He was chief of staff for an army task force during operations to overthrow the Taliban in Afghnistan so his work with Afghanistan goes back many years. He is a field and hands on kind of guy, and at the same time has the intellect and listening ability to coordinate things with others, which may be badly needed here.

The WSJ editorial says Gen McChrystal may bring the qualities of flexibility and imagination, and intellect, the way General Petraeus did to the war in Iraq. It says Defense Secretary Gates did well with President Obama to bring achange of leadership to the American effort to bring security to the Afghan people from the Taliban militants. It was the leisurely way the NATO effort proceeded under Gen. McKiernan in building the Afghan army- the only remaining institution that commands confidence in the country - that WSJ faults for having gone on too long. The other institutions like the corrupt police, and the failing government of Hamid Karzai, along with the spread of opium farming in the south have led to further deterioration in security.

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. The government of Hamid Karzi released Mr Dastagir from jail 2 months ago even though he was aTaliban commander in an area near Turkmenistan. This fuels feeling among ordinary Afghan people that the corrupt or criminal can get themselves out of jail. In this case the tribal elders who advocated his release may themselves have faced threats from the Taliban and argued for his release. He was killed in a US pinpoint bombing raid.

The Economist points to ways in which the effort in Afghanistan might see success. More troops on the ground to avoid civilian casualties from air attacks and bombings which can antagonizepeople and create more young militants exposed to religious extremist propaganda, huge investment in development, piecemeal arrangements with the local tribes and powerbrokers including the Taliban, help to Pakistan and concentrating its mind on the effort in its frontier areas so close to its capital Islamabad. At the same time building support inside Pakistan for a liberal state that remains Islamic but keeps religion out of the state, and builds alasting peace in South Asia without getting mired in conflicts like Kashmir which it calls "intractable disputes" that may be bypassed for an overall peace.

Ryan and Scott point out the importance of upward educational and economic mobility for working class and middle class people. The 2 Republican leaders say education, work, opportunity and accountability for federal spending in anti-poverty programs are critical parts of their program for addressing the problem. They suggest trying different solutions by giving states more opportunity to try different solutions.

Just the idea that Starbucks was planning to open 1600 stores this year tells you that something was going to give at this breakneck rate of expansion. There's just no way training of employees let alone finding enthusiastic employees interested in giving first time and repeat customers a real warm friendly and exciting experience of the Italian expresso cafes that Schultz visited in the eighties, the sense of community and place to gather setting and the atmosphere. This is an awfully difficult thing to replicate. Starbucks has over 10,000 locations in the USA and at that point existing stores could take sales from other Starbucks stores and the experience deteriorate in some Starbucks to the point that Dunkin Donuts became a competitor of Starbucks suggesting that Starbucks was quickly losing its upscale appeal and cache, the special effect of its logo and its brand name. Reading his autobiography one senses a passion that brought a Brooklyn kid counting himself fortunate to get a college education, a kid who quickly grasped the opportunity in the way Italians drank their cafesitas and coffee in community setting cafes, and at the same time the feeling that could this New Yorker somehow Americanize or massmarket this concept to the point of making it like fastfood, or so afficionados passionate about coffee appeared to fear in his early encounters with them. Well now its happened, and Starbucks is being talked about in relation to McDonalds and Dunkin Donuts. Schultz makes an honest assessment though in saying that he was part of the team that made the decisions and let this happen, and let the bureaucracy that he is now trying to cut grow around him, and made the decisions that cheapened the Starbucks experience over time like drive throughs and so on. The Howard Schultz story of a Brooklyn American kid making good is reminiscent of the story of Dhirubhai Ambani, of a Saurashtan Indian making good in the polyester manufacturing business but making errors in the breakneck expansion....

Akasaki of Meijo University, Amano of Nagoya University, Japan, and Nakamura of UC Santa Barbara, produced blue light beams from semiconductors in the 1990's. Nakamura, working for Nichia Chemicals developed his own version of the LED in 1988 following the earlier efforts of Akasaki and Amano, leading to the development of a cheaper easier method of creating LED. The technology is also behind the blue ray disc by using blue lights much shorter wavelength to store 4X more information. Today it is the technology used in smartphone screens.

Sweden's new government elected in 2006 after years of Social Democratic governments, is not in favor of state involvement in industry. The enterprise minister Oloffson says, the Swedish government is not prepared to own car factories. Southwest Sweden where Saab in located, in the town of Trollhattan, will be hard hit if Saab closes. It has 54,000 people, with 4000 employed at Saab. Saab turnedout its first car here in 1947. But its not the same Saab that became known for its engineering. Under General Motors Saab lost its edge as a car with advanced engineering. And last year Saab sold 93,295 cars, 21,383 in the USA, and this year demand will drop steeply. Already losses for 2008 are $343 million. No matter what the label meant in the past, the hard facts are that here is a neglected car company, which may sell only sixty or seventy thousand cars in the years ahead and keep going down in numbers, with no money for investment in new technology in these credit markets for declining numbers, and offering huge losses that may approach half a billion dollars in 2009. Even a Social Democratic government might think to pause. Given Sweden's generous employee retraining, would the money for rescue be better spent in some new field with better prospects....

One in six dollars generated by the U.S. economy goes to pay for health care, almost twice the average for rich countries. It hurts America in many ways; by being a burden on the taxpayer when it comes to Medicare and Medicaid paying for the poor and the elderly, on companies being one reason GM went bankrupt, it eats up federal and state budgets, rising costs make any form of future coverage for all unsustainable, and it robs other priorities such as infrastructure building and other national scale investments. The Economist says that if it had to design a system from scratch, it would go for a system based mostly around publicly funded health care. For the uninsured the solution of an employer mandate is now well accepted, so this is not an issue. What is an issue is how to make the new system affordable? Here the Economist says that whether in stages or in one move, the tax deductability of employer paid health insurance, which is costing the U.S. government $250 billion ayear, has to go. It is necessary to remove this deduction, and its something all interests involved will have to swallow, as other savings are smaller and will not be adequate. The deductability of insurance makes the true cost of insurance transparent, so it supports gold plated insurance. This does not make cost control the pressing priority it needs to be. So the deducatability of employer paid health insurance hurts both ways. The other necessary action is in the area of moving out of the current culture where most doctors work on a fee-for-service basis, where the more tests they prescribe or procedures they perform the greater their incomes. This acts as a perverse incentive, and has aruinous effect in mushrooming health care costs in America. Cutting back on unnecessary tests and procedures, and prescriptions , would save 10% to 30% of health costs says the Economist. And it says this has been proven with the Mayo Clinic in Minnesota and Kaiser Permanente in California showing that cutting back doesn't hurt care and outcomes., so much so that cutting back would occur along with improved outcomes. But Americans with employer paid insurance just take things for granted as its not much out of pocket expense for them. THis creates the lack of a force for controlling costs even as employers are shouldering abigger and bigger burden, and the employee who thinks he is doing fine actually is seeing more of his salary dollars going to pay for his health insurance. In a way the consumers of health care are stuck with the perception that they are not somehow paying for these mushrooming costs and too manytests, procedures and prescriptions. This perception leads them a false sense of comfort with the system they are in, and a fear of something new fanned by the medical lobbies, that any change will impact users negatively. This makes the whole discussion on health care or the process of finding solutions to become an exericize in which terms like "rationing" and "choice" play a distorting role. ...

Cerberus Capital will lose its entire stake under the plan announced by the Obama administration. And Fiat will be limited to a 20% stake in Chrysler, down from an earlier figure of 30%. And Fiat will have to repay the $6 billion loan that the Obama administration is willing to make before in can take astake in Chrysler of above 49%. Obama administration official confirmaed that the Cerberus 80% equity stake no longer holds value and that the firm's ownership would come to an end. Only if Fiat and Chrysler reach an agreement in 30 days will Treasury invest $6 billion in Chrysler. The task force requires Chrysler to eliminate the "vast majority" of roughly $9 billion in outstanding secured debt. Cerberus acquired Chrysler from Daimler AG in august 2007 when US vehicle sales were 16 million a year, and did this by having Chrysler borrow heavilyusing its plants and property as collateral. $10 billion of secured debt was raised, and $2.5 billion was paid down of it. With prices of gasoline hitting $4 things collapsed. Chrysler sales fell 40%, and Chrysler was loaned $4 billion by Treasury. Now Chrysler has 30 days of working capital from Treasury till it reaches an agreement with Fiat, and before the government provides an additional $6 billion if the agreements as required by the Obama task force are reached....

Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

American Airlines after the merger with US Airways has $9.4 billion unrestricted cash by July 2014. Mr. Parker, the CEO of American, plans to prepay $2.8 billion in debt and aircraft lease payments, place $600 million more than required into pension contributions, and start a dividend and share buyback.
