Moody's senior analyst based in Beijing, Yvonne Zhang, says China's National Audit Office's estimate of the banks loans as part of China's total local government debt of 10.7 trillion yuan ($1.65 trillion) is understated. The Audit Office estimated bank loans to be 8.5 trillion yuan. Moody's says this is understated by 3.5 trillion yuan or about $540 billion. Moody's sees the delinquency ratio of these loans between 50 and 75%. With these figures it sees 8-12% of bank loans in China's banking system as non-performing loans.

The PBOC, China's central bank, injects $65 billion into China's banking system in Dec. 2014 to get banks to increase lending as the economy slows further. Experts say the growth rate is likely to drop below 7%. At the same time the central bank and economic policy makers are concerned about excesssive debt in the economy, shadow banking and local government debt risks. It cut benchmark interest rates by 0.25% in 2014. Other risks are developing as the property market cools off and investors shift investment to equity markets creating a surge of 50% in the Shanghai and Shenzen stock exchanges for 2014. As a result economic policy is not as effective in today's environment.

Russian president Medvedev offers his view of the protests in Russia, that Russia is entering a new stage in the development of its political system. Medvedev told his United Russia party: "We are entering a new stage in the development of our political system and we should not close our eyes to that. It has already begun... It began because the old model- which faithfully and truly served our state in recent years, and did'nt serve it badly, and which we all defended- it has exhausted itself." Anil Ambani's Reliance Communication's is being investigated in India's Telecom scandal.The shares of his public companies have fallen by 50% or $17.9 billion since August 2009, according to an estimate by Bloomberg. A report by Kotak Securities Ltd, says Reliance Communications reported higher revenue numbers to investors than it showed to telecom regulators. This has led to a government audit of Reliance Commmunications. The market value of his publicly traded companies fell on Feb 9, 2010, by $2.9 billion, when an Indian accountants association questioned Reliance's finances that day. Total debt of Reliance Commnications, Reliance Power and Reliance Infrastructure Ltd, is $10 billon larger than cash and equivalents according to Bloomberg.
