantities of natural gas are available that can be drilled at a cost of $4 per million BTU. This is only slightly higher than the current price of $3.43. This makes the increasing supply of lowcost natural gas a multi decade development, according to the Bureau of Economic Geology at the University of Texas.

Forecasts show global oil output exceeding demand by 630,000 barrels a day for the fourth quarter of 2012. This is partly the result of extra oil supplies coming in from Saudi Arabia to counter the situation with Iran at the same time as oil demand is slowing with the economic slowdown in the U.S., Europe and China. Prices of crude declined to $85.73 a barrel on the Nymex, and $107.85 for Brent crude on the ICE Futures Exchange on Oct. 24, 2012. Goldman Sachs cut the 2013 price forecast for Brent crude to $110 a barrel from $130. Earlier the QE III monetary easing by the U.S. Federal Reserve had rallied oil prices because of a weakening of the dollar.

Saudi Arabia, Russia, Qatar and Venezuela sought to stabilize oil production at January levels to support oil prices. Canadian tar sands oil production from Alberta faces increasing competition from production by Bakken oil fields in N. Dakota. The increasing production from Bakken fields in the U.S. and the lack of pipeline space to bring oil from Alberta to the U.S. is putting the more costly projects on hold. The costlier projects have costs of about $100 a barrel with crude prices dropping below $90 in the U.S. Projects using steam to get bitumen to the surface are viable at $50 a barrel, other projects that require mining the bitumen to make synthetic crude have costs upwards of $100 a barrel. Costs are rising quickly with the cost of geoscientists going up 14.5% in 2012 and salaries over 200,000. Production workers make $35-$39 an hour and can make about $170,000 a year. The boom has pushed costs higher each year. Suncor Energy, the largst producer, is reviewing the viability of large planned multibillion upgrading and mining projects and cutting capital spending in 2012 by 11%. By 2020 oil sands output is forecast to double from the 2011 figure of 1.6 million barrels a day, according to the Canadian Association of Petroleum Producers. In 2012 about 50% of production is from the costlier mining operations....
