Shipping and freight statistics show an increase of shipments from Mexico. Trains and truck shipments from Mexico to the U.S. increased by 8.7% by weight in the first 11 months of 2011 compared to the prior year. By comparison shipping containers entering the ports of Los Angeles and Long Beach went down by 0.2% in 2011. Mexico stands to benefit from the shift in dynamics as manufacturing costs in China increase with labor constraints, higher wages, higher commercial land prices and recent Asian supply chain issues making firms wary of unanticipated problems. This is expected to benefit the U.S. with the return of some manufacturig jobs and a serious rethink of outsourcing. Because of highly automated factories and advanced technologies the manufacturing process requires fewer and more skilled operators, reducing the labor component of costs. Carlisle Companies CEO, David Roberts says he is expanding tire manufacturing plants in Tennessee. He says he can make tires as cheaply or cheaper in the U.S than in China. This has serious implications as the U.S. gets down to rebuilding and renewal of its manufacturing industry....

Romney says in the first presidential debate he will not increase taxes on the middle class: "I will not reduce taxes paid by high income Americans. And I will not, under any circumstances, raise taxes on middle-income families. I will lower taxes on middle income families." How he would do this is through limiting or eliminating deductions and loopholes among several measures, with work done on this by his advisor Martin Feldstein, Reagan's economic advisor and a professor at Harvard University- Romney's Tax Plan can raise revenue, WSJ, 8/28/2012. Where the Democrats and Republicans differ is that economic growth generated by creating incentives for business to invest and hire also plays a part in generating the additional revenues as it did under Reagan's economic plan. 523 European banks borrowed 489 billion euros from the European Central Bank on Dec. 21, 2011, under the newly created Long Term Financing Operation of the ECB. This is designed to meet the financing needs of European banks which are shutoff from normal financing of selling unsecured bonds to private investors because of market anxiety. Much of this is for replacing other outstanding ECB loans, with analysts estimating about 190 billion euros of new liquidity being injected into the banking system. This also has the effect of reducing the borrowing rates for government bonds. In Spain the government sold 5.6 billion euros of government bonds at an auction on Dec. 20, 2011, with the interest rates dropping from 5.7% a month earlier to 1.7%. Small and midsize banks in Spain helped surging demand by buying the bonds to use as collateral for three year loans from the ECB at 1%.

Simon Nixon points out that most of the 490 billion in euros borrowed by European banks under the Long Term Refinancing Operation of the ECB in Dec. 2011 is for rolling over maturing debt, rather than buying of government bonds. European banks financing needs based on figures from Barclay's Capital are over 300 billion euros for the 1st quarter of 2012. This suggests huge demand for the Long Term Financing Operation in the next quarter. For Spain and Italy the newly created lending facility should lead to higher bond buying by small and midsized Spanish banks and Italian banks, as this will boost their profitability. Spanish bonds yield 5% and Italian bonds yield 6.5% and loans from the ECB using the bonds as collateral are available at 1% for three years, which makes this an opportunity for these banks to boost profitability. The proportion of government bonds of Spain of Spanish banks bank assets is 7% and the figure for Italian banks is 9%. Nixon says an increase of this ratio by three percentage points by Spanish banks would created additional demand for Spanish government bonds of 45 billion euros, which is a third of the issuance for 2012....

The unemployment rate in the U.S. state of Ohio drops to 7.2% in June 2012 from 10.6% in the second half of 2009. But polls show two thirds of the respondents see the economy as being worse or the same as in 2011. Because of lower wages in some industries such as auto manufacturing which are reviving there appears to be a lowering of incomes and expectations.

Britain's Chancellor of the Exchequer, George Osborne, says "the integrity of the City matters to the economy of Britain," as he takes strong action to safeguard financial benchmark rates set in the City of London. Following the manipulation of LIBOR for which banks paid heavy fines this is a major issue. New legislation will make it a criminal offense, punishable with 7 years in prison. Manipulation will be determined based on the intentions of traders to place trades or share information so that their interests are served above a client's interest. Not just LIBOR, other benchmarks such as London foreign exchange benchmark rate, key gold and silver rate, ICE Brent index and Sterling Overnight Index Average (Sonia), ISADFix, are also included in this legislation.

The G-20 statement for the meeting in Washington D.C. in April 2013, says: "Japan's recent policy actions are intended to stop deflation and support domestic demand." Bank of Japan Governor Haruhiko Kuroda's response was that this will help the BOJ implement its monetary expansion program in an orderly way. Kuroda said: "Now that we have obtained the support of the international community, we will be able to implement our program with confidence." These moves come with a call for Europe to proceed with banking union and giving more time for austerity programs to reduce the slowdown in Europe. This happens as fears emerged of a global slowdown in April 2013.

Bruce Reidel, Obama administration advisor on the war in Afghanistan, conducted a policy review in 2009. He says a policy of engagement he advised in 2009 now needs reshaping. He points to recent events that show the Pakistani ISI and the military who run Pakistan are in direct conflict with U.S. policy in the region. Especially after the attacks on the U.S. embassy in Kabul and the killing of a former Afghan president who was expected to lead peace talks. Reidel says this requires a reshaping of U.S. policy and a policy of containment which would reduce military assistance to Pakistan, and at the same time shape policies that would help the people of Pakistan, such as reducing tariffs on textiles.

Brooks describes the U.S. presidential campaigns of Republican Romney and Democrat Obama as very consequential but incredibly dull, an effort to get uninformed voters with a barrage of negative advertising. There is very little enthusiasm for either candidate in their parties and the only feeling motivating each party is that the other candidate and his policies would be a disaster. There is hardly any effort at intellectual innovation, bringing new ideas or thoughtful debate into the election campaign. The IMF in its 2012-2013 Global Economic Outlook Report presented at its annual meeting in October 2012 estimates global economic growth of 3.3% in 2012 and 3.6% in 2013. This is a drop of 0.2% for 2012 and 0.3% for 2013 from its earlier forecast in July 2012. Under the IMF definition the global economy GDP does not have to decline for a recession. Advanced economies growth estimate is 1.3% in 2012 and 1.5% in 2013. Emerging market economies growth estimate is of 5.3% in 2012 and improving to 5.6% in 2013. Specifically for the eurozone growth estimate is decline of 0.4% in 2012 and 0.2% growth in 2013. U.S. growth is estimated at 2.2% for 2012. China's growth rate is estimated at 7.8% in 2012 with a growth uptick to 8.2% in 2013 as a much smaller stimulus than the one in 2009 kicks in. This will help commodity exporters like Brazil, Australia, and Canada. Two surprises are Brazil's growth with a significant improvement to 4% in 2013 from 1.5% in 2012 because of sharp interest rate cuts and improving demand from China. The other is India which is expected to show a significant slowdown with a growth estimate of 4.9% as the government faces what the Kelkar committee report calls "a perfect storm" of a large current account deficit and a budget deficit, and failure to attract foreign investment. Growth in Japan is expected to slow to 1.2% in 2013 from 2.2% in 2012 as the government imposes a sales tax increase to reduce its deficit. ...

Factors making Russia different from other emerging markets are the foreign exchange reserves of $497 billion. From mid 2009 to the end of 2012 portfolio inflows were only 1% of GDP, according to Morgan Stanley. Problems in Russia include growth slowing to 1.5% and higher inflation with reliance on oil revenues. Russia is still dependent on oil and gas revenues and has not diversified the economy. Lt. Gen John Kelly loses his son Robert in Afghanistan and talks about the immense burdens facing military families. Robert is out on patrol duty in a mine filled area of Afghanistan's Sangin district. Only 1% of the population serves in the military. And Kelly says his is only one of 5500 American families that have lost a child in this war. There is a sense among military families that the war and these military families have been forgotten. One Marine Corps general wrote to Kelly that service to and sacrifice for the country has become a legacy affair for a small number of military families. Before the midterm Congressional elections only 2% of the people rated Afghanistan as a top issue and hardly any candidates mentioned this issue. Tom Brokaw, a well known anchor of NBC News, wrote in a major daily that the war and the sacrifices have been forgotten in the election and hardly discussed. Adm. Mike Mullen went so far as to say that he worries that we could wake up one day and that the American people will no longer know us and we won't know them....
