When the president and his administration are investing trillions of dollars in the economy as Biden is doing with support from friends in Congress from both parties and the US economy is growing with Made in America reviving American manufacturing- this changes the way labor and immigration can be viewed. There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Not everybody wants to live in Topeka but there are immigrants such as the Venezuelan and Colombian immigrants shown in that report who are happy to live in the Kansas winters in the prairies of the American heartland. Many come from educated backgrounds and are similar to other Americans already in Topeka such as the mayor of the town, and fit in well say officials in Topeka promoting economic development in the state. It is noteworthy that Kansas is a Republican state for decades.  ...

Create small, more transparent financial institutions out of the big banks by breaking these big banks up and selling them to private equity. These big banks are too big to save, too big to manage, andprone to taking excessive risk, thus damaging the economy. Craft policy and antitrust laws so that no financial firms become too large, as this has been proven to create risks for the whole economy. Do this by dividing banks up regionally or by type of business. TARP simply contimues the old game of big banks and financial institutions. These are the views of Paul Krugman and Simon Johnson presented to the Joint Economic Committee of Congress on April 21, 2009. Also on the panel Kansas City Fed President Thomas Hoenig who said policy measures have focussed too heavily on propping up big institutions like AIG.

Washington Post editorial on the Obama Georgetown speech of April 13, 2009. It questions whether President Obama has the candour and courage to tackle the tough issues of deficit reduction and entitlement reform. New healthcare spending for coverage itself will add to entitlement, and it says some of the savings mentioned by the President are phony or already needed for new spending for the economic recovery and health care. At the same time the paper gives Obama good marks for his clarity and grasp of the crisis and steps for recovery, and the policy agenda in the areas of health care, energy and education. The questions about courage and candor also raise all the questions about facing upto the facts about insolvent banks that Krugman, Rosenfeld, the Economist and others have raised. Is Obama dodging the hard choices, is he dithering? On the toughest issues like foreclosures, insolvent banks, global regulation pushed by the Europeans, will he end up making inadequate or faulty choices, and when he comes around to making the tough choices, will he have lost so much valuable time as to prolong the crisis and stretch it out to many years....

This WSJ editorial gives a different grade to Ben Bernanke than a recent article by economist Austin Goolsbee. It says Bernanke gets low marks for keeping interest rates low during 2003-2004 to fight the effects of the dot-com bubble collapse as advocated by Paul Krugman. He also gets low marks for not detecting the 2008 mortgage collapse early. Once the crisis started Bernanke gets high marks for taking action in 2008-2009. His bond buying efforts under QE policies pursued by the Fed need more time to evaluate says WSJ and it is too early to declare it a success as Goolsbee and others have done. How successful Janet Yellen is in unwinding the bond buying purchases will determine if this was good policy. If this ends up in another bubble and aftereffects or in inflation, the Bernanke legacy will be seen in a different light.

Krugman has some legitimate concerns. Noting that 600,000 jobs were lost in February, 2007, which would mean several million jobs lost, anywhere from 5 to 7 million jobs lost in 2009. In the face of this generating 3.5 million jobs by the end of 2010 as Obama plans to do, looks like not having done enough, and letting the worst effects of the downturn go on. And the lack of a plan to resolve the situation of failing banks, which are only drawing more of the government's capital, leaves continued weakness in credit markets and the economy that will hurt the unemployment picture through 2009. So in spite of all the rhetoric and good intentions, the lack of experience in dealing with a crisis of this magnitude, political deadlock, and an element of trial and error, learning and observing, as the President and his advisors deal with the evolving crisis, leaves the American economy exposed to many risks.

Are fears of the N word or nationalization causing Geithner, Sommers and Obama to muddy up prudent decisive action, a serious plan of attack, against the banking crisis. The dithering seen so far says Krugman suggests that Geithner and company think that toxic assets that are worth 40 cents on the dollar are really worth much more, and if only things improve then a large part of the crisis will go away, as these toxic assets get priced at a higher level. This just doesn't look like its going to happen with the losses that companies like AIG are incurring. Bernanke even said there are no zombie banks, and AIG he said was not a zombie financial institution. So dithering continues with risks of a prolongation of this crisis to perhaps a decade, in the President's own words, and the cost much larger with even weaker public support as the bill gets larger.

Economist Paul Krugman says Gordon Brown does good. Gordon Brown Britains Prime Minister has taken the lead and the initiative to give a proper direction to the rescue efforts of the USA, and the G7 countries. His plan to inject capital into financial institutions and a host of initiatives was done speedily, intoduced Wednesday, October 8, 2008 and to be executed starting today, Monday, October 13 with some of the first capital infusions and other steps. In giving direction to Paulson who has agreed to take the direction of Gordon Brown after some faltering and missteps and in properly guiding the whole of the G7 Gordon Brown has done a lot of good. Which goes to show that the British public may have underestimated and underappreciated the quality of leadership Gordon Brown can show in a crisis, (considering his low poll ratings), which is where it really matters and where its sorely needed, especially when its for the global financial system.

Race and immigration issues form the background of much of the domestic politics as Democrats prepare to shutdown government by December 2017 over a comment by the president. In international affairs Trump recognizes Jerusalem as the capital of Israel, and takes a strong stand on Iran and North Korea.    ...

Conventional monetary policy is ineffective in a liquidity trap. At that point short term interest rates are at zero, and conventional monetary policy is ineffective at this zero bound. Unconventional policies such as buying long term Treasury bonds by the Federal Reserve may be adopted, but their effectiveness has not been proven. This is something the Fed is attempting to do in the U.S. after the 2008 financial crisis. This was tried in Japan in a deflationary situation and the results did not show conclusively that it works, because Japan remained at a borderline deflationary situation for years while this policy was implemented by the Bank of Japan. The $600 billion bond buying program of the U.S. Fed in late 2010, known as QE II, was implemented to reduce the chance of deflation taking hold and to stimulate growth. Krugman and others argue for the need of fiscal policy and government spending to step in to support the unconventional monetary policy. This becomes more difficult to do with the increasing budget deficit the U.S. is facing in 2011....

King points out that trade agreements are not what they used to be as most tariff barriers are whittled down. He says more than 70% of imports come into the U.S. duty free, and the average tariff is about 1.5% declining significantly in the last 2 decades. If all import restraints are lifted it would increase U.S. economic output by less than 0.05% by 2017, according to the International Trade Commission. This figure is also cited by Krugman in the NYT with a column saying the Trans Pacific Partnership(TPP) trade agreement pushed by the Obama administration is no big deal. King also points out that the U.S. already has free trade agreements with Australia, Peru, Chile, Singapore and other TPP countries. Some experts see China's success with setting up the Asian Infrastructure Investment Bank (AIIB) attracting India, UK, Germany, France and other countries, is creating pressure on the U.S. to come up with its own response in the form of TPP with Japan, Vietnam, Malaysia, Peru, Chile and other countries....

Krugman points out that the inflation adjusted wages of non-supervisory workers in the retail field in America has declined by 30% since 1973. He says there are no adverse effects on unemployment because workers in retail are not competing with workers in other countries as happens in manufacturing. They are also some of the lowest paid workers to begin with, and the numbers are not small. One estimate is that here are 30 million workers who would benefit from an increase in the minimum wage from the current level of $7.25 to $10.10. State by state comparisons provide proof of this as no evidence of losses in employment are to be seen when one state has raised the minimum wage and another neighboring state has not. Germany is facing a similiar problem of low paid temporary workers and a new coalition government is planning an increase in the minimum wage in 2014 as a response to increasing inequality and disparity in incomes developing in the last two decades.

What Krugman makes of the $1.089 trillion dollar U.S. deficit for fiscal year ending in Sept. 2012. He points out that the U.S. can have a stable to declining debt to GDP ratio with $400 billion debt. He cites the Clinton years (1992-2000) when the debt to GDP ratio declined from 49% to 33% with steady growth. What about the remaining $600 billion. He attributes this mostly to temporary factors which are reversible as growth picks up. Of this remaining excess deficit he says $400 billion is from lower tax payments to Treasury because of the 2008 economic crisis and the recession that followed. This includes the payroll tax cut which is also temporary to keep up consumer spending in the recession. The $150 billion is from unemployment insurance, food stamps, and other aid which is also reversed once growth picks up. He places emphasis on restoring economic growth as early as possible and reducing unemployment and using the recession for business to continue to invest in R&D, productivity, and government to preserve the social fabric, invest in education, and provide incentives for growth. S&P Nov. 8 report says the net government debt to GDP ratio is estimated to be over 80% in 2013. It will have to stabilize at current levels for S&P to preserve the U.S. credit rating, says S&P executive Chambers. The higher debt to GDP ratio in 2013 and lower growth rates expected makes the situation different from the lower debt to GDP ratios during the Clinton period. Britain, France and other major industrialized nations with political parties at either end of the political specrum have also chosen to stabilize or reduce debt to GDP ratios rather than take on the risks of them going much higher. The U.S. has the added problem of health care costs out of control with an aging population and about 17.9% of GDP going to healthcare costs in 2010 expected to increase significantly, as Medicare actuaries estimate enrollee numbers jump to 80 million in 2030 from 50 million in 2012. Democrats and Republicans have largely sidestepped this underlying problem in fiscal cliff negotiations....

The NYT raises questions about the stress tests. It asks whether the modest economic bounce that may or may not occur, and amix of policy actions- such as the capital infusions into banks, fiscal stimulus, and other government interventions- will revive the banks? And says its not sure at all. Questioning whether the lack of stronger government action was a wise move by the Obama administration, in the same manner as three experts Hubbard, Scott, and Zingales did in an oped piece in the WSJ last week, the NYT editorial says, "what is known is that buying time, rather than forcefully intervening to restructure weak banks, can be a dicey gambit." Hubbard and his colleagues say that President Obama has the wrong Roosevelt in mind, its not Franklin but Theodore he should be looking to, and his admonition to talk softly but carry a big stick. It also raises the question about the regulatory reform, and the government oversight, that as Krugman noted in a piece last week, is receiving only a weak response from the Obama administration, and the dangers of going back to "business as usual."...

A Washington Post reporter tells why his reading list for 2018 has on it Winston Churchill's book "The Gathering Storm." A book suggested to him by Republican strategist Steve Schmidt. Authoritarian tendencies are evident in the interview with Schmidt of the NYT, including the idea expressed by president Trump that the Justice Department is something over which the president has "absolute rights." In a interview on CNN, Carl Bernstein, the reporter who covered the Watergate scandal of president Nixon, clarified that it was not just the break  into the Watergate apartments that led to impeachment of Nixon. Bernstein stated that it was the way in which Nixon used the powers of the presidency that led to the problems he faced.

Who are the biggest recipients of food stamps and Medicaid in 2023? Not black people in inner cities, says Krugman, they are white people in towns and rural areas that provide much of the support for the Republican party. There the effects of deindustrialization are still felt with the export of manufacturing jobs and the effects of neglect of rural areas under both parties. The rapid recovery from the Covid pandemic and the Biden recovery efforts have helped Black Americans recover from the pandemic and also from the bad effects of the 2009 crisis, that banks operating in a deregulatory environment caused. This is shown in graphs by Krugman on how even the 7-8 percentage points difference between white and black unemployment of the Reagan era is down to 1-2%. The economic effects of the moves to suburbs that left inner cities and black people poorer and the effects of deindustrialization are now fading and this is good for Black America.

Krugman points out that in American history even presidents who did not read much and were not very qualified were able to perform well in office because of very qualified people in the cabinet positions. Reagan was not a avid reader yet he had Shultz at State and James Baker at Treasury. Mnuchin is not anywhere near being qualified as James Baker. Tillerson may be qualified as a CEO of a large energy company, but lacks the experience of Shultz. During the last years of his presidency Reagan may have felt the effects of early Alzheimers. Checks and balances also helped to make the system work under presidents so that they did not overreach their powers.  Krugman is skeptical of the way checks and balances would work under president Trump and sees some second rate appointments in the administration. He points to the departure of Mike Flynn and the controversies surrounding the Russian meddling as very different from the situations faced by other presidents with weak qualifications.     ...

The Economist points out that China's total debt of government, corporate and households has grown by about 100% of GDP since 2008. The 2009 crisis led to rapid increase in debt. It is now about 250% of GDP, according to the Economist. Slower growth of below 7% risks reducing China's ability to service this debt. About half of this debt is owed by state owned companies and property developers. China can use its sovereign reserves to continue supporting bank and state owned companies. Investor's are pricing bank shares to reflect about 10% of this debt as bad debt even though government estimates are much lower. The reserves provided China time to fix the banking system since 2008, yet the debt keeps growing and China has failed to take strong action in the last 6 years. Complacency is a problem, and the incentives for local governments to continue prior practices that increase debt continue. As Krugman and other experts have pointed out at some point the rules of finance will apply to China as they have for other countries that faced a debt crisis- Japan in the late 1980's, South Korea and other Aisan countries in 1997, and the U.S. in 2008. Even without a crisis through deft managemen and use of reserves China risks zombifying the economy as old loans are backed up by new loans, with the further risk of misallocation of capital or poor use of capital. This lowers productivity of capital and hurts development. With poor statistics such as the figure of 1% of debt being bad debt cited here, the problems of complacency can be magnified, as there is less reason for a strong response....

Krugman says voters in France, Greece, the UK and other countries are protesting against austerity measures imposed in the EU countries. The policies were based on the assumption made by the Chrisitian Democrats in Germany that the German model if applied in other countries would generate the kind of recovery Germany made in the last decade from the high unemployment under chancellor Gerhard Schroeder. German wage restraint agreement between unions, industry and government made this possible under the Hartz reforms, and France is already embarking on wage restraint, with the two major parties, unions and industry backing the plan. But for this to work France and other countries such as Spain and Italy have to be able to export to Germany or other countries. German workers are suffering from stagnant wages for many years, stemming from concessions made to reduce unemployment. Allowing wages to rise in Germany when there is a shortage of workers in industry, would benefit workers in Germany and help France and other EU countries increase exports. German industry is failing to make this normal adjustment in markets by insisting on smaller concessions, even though there is support within the government for higher wages. German growth was possible because of demand outside for its exporters. The "austerity measures" Germany supports would depress demand inside the domestic economies of France, Spain, Italy and other EU countries, and without the wage and inflation adjustments with Germany leave demand weak outside. Without needed demand output falls, unemployment rises and tax revenues decline, leaving deficits worse than before, and a dangerous downward spiral. Better management of finances as Germany has insisted has ceased to become the issue, as both Hollande in France and Rajoy in Spain, and Monti in Italy, are keen on getting control of finances, especially regional spending in Spain....

The view of regional Fed presidents indicates that the Fed may take a pause from any further intervention in financial markets. QE 2 was launched at a time when the government was at a deadlock for any further stimulus, and a deflationary trend was setting in. In August of 2010 inflation was on a downward trajectory, from 2.8% to less than 2.2% in a few months. A New York Times article by Paul Krugman pointed out the dangers of deflation. Alan Blinder argued for the need for Fed action with the deadlock in government over further stimulus in another op-ed in the Wall Street Journal at the time. The political deadlock continues with pressure to cut federal spending to reduce the deficit, reducing the chances of government support, and leaving the Fed as the sole source of support. The Fed initiated QE 2 in Novemeber 2010 when consumer prices were up 1.1% from a year earlier, and far below the Fed's 2% goal. In April 2011 consumer prices were up 3.1% over the prior year. Current TIPS prices suggest investor expectations of inflation of 2.8% over 5 years. Another deflationary trend could lead the Fed to take some sort of action in the presence of a political deadlock for government action....

Five rules the editors of the WSJ say should be followed when working on cleaning up the banking system. A clear no, as Krugman and other experts point out is for the government to make the rather imprudent move to take on all the debts of the banks as in Ireland. A second rule is not to underestimate the size of the problem and delay action till the problem gets much worse, when its harder to deal with. ECB president, Mario Draghi, pointed out the problem at Spain's handling of Bankia bank as a clear example, telling the European parliament recently: "There is a first assessment, then a second, a third, a fourth. This is the worst possible wayof doing things. Everyone ends up doing the right thing, but at the highest cost." A third rule is to set clear rules about banks, who gets rescued and who gets closed and why- so that its not left upto the discretion of officials. On this rule Spain's outgoing Zapatero administration gets good marks from WSJ for settting clear rules to the cajas svings banks. A fourth rule applicable to Europe is to first setup the expertise and conditions for a European banking regulator before setting up a banking union and direct injection of funds by the EFSF into banks of individual countries. A fifth rule is to avoid creating even larger mega banks by consolidating failing banks with large banks, and continuing the government's implicit guarantee of the bank because it is "too big to fail" and creates systemic risk- this is the situation after action by the U.S. Federal Reserve, regulators and the U.S. Treasury....

He says the public understands and says that local conditions are much better, only that the public has a perception it is worse in other parts of the US away from them, which is not supported by the facts. This New York Times editorial says the U.S. Obama administration and its Housing Secretary Donovan should stop pretending that its settlement is the best way to help homeowners under water. The editorial asks the serious question- how far would the $20 billion settlement the banks would provide under the deal help, when 14.6 million homeowners owe $753 billion more on their mortgages than the value of their homes? The Obama administration is pressuring New York Attorney General, Eric Schneiderman, to accept the settlement with the largest U.S. banks for questionable foreclosure practices, including robo-signing. It asks Schneiderman to resist these pressures and not support the settlement. Schneiderman has resisted this pressure because he and other prosecutors would be restricted from pursuing their investigations into wrongdoings in housing mortgages. The proposal from the Times to the Obama administration is to make principal reductions for underwater homeowners who are currrent in their payments through Fannie Mae and Freddie Mac. The proposal to help homeowners uner water on their mortgages was first proposed by Martin Feldstein during the mortgage financial crisis in 2008-2009 with repeated op-eds in leading newspapers including the Wall Street Journal. Paul Krugman called attention to the failure of the Obama administration on this issue in recent op-eds. Peter Coy of Business Week pointed to some form of loan forgiveness as an essential part of restoring the economic health of the U.S. and Europe in the August issue of Bloomberg Business Week. Higher unemployment has made the foreclosure crisis worse, and has created a strong headwind for the U.S. economy by erasing chances of an early recovery in American housing markets. The Obama administration's Home Affordable Modification Program has been a dismal failure in helping homeowners facing foreclosure and was a huge missed opportunity to take the correct action early....
