Andrew Higgins tells the story of the China Power Investment Corporation's hydro electricity generation project on Burma's Irrawady river. The project is located in the northern part of Burma, in Myitsone, Kachin state. This was to be the first of seven hydroelectric dams on the Irrawady river. Initial opposition to the project by local people turned into a national opposition movement against the projects as it became clear that the huge project which would generate as much electricity as the Three Gorges dam in China, or seven times the Hoover dam in the U.S., would for the most part benefit China. Burma's economy was too small after decades of neglect to need this much electricity. The fears of ecological damage, uprooting the people living in the area, took on a new dimension as national opposition coalesced around the issue of Burmese sovereignty. The former general, President Thein Sein, who assumed the position in March 2011, had second thoughts. One former military officer, leading one of the opposition groups, expressed fears that Burma would become a colony that helped China meet its energy needs under the arrangement with China Power Investment Corporation. China was already working with regimes in Sudan and Angola to meet its energy needs. In September 2011, President Thein Sein halted work on the project. This happens just as the country's military is relaxing its hold on the media and allowing opposition leaders to express their views. The two developments may be connected as the military sees the need for getting public support to counter China's pressure to go along with the project. Years of external pressure failed to create an opening for democracy in Burma. This event appears to create the atmosphere for a genuine expression of Burmese feeling and desire for protecting its sovereignty, which would help it join the world community, with the military finding a common ground with public sentiment....

A Flash Eurobarometer poll before French elections in 2017 show 56% of Europeans in the EU saying the euro is a good thing, only 36% saying its not, those saying its good at 64% in Germany, and being 57% in Spain, and 53% in France. Walker of the WSJ says the euro has survived the crises of the last few years, with some but not all the steps taken to avoid a repeat of the problems, and public opinion still favoring the eurozone as it looks forward to economic growth in coming years. The middle class is not attracted to risking its savings in euro denominated assets, costs of the turmoil that might be caused by leaving the euro act as a signal for caution, and in Southern Europe countries remember the days before the euro with devaluations and high inflation. With gradual economic recovery it appears that the euro is still the best option there is. Surveys show three fourths of the French oppose leaving the euro, and experts say the euro is not to blame for France's slow economic recovery- more confidence and political stability with economic renewal are seen as the ways to get France going again. This may be why the national elections in France will likely bring a president who is pro-EU. ...

New Feb. 2024 dated debt issued by Portugal offers investors a yield of 5.20%. In Jan. 2014 Portugal issued 5 year debt for 3.25 billion euros. Plans are to raise 11-13 billion euros through bond issuance in 2014 to build up cash reserves and prefund needs for 2015. Refinancing needs are about 10 billion euros annually according to Moody's. The debt level has reached 128% of GDP by Jan 2014 after GDP declines and aid to struggling companies.

European Commissioner Michael Barnier calls for banning credit ratings on countries receiving financial aid. This comes after Moody's strongly downgraded Portugal's rating to Ba2 in July 2011.The downgrade was more severe than expected and comes right after the Greek parlaiment passed austerity measures in Greece. After the Phase 1 trade deal with China led to cancellation of new tariffs on computers, mobile phones and the remaining products imported from China, tariffs are still in place on $370 billion of imports from China. President Trump says China agreed to import $32 billion of agricultural goods, with the figures reaching $50 billion in 2020. The prior high was $26 billion in 2012. This comes as a big relief for the agricultural farm sector which had 24% more bankruptcies in 2019. Farmers are now more likely to vote for president Trump as they did in the last election. In addition China agreed to buy $200 billion more of American goods over the next 2 years. This combined with the USMCA agreement to replace NAFTA, for North American trade, is good news for president Trump and for the U.S. economy for 2% annual growth. The S&P stock index went up by 29% in 2019. The big concession by China is its agreement to agree to penalties if it does not keep up its part of the bargain.  Intellectual property protection remains a challenge and Mr. Trump may have decided to take a tactical success and shore up his base of farmers and small business people before taking up these issues in the future. China for its part may have decided to make a tactical move of its own as it has nothing to lose in importing more farm products from the U.S. in exchange for being able to continue to make the computers, iPhones and tech products it manufactures, just like before. China has not conceded much in terms of its goals set  in "Made in China 2025." Both sides are taking a much needed pause to consolidate their positions, as the fundamental differences remain to be tackled. Huawei and Chinese technology issue remains as before with the U.S. wary of China's technological gains in 5G telecom equipment and keen on building and protecting America's technological advantage in future trade relations. ...

 U.S. Trade Representative Robert Lighthizer, views China's response in trade negotiations as one of conducting extended negotiations that lead to little change. This has continued says Lighthizer for over a decade putting the U.S. at a serious disadvantage in trade. At a White House meeting in August 2017 Lighthizer convinced president Trump that China was in his words "tap, tap, tapping us along."  This confirmed president Trump's own instincts about the U.S. trading relationship with China. Lighthizer is a veteran of trade negotiations, having experience in the Reagan administration as the Deputy Trade Representative in 1983 in negotiations with Japan, when Japan was in a similar situation that China is today. At the time trade negotiations with Japan were getting nowhere. Lighthizer is said to have turned one Japanese response in negotiations into a paper plane and sent it flying right back. Lighthizer does not seek the limelight but is serious about his role having published op-eds in the NYT and WSJ since 2000 about how U.S. trading relationships were putting the U.S. and U.S. workers at an unfair advantage. Many of these op-eds are in the Lyrarc archive and a Search with the term "Lighthizer" would bring up these articles. This report in NYT shows how the role of Lighthizer was not anticipated by China when it sent Liu He to Washington in November 2017 to negotiate with the U.S. President Trump made certain Liu He and other Chinese leaders would have to talk to Lighthizer first. In a session with president Jinping laid out U.S. views that the past negotiations had accomplished little and new negotiations had to be undertaken very differently from negotiations in the past. Earlier in July trade negotiations conducted by Commerce Secretary Wilbur Ross were "shut down" by president Trump because China continued to repackage earleir offers which meant little to the U.S. As a lawyer at Skadden, Arps, Slate, Meagher LLP Lighhizer represented steel industry clients hurt by subsidized Chinese steel industry imports. Mr. Trump and Lighhizer have bonded well because their instincts have been the same- that the U.S. had not been well represented in earlier negotiations by lawyers who saw themselves as speaking for American exporters.  Lighthizer is also a seasoned trade negotiator and has waited for the right time and situation to tackle the unbalanced trading relationship with China. For 30 years Lighhizer represented American manufacturers as he practiced trade law at the Skadden law firm. His strategy has been to get the administration to unite behind a clear trade strategy. He says "I try to be friendly in trade negotiations. I am not the theatrical type. The art of persuasion is about knowing where the leverage is." At this time the leverage lies in the huge trade surplus of about $300 billion China has with the U.S. The U.S. goal is to bring this down by $100 billion through this new negotiating strategy as earlier negotiations have failed. ...

Boris Johnson, who heads a minority government in Britain following resignation of Theresa May, will do just about anything to push Britain out of the European Union by October 31st. He has said he would "rather be dead in a ditch" than ask for an extension of the October 31st deadline. The British parliament is dead set on preventing that and has passed legislation requiring a extension of the October 31st deadline to January 2020. Johnson is even willing to go to jail for breaking the law, on the grounds that he is simply supporting the people's referendum choice over an elected parliament. This is itself a strange situation because the elected representatives in parliament decide for the people, and views in a referendum can change over time. Johnson says the reports of Britain's economy taking a blow from simply falling out of the European Union without a negotiated deal are exaggerated. He even once said all it means is that there might be "a shortage of Mars chocolate bars." Before becoming prime minister with a one vote majority in parliament which he promptly lost on the first day parliament met, Boris was a journalist who was elected Mayor of London. His only other position was for a brief period with controversy as Foreign Secretary in Theresa May's government. By taking in as chief adviser the head of the Brexit referendum Leave campaign Mr. Cummings, Mr. Johnson shows he believes he could win a general election with a carefully orchestrated campaign like that of Leave that blames the Labour Party, and the Scottish National party for stopping Brexit and halting the people's mandate.  The question is whether Cummings has gone too far or Boris Johnson has gone too far using Cumming's methods and views. Many Conservative moderates were expelled from the Conservative Party by Johnson and Cummings leaving the Conservative Party in self-destructive mode and the worst shape it has been in its history. It is not clear that after 10 years of austerity and rule by the Conservative party, and the mess from the single minded pursuit of Brexit that has overshadowed Britain's other priorities, that the British public would simply give a broken Conservative Party another mandate without thinking carefully about all the consequences. More so amid the lack of trust that is a feature of the Boris Johnson minority government.  ...

Enrique Pena Nieto, assumes office as the new president of Mexico in Nov. 2012. His focus is on implementing a 13 point agenda which includes crime prevention, better schooling and employment opportunties, new train lines, expanding internet access, and support for social programs for the poor. He said there were two Mexico's - one that was benefitting from the global economy and modernization, and the other which was falling behind and hurting Mexico's image abroad. Economist Videgaray, close advisor to Nieto, is now the new Finance Minister. Videgaray says there is a common misconception that the PRI which ruled Mexico for so long is back in power. But times have changed. The PRI of today is no longer the PRI of yesterday, and understands that it like any other party can be voted out of power if it does not provide good government, says Videgaray. The focus of the new government will be on efficiency and modernization. Doing this will require the cooperation of the opposition parties, as Nieto won only 38% of the vote in a three way election against Mota and Obrador. He does not control Congress and the PRI opposed the legislation of the Calderon government during its term in office....

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

Glenn Hubbard says a Romney economic plan for the U.S. with tax cuts and spending restraint and reducing uncertainties over policymaking will increase GDP growth by 0.5 to 1% per year over the next 10 years. It would set the U.S. on the path to solid economic recovery by getting the private sector to generate 200,000 to 300,000 new jobs per month during Romney's first term in office. Hubbard is dean of the Columbia University Business School in New York, and economy advisor to Romney. A study by Scott Baker and Nicholas Bloom of Stanford University and Steven Davis of the University of Chicago shows that uncertainty over policy under the Obama administration reduced GDP by 1.4% in 2011, and returning to pre-crisis levels of uncertainty would increase jobs by 2.3 million in 18 months. The Shultz-Hubbard approach puts great emphasis on reducing uncertainty for business and creating the right climate for business to invest in a recovery. The EU has pushed the date for France to reduce its deficit to 3% once before -to 2015 giving France 2 more years. French president Hollande faced with unemployment at 11% in March 2014, has set the task of convincing Brussels to allow more time after losing badly in local elections and facing opposition to continued austerity in his own party. France is expected to come up with a plan to present to the EU for cutting public spending by 50 billion euros over 3 years 2015-2017. In the televised address on March 31, Hollande put the priority on growth, saying "Its not a question of cutting spending for the sake of it." After election in May 2012, Hollande and prime minister Rajoy of Spain went to Brussels together to push for a growth oriented policy in the eurozone. This time he has support from Socialist Party leader in Italy, Matteo Renzi, who is also introducing growth oriented policies to reduce unemployment and boost the economy. The two leaders faceoff with Angela Merkel on the need to relax austerity policies in the eurozone....

According to real estate data firm CoreLogic, 38% of U.S. home owners who took a second mortgage on their homes are under water on their loans. 18% of borrowers who did not take a second mortgage are under water and have negative equity in their homes. Second mortgages are loans taken out on a property that are subordinate to first mortgages, including home equity loans and lines of credit. Borrowers with second mortgages have an average of $83,000 in negative equity compared to $52,000 for borrowers without second mortgages according to CoreLogic. During the boom borrowers took out cash using home equity loans and lines of credit for everything from home renovations and automobiles to tution and other expenses. Federal Reserve Board data show homeowners took out a huge amount, $2.69 trillion, from their homes for 2004-2006. Overall the number of underwater homeowners, or homeowners with negative equity in their homes, remained steady, according to CoreLogic's report- 10.9 million Americans in the first quarter of 2011, compared to 11.1 million for the fourth quarter of 2010, 22.7% of all homeowners nationwide compared to 23.1%. The slight decline reflected completed foreclosures, suggesting that the market conditions have not changed. Roubini and other experts predicted large housing losses in 2011-2012. This also affects America's largest banks. While the large part of the first mortgages were bundled and sold as securities, the home equity loans remain on bank balance sheets. About three fourths of the $950 billion in home equity loans outstanding were held by commercial banks at the end of 2010. Over 40% of this is on the books of Wells Fargo, Bank of America, J.P. Morgan Chase, and Citigroup. A writedown on these loans could use up a significant part of the bank's capital....

Nouriel Roubini on the housing losses expected in 2011. Roubini says he is particularly concerned because of a recent study by Laurie Goodman of Amherst Securities, which shows 11 million borrowers are in danger of losing their homes, which is one of every five borrowers. He says this number is scary because previous estimates had shown the number to be 3-4 million for the next four years. Roubini says he has talked to experts in the housing industry who tell him the 11 million number is realistic. His overall sense is that the housing problems in the U.S. are "underappreciated," with banks facing about $1 trillion in housing related losses.
