Rosa Chang, immigrant from South Korea, is pursuing her dream of green park space in the middle of Brooklyn's densely packed and traffic filled areas. She is unrelenting giving it her all for over ten years, and keeps this vision alive even today, says John Leland in this NYT report. Rosa Chang sees Gotham Park on 9 acres in Brooklyn that is covered with parking space and six lanes of clattering bridge traffic. Chang is trying to attract $200 million needed for this to happen to add badly needed park space for kids and families in Brooklyn neighborhoods. She has the support of Meera Joshi, deputy mayor of operations, under Mayor Eric Adams, and Dan Doctoroff, deputy mayor under former mayor Michael Bloomberg. Doctoroff who helped create other parks in New York City sees this park could bring in $290 million for local merchants by bringing in Asians, Hispanics and Blacks, Whites all closer together in this space. It would provide green park space for park deprived neighboring communities. Bloomberg and Doctoroff created 7 parks in the city including the High Line and Brooklyn Bridge Park. It is  people like Chang, who was born in South Korea, grew up in Toronto and visited many cities in Europe and around the world, that understand what livable spaces look like and where green space is essential for kids and families to grow up. ...

Denmark's efforts backfire on Greenland. EU leaders have failed to separate Denmark's actions as a former colonial power in which it acquired Greenland in the Treaty of Kiel 1813 with Sweden and England during the Napoleonic Wars. And EU leaders have bought into Danish views designed to maintain control of Greenland that talk of the tribal population of about 50,000 over an island the size of Canada- smaller than would fit into a baseball stadium- that is largely unpopulated because of the sheet of ice all year round in the Arctic region. Much of the North of Greenland was first explored by the US Navy under Admiral Perry in the 1890's. Denmark has done little to develop the island or improve lives for the native Inuit. Secretary of State Seward wanted Greenland during the Alaska Purchase 1867 and it was sought by the US in 1900's, again in 1947 for $100 million by US president Harry Truman. It is "unwise" as Secretary Bessent has said for EU leaders to accept the canard that this is somehow just DJT's idea, and ignore it is essential for US security, it is part of the Western Hemisphere to which the Monroe Doctrine applies, and climate change melting ice has made it critical for US policy to address this gap in US security for the eastern seaboard of the US. For Denmark it is as the US commmanders in chief stated in 1947- "completely useless." ...

Putin was born in St Petersburg, then called Leningrad, where his father worked in a factory making railway cars. He studied law at Leningrad State University, graduated in 1975 and went through KGB training before going to Dresden in 1985, where he remained with the KGB till 1990 and the collapse of the Berlin Wall. By 1990, the Soviet Union collapsed and from 1990 to 1996, Putin worked in St. Petersburg first as assistant and then as Deputy Mayor with Anatoly Sobchak, a law professor at Leningrad State University, and Mayor of St. Petersburg. After Sobchak narrowly lost the election, Putin left for a position in the property department in the Kremlin, joining other Sobchak associates who worked in the Kremlin. From 1996 to 1999, Putin moved up quickly in the chaotic Yeltsin years. In 1998 he was promoted to head the FSB, the successor to the KGB. And in August 1999, Yeltsin appointed Putin Prime Minister. In December 1999, Yeltsin appointed Putin acting president. Putin named Medvedev, deputy chief of staff in 2000. The five years in the St. Petersburg city administration and the years in Moscow in the Kremlin under Yeltsin were chaotic years for Russia and for Putin, as he observed first hand the lawlessness and general breakdown in Russia. This may have influenced the early Yeltsin years enthusiasm for democracy, to an appreciation of the problems for democracy in the actual environment that he was facing in Russia. He developed a distrust of the innocent enthusiasm of Americans for a wholesale transfer of American and British political institutions to the Russian environment. This was a period of great shock in Russia, as even the lifespan of Russians was declining rapidly in this period, and there was a lot of poverty. The struggles between the Mayor and the city council in St Petersburg, even as the city was facing food shortages and economic collapse, and the latter Yeltsin years may have convinced Putin of the need to combine democratic society and elections with a strong central administration, with authority concentrated in a Presidential system and not a parliamentary democracy. In bringing central direction he brought in his KGB connections, but in choosing his successor he turned to a law student at Leningrad State University of Sobchak's, who is quite different from Putin's KGB associates. Medvedev is a softspoken thoughtful administrator and intellectual compared to Putin, and his experience covers the 10 years both Putin and Medvedev spent together both in St. Petersburg and Moscow in 1990-2000, and the period from 2000 to the present day- when Medvedev served both as Putin's head of staff and as head of Gazprom. See the link to the St Petersburg Times, November 6, 2007 on Medvedev. From his St. Petersburg days Putin clearly understood the need for foreign investment and the need to create a climate for attracting foreign investment. This seems to be happening as Russia draws more foreign investment for industry and infrastructure. His background with the KGB shows up in the centralization of authority in the light of the chaotic years and economic collapse preceding it. And his days as part of Sobchak's efforts to bring democracy to St Petersburg shows up in his continuing respect for democratic elections and the Russian constitution. One compromise was made in the process- a consolidation of the media so that opposition's access to the media may not be what it could be, and at the same time it does reflect the tide of popular opinion in Russia that credits the economic recovery and progress and optimism for the future to the Putin administration. ...

Financial Planner Carl Richards, warns investors about relying too much on market predictions. He cites the law of small samples as one way things go wrong. Another is investment managers with good track records in one decade doing badly in the next decade- David Miller in the 70's and Bill Miller of the Legg Mason Value Fund are others. To show how ridiculous market predictions based on computer models can get he gives the example of a researcher who found that over a 13 year period butter production in Bangladesh 'explained' 75% of the fluctuations in the annual returns of the Standard & Poor's 500 stock index. Adding in U.S. cheese production and the total population of sheep in Bangladesh and the U.S., this researcher was able to forecast past U.S. stock returns with 99% accuracy.

In a major policy move India's Modi government makes major changes for foreign investment in India. In different sectors, pharmaceuticals, defense, civil aviation, and retail stores, the move is designed to attract investment and create new jobs. Foreign investors can now take 100 percent ownership in defense, civil aviation, and food products sectors with government approval. In pharmaceuticals foreign investors can take upto 74 percent ownership with no government approval needed. In retail stores, such as for Apple and Ikea, the rules offer new incentives. From now on the requirement that Apple and other companies buy 30% of their supplies locally for single brand retail stores will be relaxed with a 3 year exemption on local sourcing, which can be extended to 5 years if the products sold are "state of the art" and "cutting edge technology," according to a government announcement. The changes were made by executive order. Apple CEO Tim Cook visited India and lobbied for this change recently. In combination with a national GST goods and services tax to be passed in July 2016, which is to be instituted nationally to replace a old set of state by state requirements and taxes, the two changes could have a bigger impact than the 1991 reforms that moved India away from a socialist managed economy. Poor job report numbers may have increased the pressure for taking action. In the defense sector the earlier change to allow 49% ownership had resulted in few new proposals. The changes in foreign investment rules also follows the resignation of the head of the central bank, Raghuram Rajan. ...

UniCredit announced plans to reorganize its Central European and Eastern European banking operations and increase its capital by 7.5 billion euros. Unicredit showed a third quarter 2011 loss of 10.64 billion euros after losses on Greek bonds and goodwill writedowns. The Italian bank said the capital increase will bring its Tier 1 ratio to above 9% as required by Basel III rules. UniCredit is listed as one of the globally systemically important financial institutions or G-SIFI's. Unicredit plans to make the placement of the rights issue to raise capital in 1st quarter 2012. Pricing remains a difficult matter considering that Unicredit shares have dropped precipitiously since 2007 when it had a market capitalization of 100 billion euros. Its market capitalization is now about 15.3 billion euros. Just in the last year the shares have dropped 50% to 0.68 euros a share in Sept. 2011.

Moderating prices for oil and commodities and food combined with lower oil prices that help introduce fiscal restraint in the government's spending, would actually help Iran in controlling inflation running at 24% by IMF estimates. And Iran's foreign currency reserves of $82 billion would help cushion Iran as it incurs modest fiscal deficits and help it weather the global financial crisis. And Iran's oil and gas exports are rising for 2008 and 2009 by estimates of IMF and Iranian government with foreign currency reserves estimated at near $100 billion for 2009, though a lot depends on oil price levels for these estimates.

Layoffs, cost saving measures that hit Russian suppliers at Renault's Russian operations OAO Avtovaz, taken by Swedish born CEO Andersson during his 2 years at the company lead to his resignation. The layoffs hurt ordinary Russians in Togliatti, a city 500 miles east of Moscow, leading to social discontent. The slump in the Russian economy following western sanctions led to decline in auto sales, and the situation was precarious. The minority partner Sergei Chemezov owns 25% of the company, is a friend of Mr. Putin, and says Andersson took business away from local suppliers. Carlos Ghosn, CEO of Renault credits Andersson with modernizing the plant and operations at Avtovaz.

The month of August 2011 ranks as the 10th worst month for U.S. stocks in 75 years. Or to put it another way of the last 900 months, the month of August 2011 ranks the 10th worst month in terms of volatiltiy. The average up and down movement each day in August was 1.%. In August the Dow Jones Industrial Averages were down 529 points, or a drop of 4.4%. This is not what worries investors as much- as their are months like May 2010 which had a 7.9% drop. The impact on investors is in the increased uncertainty that this creates about how an investment will perform in the future.

Apple shares which made a steep rise of over 50% with the introduction of the iPad in 2011, reaching over $600 by March 2012, fell by about 9% between April 9 and April 16, 2012. Apple faces questions about the extent of new innovations it can bring compared to the pace of innovation under CEO Jobs. How long it can maintain the high profit margins on the iPad and the iPhone before they are gradually eroded. And whether a lot of the growth in future years has already been priced into the price of the stock already, with the steep ascent in price in 2011-2012.

The Economist cites the Dartmouth Atlas Project which shows differences in cost across the country for health outcomes and spending involving Medicare. It cost $5000 per person in Salem, Oregon in 2006, $8000 in San Francisco, and more than $16,000 in Miami, with outcomes for health tending to be better in places where the costs were lower. This is one of the statistics that Peter Orszag of the Congressional Budget Office uses to come up with his estimate of 30% waste in health care spending in the United States. Prof. Skinner at Dartmouth and Prof. Garber at Stanford point out that of most health systems around the world the American system is "uniquely inefficient" and wasteful. The Economist cites information that the American system is twice as costly per person for healthcare than the Swedish system, and that it costs twice as much in Minnesota as in Miami. A poll done for the Economist shows 52% of the people in the UA are dissatified with the quality of care, 40% think the system needs fundamental change, and 29% think that it should be fundamentally rebuilt. The lack of uniform coverage is also causing turmoil in the system. About 49 million are uninsured, and a quarter or more are able to buy insurance and do not buy it because it is so costly, has exclusions and coverage is inadequate. But these people also end up in the emergency rooms along with the indigent costing the whole system tens of billion of dollars for costly late interventions that could have been avoided with preventive care early on. With the economic crisis and rise in joblessness, the dire condition of state and local budgets, the situation has probably drastically worsened, and the system near breakdown. ...

An overwhelming number of readers who commented on this article by October 27, 2009, were opposed to sending 40,000 more troops to Afghanistan. Looking at all comments in detail one finds that of the 64 readers commenting only a handful, about 8-9 supported sending these troops. Ninety percent of the comments to this editorial asking Obama to fight this war with conviction seriously questioned the wisdom of doing this. Many readers asked why aren't the Europeans putting thier lives at stake, and two asked how the Economist could with astraight face say that Britain's 500 troop increase was a welcome gesture. Readers questioned the assumptions and statements made by the Economist such as" letting the region "slip into amaelstrom of conflict," or "permanent cross-border instability," and "a terrible betrayal of the Afghan people, " in many of the comments. Readers seem conscious of the fact that its not a precipitate withdrawal that is being discussed, its a war for the long haul that it inevitably becomes as the US forces get deeper into the conflict in the mountains of Afghanistan. The discussion is not about the next 6 months but of next year and the year after that and the year after that. That is also what General Colin Powell advised President Obama. He asked Obama to think clearly about the clear goals of this mission. See the link to Powell. The question arises is whether the Economist sensitive to its readers thoughts on this subject, and it is how does it account for such an absolute majority of sensible readers having serious questions, doubts, and outright opposition to a deeper conflict in Afghanistan?...

New home sales in the USA rise 4.7% in February 2009 from the previous month, reversing the steady decline in new home sales from August of last year. This puts them at a 337,000 annual rate and this is sharply down from this time last year when sales were in the 500,000-600,000 range. A lot of the activity in housing sales is in foreclosure sales especially in California. Foreclosure sales in California in February 2009 were 58% of total existing home sales compared to 33% in February 2008 according to MDA DataQuick of San Diego, cited in Bloomberg News. The drop in the median home price for a existing single family detached home was sharp from $418,000 in February 2008 to $247,000 in February 2009, a drop of 41%. As aresult sales of existing family homes in California went up by 83% in February from the previous year as reported by the California Association of Realtors, shrinking inventories to about a 6 month supply if the current sales pace holds from the 15 month supply existing in 2008. The government's $8000 tax credit for purchases of homes, the falling prices and lower mortgage rates, are helping to lower inventories of new homes. The number for the US has fallen to 330,000 new homes, as inventories are dropping and new construction is slowing. The housing picture depends also on the number of jobs that are lost during the rest of 2009 and into 2010. And this will play abig part in determining whether housing recovers. The current job losses of 600,000 a month are grounds for caution....

Insights from Jagdish Bhagwati- 1) Poverty actually declined under the previous government, it was displaced by the Congress not because poverty had increased but by the revolution of rising expectations and the democratic processes functioning in India. 2) The pressure cooker democratization in a place like Iraq is different from democracy in India, because India had democratic processes and rule of law under the British, which was followed by democratic processes functioning under the Nehru years and right upto to the present day. This is almost over 100 years of democratic practice. 3) Minority rights were respected by the post independence governments. 4) In China the government thinks riots are caused by inequality and rural-urban prosperity divide. Actually it is more because of the lack of democratic processes functioning in China to accomodate the revolution in rising expectations. 5) From a perspective of longterm sustainable growth this makes India's democratic functioning a better approach. Bhagawati does not mention the advantages in terms of private initiative that are fostered in a system of private capital and private companies. This dates back to the Tata enterprises under the British going back a hundred years....

This marks the end of an era in which British Empire based journalists and media barons such as Beaverbrook and Murdoch were able to unduly influence events in the world. The period from 1915 to 2020 was one in which the British Empire and the USA  were dominant in the world. News Corporation will be run by Lachlan Murdoch who is the CEO as his father Mr. Rupert Murdoch has resigned his roles at the company. He remains as chairman emeritus at age 92. This marks the end of an era for a son of journalist Keith Murdoch who gained prominence in Australia evading censors and  covering a disastrous campaign in World War I, the invasion of Turkey by British forces in which 8000 Australian soldiers were killed, 20,000 wounded, about half of the Australian force before evacuation on Dec. 20, 1915. It could be said that Rupert's father Keith Murdoch left with his reputation intact in the British Empire after building the Australian newspaper business that his son Rupert inherited. Rupert introduced new technology and set up Sky News in Britain and Fox News television channel in the US. A large legal settlement for improper coverage of election machinery in US 2020 presidential election leaves his media business with a diminished reputation as Lachlan inherits it compared to the reputation left by Keith Murdoch in standing up to British authorites in the First war for staggering losses suffered by Australia. Rupert Murdoch tried to innovate with an aggregation news site for internet news Knewz to achieve some of what Keith Murdoch had achieved. This venture did not get the resources or ideas it deserved and failed. Apple News has started its aggregation site years later in 2020 with human  selection for aggregation following Lyrarc.com which started in 2010.  ...

Epic Systems of Verona, Wisconsin, is one of the companies engaged in digitizing health records. It has helped develop records for 40 million patients in hospital systems such as Cedars-Sinai Medical Center in Los Angeles, Kaiser Permanente, the Cleveland Clinic, and John Hopkins Medicine in Baltimore and the Weill Cornell Physicians Organization of New York. Epic provides the software, the IT systems, the training and support. Epic is one of the pioneers in this, having been in the business for 30 years. About 40% of primary care doctors in the U.S. and 25% of hospitals use electronic patient records. The Federal government has provided $2.7 billion in funding from $27 billion of Stimulus funds assigned for the purpose of conversion to electronic medical records. This is likely to speed up the conversion. Other providers are Cerner, Allscripts, Meditech, Siemens Healthcare, G.E. Healthcare, and IBM. Epic Systems is considered the defacto standard in the industry for medical schools and some of the major hospital systems in the country. New contracts are leading to a major expansion of Epic Systems which employs 5100 people. Epic plans to hire an additional 1000 people. Revenue for the privately owned company are estimated at $1.2 billion, a 45% increase over the prior year. Epic is expected to have 127 million patients under medical records by mid 2013. To get the feedback essential for such a large conversion, CEO Faulkner relies on feedback from 250,000 doctors who use the Epic systems software, and on nurses and doctors from Epic who visit customer's sites to see first hand how it works and what needs improvement. Judith Faulkner started Epic more than 30 years ago. A project for the Psychiatry department led to other projects after she graduated in computer science from the University of Wisconsin. Epic continues to attract programmers to Wisconsin by making the Epic campus a fun environment and a great place to work. ...

Orlik cites a 2011 survey from China's South Western University of Finance and Economics, which surveyed 8000 households and found that 55% of Chinese households had little or no savings for that year. 10% of households control 86% of wealth and 56% of household income. Surveys in 1995 and 2002 showed 10% of households controlled 31% and 41% of wealth. In the U.S. top 10% of households control 74% of the wealth, according to the Federal Reserve figures. What this means, says Orlik, is that before China can shift to consumption based growth the low incomes of the majority of households have to go up, requiring a major policy shift. Under current policies and even with movement in the direction of the DRC/World Bank policy report for China for a gradual shift away from state owned enterprises, there is little prospect for rebalancing the world economy.

Home prices are surging in Australia in 2015, with home prices in Sydney up about 39% since June 2012, according to CoreLogic RP Data. As a multiple of annual income home prices in Sydney are at 9.8, Melbourne 8.7, and Wollongong near Sydney 7.5, compared to 6.1 for New York and 8.5 for London, according to a 2015 affordability survey by Demographia. Australia's surging home prices are happening just as the mining boom that powered its economy is winding down and unemployment is up to 6.1%. Interest rates are down to 2.25%, and low interest rates with speculative purchases are likely to fuel the market up further, say experts. About 40% of home loans approved in Feb. 2015 were to investors, increasing from 31% in 2009, according to official data. The new price of the Leaf is $35,200 for the 2012 model year as more features were made standard by Nissan. The Leaf will now cost $27,700 after a $7,500 federal tax credit in the U.S. The higher price also reflects the stronger yen as the Leaf is made in Japan. Every Leaf is sold from a waiting list, with sales in only some states- including Arizona, California, Hawaii, Oregon, Tennessee, Texas and Washington. Nissan's marketing chief, Brian Carolin, says about 1000 vehicles a month will be sold for the remainder of 2011. The average customer of the Leaf drives the car with an all electric range of 75 miles, for 30 miles each day and charges it for 3 hours a day. Average household income is $140,000. The 2012 standard model comes with a cold weather package, heated seats, battery warmer and steering wheel, and a fast charging arrangement that gets it recharged in 30 minutes, instead of the 8 hours.

With the change in U.S. position on climate change, carbon emissions, and the move to raise tariffs on China's exports to the U.S. China faces a new dimension in its global relationships. Against this background China is shifting to a long term view of its relationship with India. China's new foreign policy leaders after the recent party Congress, vice president Wang Qishan and Foreign Minister Wang Yi, now see the need for new partners in a multipolar global world for the long term as China and India countries with large populations and a need for stable world trade share common interests. Wang steers the Central Foreign Affairs Commission with Yang Jiechi as director. China now sees " a lot of shared interests, concerns and positions," in the words of China's Representative Lu, in the long term issues of globalisation, urbanization, pollution, and concern for achieving stable development with high growth rates.  China now takes the long view looking back at the unprecedented change of the last 100 years, as it maps out its plans for the future. The U.S. has challenged the ideas in the blueprint for development of "Made in China 2025," particularly as it relates to western transfer of technology to China. This has created a new situation for which China is still looking for answers, and ways to come up with new strategies for development without the nearly unrestricted access to western technology of the last 2 decades.  Shared positions on world trade with India and India's close relations with the U.S. add credibility in China's  negotiating positions with the U.S.                  ...
