Mr Wolfson and Ms. Gibbs are deputy mayors of New York City. Here they list all the efforts made by Mayor Bloomberg to fight poverty in New York City and help the homeless during his years in office. They cite a 28% reduction in street homelessness since 2005, a 22% drop in school suspensions, a drop in welfare rolls by 25% with 900,000 New Yorkers moved from welfare to work, and a poverty rate that is flat over the last 12 years while the poverty rate in the U.S. is up 28%. They point to the last Bloomberg budget allocation of $9.2 billion for services to the poor and homeless- 83% higher than Bloomberg's first year in office. Of this $981 million was for services to the homeless, double that in 2002. 175,000 units of affordable housing were built.

About 11% of student loans outstanding amount were over 90 days past due in Sept. 2012, increasing from 8.9% at the end of the second quarter 2012, according to the Federal Reserve Bank of New York. This now exceeds the figure for credit cards. U.S. student loan debt is now at $956 billion for the third quarter 2012, increasing by 4.6%. About 93% of student loans made in 2011 were made by the U.S. government, which is promoting access to loans without asking for information about borrowers finances and education plans and ability to pay the loans back. Because student loans have to be paid back and are hard to discharge even in bankruptcy, this means many borowers who cannot find jobs are deep in debt, and unlikely to get loans for many years for cars and other needs. Moody's warns of a wave of student loan defaults in coming years.

Because the women work at odd hours of the night to keep in touch with westen countries clients in different time zones this is a very real issue. The cases of a Wipro and a HP employee in India being raped and killed and drivers charged bring to light an important issue for women employees at software companies and companies in general in India. It is important to attract talented employees for companies to have the best arrangements for safe transportation at additional cost. Parents of these young women and the women should feel that its just as safe as for men for them to work or travel at night. In this case the Supreme Court decision was to let stand a lower court ruling that Mittal CEO of HP Global Soft was liable for prosecution in the case of a rape and killing by a driver of a HP employee, because the company had hired the driver and made the transportation arrangements that led to this death....

Are there constituent "nations" or "nationalities and regions" in Spain? Seven people drafted the Spanish Constitution that was signed by King Juan Carlos I of Spain in 1978. Two from Catalan region wanted the word "nations" instead of "nationalities and regions" instead the pro-Spain supporters including aformer minister in the Franco government wanted to keep the words "nationalities" to limit the interpretation of self-government to one that would be within Spain. Today a far right party wants to se the clauses that give self government to regions and nationalities removed from the Constitution. Catalan independence supporters say the Constitution allows the right to call a referendum. Left parties see the promises for housing, healthcare and pensions as too vague in the Constitution. What was seen as a huge advance in the early years of democracy in Spain are now seen as creating room for dissension and strife in Spain, with a fragmentation in the political parties and loss of confidence in the two main parties.   ...

Peggy Noonan reflects on the deep changes taking place in America. Behind the changes is a strong feeling in the middle and working class that it has been ignored by the establishment in both parties. She points to Citizens United and says it is bad for the Republican Party, encouraging large donors and hedge fund billionaires, making the party less accountable to ordinary people. The Clinton's fundraising also raises similar questions. Trade policies depressing wages have worked against the working class, yet espoused by politicians of both parties. The young supporting Sanders, she says have seen little to show capitalism is working for them. At 79 years, Wilbur Ross will be one of the oldest people serving in any administration, as he serves as Commerce Secretary in the Trump administration. Wilbur Ross is best known for the turnaround efforts in the steel industry. In 2002 he acquired LTV Corp, a third largest steel producer in the U.S. facing tough times and legacy costs, for $125 million in cash and $200 million in environmental liabilities. In 2005 he sold his International Steel Group to Arcelor Mittal for $4.5 billion, and is still an independent director on the Arcelor board. Ross's earlier experience was as a bankruptcy specialist at Rothschild Inc. in the 1970's working on restructurings at Texaco, TWA and Continental Airlines. Analyst Charles Bradford is cited in this report by WSJ's John Miller, who competed with Ross in restructuring proposals for failing assets, and describes Ross as working harder and being tougher to make the deals. Some of these restructurings involved cutting pensions and large layoffs. The entire U.S. steel industry faced problems from foreign competition and legacy costs at the time. This included representing bondholders for Taj Mahal Casino in Atlantic City. At the time Ross told creditors considering seizing the asset for a possible missed payment that it would be better to keep Trump in charge for Trump properties as they would be worth more with Trump inside. This led to Ross later providing critical backing for the Trump campaign and raising money from the business community. Mitt Romney had similiar work at Bain Capital in turnaround of failing companies, later turning to politics as Governor of Massachusetts, and 2012 Republican nominee for president. Both Romney and Ross have come under criticism for their role in cost cuts at companies involving layoffs and cutting worker benefits. ...

There is the Irish backstop which they oppose. Keeping open the border between the two Irelands- Northern Ireland as part of Britain and Ireland as a EU country is important to preserve peace achieved through the Good Friday Agreement between the Catholic and Protestant communities.May wants to keep the border open. Far right Conservatives see this as keeping Britain connected to the EU in some way which they oppose. They stubbornly hold onto this view. Add to this the opposition from the Remain campaign which sees leaving the EU as bad for Britain's economic future. Some Leave supporters now see the dangers of Brexit, especially leaving with no deal made with the EU. Most of the Labour Party members fall into this group. What happens if parliament rejects May's deal by a small margin? The deal would be renegotiated with the EU to tweak it for more support. What happens if parliament rejects it with a huge margin? This would result in several options. May could call a general election. Britain could have a second referendum on Brexit. Or in a chaotic situation Britain could leave the European Union without a deal altogether, something everyone wants to avoid because of the disruptions it would cause. May is using this risk as  a way to persuade reluctant MP's but it may not work.     ...

Schools, shops, restaurants, cafes and offices are reopening and people are getting back to work and outdoors. What are the ways to reduce chances of getting the coronavirus and what is the latest advice from public health experts.  More attention is now being given by CDC and other experts to the aerosols, the smaller particles that are airborne that can spread the virus to people unawares in breathing, talking and singing activities. larger droplets come down to the ground, smaller droplets can be airborne for hours. This makes masks wearing very important, call it essential protection. Air filtration and proper ventilation is also important. What about social distancing? Experts now say 6 feet is good, 10 feet is better. This is from Joseph Allen director of the Healthy Buildings program at Harvard School of Public Health. No magic number but 6-10 feet or more is good for safety. Can one start expanding one's social circle? The fewer contacts the better says Dr. Allen. You can he says expand the circle but this depends a lot on how serious the other family is in taking precautions. Are elevators risky? If one can one should take stairs but do not board a crowded elevator unless the lobby is more crowded. Do not touch buttons, if you do use elbow or use sanitizer from your shirt pocket after pressing. This is where mask is essential. Here a tip is useful. Talking does not help as talking emits 10 times the particles than when you are quiet and this is true for small spaces such as elevators. Continual talk is not a good idea such as a long time spent talking, here watch that habit of getting into long conversations face to face.  Is it good to take a summer vacation. Here the answer is yes, as no one really knows how the winter will be. And remember outdoors is good for renewal of health, and one can look for places that are not crowded where the 10-12 feet or more can be easily done. One tip here is to take your own food and supplies from home so there is no need to go to crowded restaurants. Swimming in a lake or ocean is fine. Camping outdoors is fine and actually a good idea if you are with your own family. Try to use an empty restroom and one that is clean and wear the mask. While camping keep the 6-10 foot rule with people outside your immediate family, do not share food and drinks and try not to touch each other's supplies, and sanitize your hands or wash if you do. When hiking keep the mask in your pocket so you can wear it when you see others passing on trails. In hotels skip the cleaning service, in a rented property ask the owner to keep the windows open before you arrive, and put a day or two between your coming and the last person who rented the place. Renting a car is tricky allow a couple of hours to elapse between you and the last rental, open windows. Public restrooms. Always wear a mask many are poorly ventilated. Open the door without use of hands if possible,or use a paper towel to open and discard. Do not use air dryers. Is it safe for your house cleaning person to return. Keep the windows open to let in fresh air. Make sure your cleaner wears gloves. And all should wear masks. How to visit grandparents? Experts advise keeping visits outside and wearing masks when not 6-10 feet apart. Anyone not feeling healthy should avoid the visit. And bathrooms should be sanitized after people leave even wait a day if there is another bathroom. Experts advise against sharing food and buffet type meals. Ten feet distance is better than six feet. Can one use a gym? Here the advice is to exercize outdoors or at home if one can. It says be cautious unless your gym is limiting the number of people or spacing the equipment adequately. Ask about open windows, air filtration systems, ventilation.  This is excellent advice from experts with the latest information. Over the last few months from March to May most of the information was during lockdown, and a lot can be forgotten or seen as not necessary as things return to normal, as shops schools and cafes, office reopen, and cases remain steady and under control. Being vigilant is good for safely navigating this period through the summer and into winter till a vaccine is found. It is also about being a good civic minded person aware of one's own responsibilities, as when all take safety seriously and practice it everyday, it builds another layer of protection for everybody- because it creates a safer environment for all.     ...

Jeb Bush opens his election campaign in Florida where he was two term governor, and addresses the crowd in Spanish. Jeb Bush met Columba Garnica de Gallo, a Mexican girl when he studied in a foreign exchange program in Leon, Mexico in 1970, when he was 17 and she was 16. Jeb Bush was assisting in the building of a school in a small village outside Leon, as part of a program at Andover called Man and Society. They were married in 1974 in Austin, Texas. Jeb Bush received his BA in Latin American Affairs at the University of Texas at Austin. His earlier schooling was at Andover, Massachusetts. He is the only candidate with deep personal and educational connections to Latin America coming from the traditional political elite. Columba's personal story as the daughter of a migrant worker who left the family when she was three, and her championing of causes related to women and domestic violence add a different aspect to the Bush story, seen as a privileged family. This makes Jeb Bush unique in the Republican Party- unlike Marc Rubio and other candidates of Cuban ancestry from the Miami area- with deep roots on both sides of the American story, and spanning generations from Columbus, Ohio to small towns in Texas and Mexico. Rubio's parents immigrated from Cuba in 1956 under the Batista regime later overthrown by Fidel Castro. The election campaign gives Jeb Bush an opportunity to create a consensus on issues relating to minorities, immigration and the struggling middle class. In a Republican debate in 1980, Reagan said "Rather than put up a fence (between Mexico and the U.S.) why don't we work out a recognition of our mutual problems." To which George Bush Sr. said: "They are good... strong people. Part of my family is Mexican." It is an opportunity to build connections to Latinos in the U.S., and rebuild the Republican party's connections to Hispanic Americans, closing the gap with the Democratic Party. This will be good for the country to move forward....

Petrobras set a record for emerging market debt issues by exceeding the $7.5 billion bond sales by Venezuela in 2007 and earlier sales of $7 billion by Qatar and Russia, according to Dealogic. It made a $11 billion bond sale to investors in May 2013 with bonds maturing in 10 years priced for yield of 4.522%. Petrobras plans to spend $237 over five years for new deep water offshore fields in the Atlantic which require advanced technology and large investment. Petrobras bonds traded at about $1.10 on the dollar in May 2013, after reaching a high of $1.15 in 2012, according to MarketAxess BondTicker. Petrobras is one of the biggest emerging market bond issuers, and investors were becoming cautious because of the large issuance and government involvement in Petrobras. Yet with 10 year Treasurys yielding 1.922% investors looking for high yields placed $40 billion in orders in New York on May 13, 2013.

Pemex's new CEO, Emilio Lozoya, and his plans for improving the oil company's operations. He sees the opportunity to create efficiency and savings for Pemex as large because of the way the company has been run upto now. In this interview by Jose De Cordoba and Laurence Iliff, the new CEO cites as one example that only one airport in Mexico receives jet fuel by pipeline, the airport of Mexico City, the rest receive it by trucks. Lozoya is the son of a former energy minister. He is 38, has a Masters degree in economic development from Harvard and worked as an investment banker in New York. Lozoya says he will draw from the experience of other countries, including Brazil and Colombia which have sharply increased oil production after making their oil companies more competitive and transparent. In this interview he announced plans to setup a separate company to explore and produce shale gas and deep water oil in the U.S.

Now that the protestors have been forcibly removed from the park, it is the responsibility of the Mayor to keep his promise to let the demonstrators continue their protest against income inequality, says the editorial. The concern is that the end of the protests at Zucotti park could end up quashing the entire protest movement, which serves to draw attention to serious issues in a democracy.

U.S. president Trump's 2017 budget is an effort to reshape spending priorities by the Republican party. Apart from Medicare and Social Security all other entitlement programs from the days of Lyndon Johnson's Great Society are subject to cuts. Deep cuts to Medicaid and food stamps, including introducing work requirements. The philosophy behind it is that compassion will now be measured not by how large these programs are but by how much the government can get people "off these programs and back in charge of their lives,"  according to Budget Director Mulvaney.  The cuts are $616 billion to Medicaid and Children's Health programs, $193 billion in cuts to Food Stamps, $143 billion in student loans, $72 billion in disability programs. The overhaul of the Affordable Health Care Act is part of this change. The reallocation would put more money into infrastructure for $200 billion, and in tax cuts, $19 billion in a parental leave program and $29 billion for veterans programs, plus added spending on the military. William Hoagland of the Bipartisan Policy Center, a Republican who worked on budget issues says it will be politically difficult as the cuts to lower income groups come with tax cuts for small businesses and higher income individuals.  Beyond the policy priorities there is an area where both Republicans and Democrats are skeptical of the budget. This is how it impacts the U.S. debt. Under Congressional Budget Office estimates the U.S. debt as a percentage of GDP which rose to about 75% after the Great Recession starting in 2008, is projected to grow to about 85%. In sharp contrast the Trump administration estimates of the Office of Management and Budget are for it to drop to 65% based on rosier estimates of 2% inflation, 3% growth for the decade ahead. Experts say this is unlikely once the Fed raises interest rates and the unemployment rate currently at 4.4% leads to rising inflation, undercutting growth which has remained below 2% for a long period. These concerns are also voiced by Hilsenrath in the WSJ based on the experience of other countries such a Britain that cut corporate taxes without seeing an uptick in economic growth. ...

Local customs, tradition and history of development play a part in each region. This is the message from Islamist politicians who want to bridge the differences with the USA in the northwest frontier province of Pakistan. They want to keep some of their Islamic ways of life and still work with the US. These Islamic organizations are working to reduce the violence in the region and promote democratic discourse and electoral representation. This is happening amid widespread mistrust of the U.S. of all Islamist politicians. There are negative perceptions about things Western which are not automatically accepted in these highly tradition bound areas of Pakistan, especially the Afghanistan border regions. Some kind of rapprocement could bring peace to the region and cool growth of militants. Is there a basic misunderstanding of the area and are their other more gradual ways of bringing these areas into the mainstream. Of modernizing these societies over time so they gradually accept women's rights, education and development as opposed to the sudden onset of change. One sign - these areas need hospitals, they need roads and there is no disagreement about this. Once they see the benefits of development and militancy drops then it s easier for them to understand the benefits of schools for girls, women's rights, and education and all other development. Its like the American South trying to baccept negro rights after years of blatant racism, took some time but now some of the southern states can't even be recognized from what they used to be in their perception of black people....

A gradual deterioration in people's confidence in government from illegal activities was the threat XI Jinping saw early by 2013, after over 60 years of a single party running China. It has affected his entire outlook on what China's policy needs to be for its long term interest in modernization. A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

Democrats face an uphill battle to recover lost territory during the Obama presidency. The efforts to promote Trans Pacific Trade Agreement by Obama against the interests of the unions, working class Americans, is one example of the way president Obama had alienated working class Americans. By being too close to Silicon Valley and failing to understand the changes in states with blue collar workers Democrats lost some of the working class base that had always voted Democratic. On social issues the party drifted too far in one direction in appealing to small groups and in the process drifting away from blue collar workers who were Democratic in the past but did not share the same passion for these issues. About 90% of better educated Americans were liberal yet among blue collar workers who had voted Democratic in the 1990's only 60% were liberal in the same way. The changes in America's landscape with the shift of manufacturing centres away from cities such as Pittsburgh to blue collar suburbs stretching from Michigan and Wisconsin to the Carolinas and the Deep South, created a new blue collar worker base that was more aligned with Republicans on social issues such as abortion, LGBT, and gun control. As a result the conservative base of the Republican Party now finds itself aligned with the blue collar worker, while the Democratic Party in places like New York and California is more aligned with the workers in the financial industry and in Silicon Valley. The improving economy gives more room for Republicans even with policies that might not help its new working class base as it strives to meet policy demands from wealthier Americans in the Republican Party.   ...

Apple's senior vice president Eddy Cue, says all of the textbooks on the iPad will be priced at $14.99. The way this works is that McGraw Hill instead of selling the textbooks to public schools for $75, will sell the book to a student for $15 for one year. At which point he can keep the digital copy but cannot resell it or pass it along to another student. New students will have to buy a new digital copy. Apple will get a cut on sales which could be about 30%, some of this will be made up from the absence of printing and distribution costs for McGraw Hill.

Robert Lighthizer, was deputy trade representative for the Reagan administration. He says, trade is one area in which the establishment has simply got it wrong. In this area there is little difference between George Bush, Bill Clinton, Obama and Republican politicians. It is one area, he says, where the feeling that elites are thwarting the will of the voters resonates most. He says the talk about America's decline, and the idea that the 21st century belongs to China, leaves voters unconvinced that our trade policy is working for America. For voters who are unconvinced, it makes sense to have a nationalist trade policy that takes on foreign abuses and fights for American interests. He cites 2 statistics that worry these voters. One is the huge trade imbalances that require the USA to sell hundreds of billions of dollars in assets each year. The value of foreign investments in the USA exceeds the value of American investments abroad by $2.74 trillion, and China by itself has $2.5 trillion in foreign currency reserves, mostly in dollars. The other fact is that while the trade deficit for the last decade was about $4.3 trillion for the last decade, America also lost 5.6 millon jobs. And its becoming increasingly clear that as with managed currencies such as the Chinese yuan, and other trade practices, the rest of the world is stacking the free-trade deck against us. ...

Fiat's 35% stake in Chrysler was obtained not for a cash investment, but mainly in exchange for covering the cost of retooling a Chrysler plant to produce one or more Fiat models to be sold in the US. Fiat would also provide engine and transmission technology to help Chrysler introduce new fuel efficient small cars. This purchase would see the Cerberus 80.1% stake in Chrysler diluted. It would not affect the 19.9% of Chrysler that is owned by Daimler. As part of the Fiat deal Chrysler is supposed to restructure the $9 billion in debt it has on its books. Cerberus may lose billions on the deal, but it faces an even bigger hit if it is forced into Chapter 11 bankruptcy protection or it continues running Chrysler into an even deeper slump in auto sales in 2009. The Fiat deal is the only thing that Chrysler has to show that it should keep the government loan of $4 billion and get additional funds if needed to keep the company runnning. Chrysler did not show any new models at the North American Auto Show in Detroit recently and has practically ceased product development. For Cerberus this is the exit plan and ends any prospect of making the Chrysler deal work. Cerberus acquired Chrysler by mortgaging all of Chryslers plants and assets for a $12 billion loan from a group of banks, JP Morgan, Goldman Sachs, and Citigroup. ...

The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. Mr. Abe's reference to the view that Japan acted in this way after western powers isolated it and that Japan's empire building helped overthrow western colonialism, says the editorial is a misrepresentation of the facts of history, because Japanese colonialism and ideas of racial superiority were spread throughout Asia. Abe's apology stands in contrast with the apology offered by Emperor Akihito which expressed "deep remorse"...
