Mexico's Pemex Looks to Tap U.S. Shale

Pemex's new CEO, Emilio Lozoya, and his plans for improving the oil company's operations. He sees the opportunity to create efficiency and savings for Pemex as large because of the way the company has been run upto now. In this interview by Jose De Cordoba and Laurence Iliff, the new CEO cites as one example that only one airport in Mexico receives jet fuel by pipeline, the airport of Mexico City, the rest receive it by trucks. Lozoya is the son of a former energy minister. He is 38, has a Masters degree in economic development from Harvard and worked as an investment banker in New York. Lozoya says he will draw from the experience of other countries, including Brazil and Colombia which have sharply increased oil production after making their oil companies more competitive and transparent. In this interview he announced plans to setup a separate company to explore and produce shale gas and deep water oil in the U.S.

The task of changing Petroleos Mexicanos and execution following the passing of the new oil law in Mexico rests on the shoulders of Lozoya. The promise of a better future for Mexico and Mexicans rests on good execution and improving competitiveness of Pemex to develop Mexico's large oil and gas reserves. For the U.S. this provides a real opportunity to reduce dependence on the volatile Middle East for oil and strengthen the North American manufacturing sector.

Pena Nieto's effort to navigate the difficult waters of Mexican politics and public sentiment to modernize Pemex operations with technology from major oil companies. The changes to the constitution requiring a two thirds majority is made possible by prior agreement with the opposition PAN party. A majority of public opinion, about 65% according to some polls, is opposed to the changes. Passage is made easier by making agreements similiar to Malaysia, Iraq and other countries, with Mexico not giving ownership to foreign oil companies, only paying for a portion of the oil in production sharing agreements.
